Amy L. Bower

Amy Bower has 35 years of experience with NASA as an established safety and health professional. She served as Acting Chief and Deputy Chief of the Glenn Research Center (Glenn) Safety and Health Division, a division that is responsible for the planning, direction, management, and execution of Safety and Health programs at Glenn, consistent with NASA Directives, as well as Federal, state, and local regulatory requirements. During her career, she managed and led Glenn's operational and systems safety, institutional maintenance, environmental compliance, quality, and security activities. She was the senior safety manager at Glenn's Neil Armstrong Test Facility, prior Plum Brook Station. She served as the subject expert on key safety committees and safety culture workgroups, provided safety and management reviews of Health and Safety Plans, and conducted inspections, audits, and mishap investigations. Ms. Bower retired from NASA in 2018. She brings a wealth of knowledge in management, and operational and occupational safety and health practices. She is a part-time instructor at the EHOVE Career Center in Milan, Ohio where she helps individuals prepare for new careers and enhance their leadership skills. Ms. Bower has a Bachelor of Science degree in Occupational Health and Safety and an Associate degree in Applied Sciences from Bowling Green State University. She is a Certified Safety Professional (Retired) and was a Professional Member of the American Society of Safety Professionals for over 25 years.

Anita D. Liang

Anita Liang is one of the founders of NxCAP Consulting, LLC. She has over thirty (30) years of experience at the National Aeronautics and Space Administration (NASA) with near twenty (20) years of her career serving as a senior executive. Anita Liang has broad experience in both aeronautical and space systems. She served as the Associate Director of Aeronautics, Deputy Director of Facilities and Test, and Director of Safety and Mission Assurance at NASA Glenn Research Center (Glenn). As Director of Safety and Mission Assurance from 2011 to 2019, Liang led and directed Glenn operational safety, mission assurance and occupational health efforts to ensure program success and workplace safety. As Deputy Director of Facilities and Test, Liang supported the management of ground-based and flight test assets as well as the sustainment of Glenn infrastructure. Liang served over ten years of her career as an integral part of NASA's Aeronautics team. She was responsible for developing the overall strategy for advanced aero propulsion and power systems as Glenn's Associate Director for Aeronautics. Anita Liang brings to the Company a wealth of knowledge in management systems and governance, organizational development, program and project formulation, independent reviews and assessments, and evaluation and verification of aerospace propulsion and power systems. She served very effectively as a mentor to all levels of personnel at NASA, promoting career development and growth. Anita Liang is the recipient of numerous prestigious awards, most notably the Presidential Meritorious Executive Rank Award.

Mary C. Lester

Mary Lester retired as the Deputy Director of the Center Operations Directorate at the National Aeronautics and Space Administration (NASA) John H. Glenn Research Center at Lewis Field in Cleveland, Ohio with 34 years of NASA experience. In this role, she co-led and managed an organization of over 400 administrative and support personnel who contributed to human capital management, training and development, procurement, protective services, process improvement, external programs, logistics, metrology and technical information services. Prior to this assignment, Ms. Lester served as Chief of Glenn's Logistics and Technical Information Division and was responsible for managing a wide variety of institutional operations including Glenn's history program, the imaging technology center, metrology, duplicating and transportation services, mail distribution, custodial and waste management, forms and records management, scientific and technical information management and the Glenn science and engineering library. Ms. Lester began her NASA career at Glenn in 1980. She held a number of high-profile positions including Executive Officer for the Space Directorate, Documentation Manager for Space Station and Project Management Specialist for Launch Vehicles. Ms. Lester's leadership was instrumental in establishing the critical documentation management system for Glenn's participation in Space Station and the successful Ares I-X comprehensive transportation plan for the movement of critical space flight hardware. Throughout her career, Ms. Lester shared her expertise in support of numerous Center-wide teams to further the mission and goals of the Center in operations, culture, innovation, and safety. Ms. Lester is a graduate of Miami University in Oxford, Ohio and holds a master's degree in business administration from Baldwin Wallace College in Berea, Ohio. She has received numerous commendations and prestigious awards including the NASA Exceptional Service Medal and two NASA Medals for Outstanding Leadership.

Timothy J. Wickenheiser

  • Chief of the Program and Project Assurance Division at the National Aeronautics
Tim Wickenheiser retired as the Chief of the Program and Project Assurance Division at the National Aeronautics and Space Administration (NASA) John H. Glenn Research Center at Lewis Field in Cleveland, Ohio with 35 years of NASA experience. In this position, he managed organization objectives, direction and resource allocation to improve the safety, reliability and assurance functions across Glenn programs and projects. Mr. Wickenheiser began his NASA career at Glenn in 1978. He performed aircraft propulsion systems analysis and space launch vehicle flight and mission design for 14 years. Throughout his career he has been a technical leader in systems analysis and engineering. His technical leadership assignments include; the Glenn Lead on the Aircraft Inter-center Systems Analysis Team, Inter-center Mission Design Co-chair for Galileo and Magellan Mission Design Panel on Shuttle-Centaur, and Glenn's liaison to NASA Headquarters for launch vehicle payload assessments on Atlas and Titan vehicles. Tim Wickenheiser has 21 years of supervisory and management experience in systems analysis and systems engineering. He served as Chief of the Propulsion Systems Analysis Division, Chief of the Mission and Systems Analysis Division, Deputy Chief of Glenn's Systems Engineering Division, and Chief of the Space Transportation Analysis Branch. He was a member of the core inter-center team which re-wrote the NASA Systems Engineering Handbook (NPR 7123.1) to tailor system engineering efforts to program/project needs. He chaired various review boards for Glenn programs/projects and was a member of the Interagency Standing Review Board for the Radioisotope Thermoelectric Generator Program. He was a member of multiple contract proposal evaluations teams including Chair of the $900M Revolutionary Aerospace Engine Research (RASER) Source Evaluation Board. He also led the development of the Statement of Work and Contract Transition for the Glenn Engineering and Scientific Services (GESS III) Contract. Tim Wickenheiser is a graduate of Michigan Technological University in Houghton, Michigan. He has received numerous commendations and prestigious awards including the NASA Exceptional Service Medals and the NASA Medal for Outstanding Leadership. Tim Wickenheiser brings to the Company a wealth of knowledge in management systems and governance, project technical and programmatic reviews, NASA procurement evaluation, advanced concepts, systems analysis and systems engineering.
