Gilbert Buchanan

Gilbert Buchanan has a BS and master's degree in organizational development. He has provided contract compliance and outreach services for the Los Angeles Community College District $6 Billion Sustainable Construction 9-Campus Building Program. He provided oversight for Metro's $1.6 Billion Exposition Light Rail construction program which included 4 major contractors and 150 subcontractors. He successfully monitored and supervised a $900 million DBE/SBE contract compliance and labor compliance program with approximately 40 contracts for LA METRO. He has developed and facilitated more than 10,200 hours of Small Business Boot Camp coaching and training seminars, resulting in DBE'S/SBE's obtaining over $90 million in contracts. Gilbert specializes in getting small businesses contract ready, training & development, business infrastructure development and preparation of DBE, SBA, 8(a), SBE certifications and labor compliance.

Marjorie F. Gayle

Marjorie F. Gayle is an accomplished Human Resources Consultant specializing in Labor Compliance for Public Works construction since 2006. She has worked extensively with subcontractors to correct labor compliance deficient submittals. She understands what areas subcontractors don't understand. Based on that first-hand knowledge with DBE/SBE subcontractors, she developed and taught a course on Prevailing Wage Requirements for Santa Monica Community Colleges Extension. Ms. Gayle has experience monitoring State, Federal and Project Labor Agreement Projects. Over a decade experience monitoring or submitting certified payroll reports, in compliance with State and Federal Laws governing Public Work Construction Projects. She also monitors the apprenticeship ratios, monthly union or training fund submittals. She has worked on projects for City of Los Angeles, City of Santa Monica, Los Angeles World Airports, Metro, County of Los Angeles and HUD Housing projects with Section 3 requirements. Ms. Gayle also assists prime contractors with identifying DBE, SBE, WBE subcontractors in their effort to meet diversity goals.
