Anthony Greeley

Chief Greeley retired in August of 2018 from the Norwood Fire Department (MA) after 33 years in the fire service. He began his career as an entry level Firefighter / EMT in 1985. He was promoted to Fire Lieutenant in 1993 and served 11 years as the Town of Norwood Fire Prevention Officer. After 20 years as a Company Officer and Fire Prevention Officer, in 2013 Chief Greeley was appointed Chief of Department. Strengths include: code compliance, Massachusetts Comprehensive Fire Code ( 527 CMR 1,00), MGL Chapter 148 Massachusetts Fire Laws, NFPA Standards and Life Safety Code 101, budgeting and communication skills. Post retirement, Greeley became the Fire Safety Officer at Boston College in January 2019. There he handles many responsibilities, some of which include: Project plan review, NFPA 241 Impairment (Building Fire Safety Plan), permitting (hot work ), inspection of all buildings on campus, fire evacuation drills, event planning in large venues and overall campus fire safety consulting. Overall, Chief Greeley brings over 37 years of Fire Safety experience to the RPH team. Greeley was educated at the University of Connecticut 1984. He holds a bachelor's degree in Finance from the School of Business at UConn.

Anthony Stowers

Chief Stowers joined RPH Life Safety Consultants, LLC in April of 2022. Chief Stowers has over 34-years of fire service experience beginning as an on-call firefighter before being hired by the East Derry Fire Precinct in 1988. During his time with the East Derry Fire Precinct, Chief Stowers was a Team Leader with the Southern New Hampshire Hazardous Materials Mutual Aid district and worked part-time as a consult/trainer to private sector companies on hazardous materials and safety-related issues. Chief Stowers was hired by the City of Nashua in 1996 where he rose to the rank of Lieutenant. Chief Stowers also served as an original member of the Souhegan Hazardous Materials Mutual Aid Response Team. In 2007 Chief Stowers was hired as a Deputy Fire Chief for the Merrimack, New Hampshire Fire Department, where he rose to the rank of Assistant Fire Chief. Chief Stowers was responsible for training and fire department operations while serving the Merrimack Fire Department until retiring in 2012. In January of 2012 Chief Stowers was appointed Fire Chief of the Maynard Fire Department. As fire chief in Maynard, Chief Stowers has developed and implemented a long-term capital replacement plan that has allowed for the replacement of all capital equipment as needed. Chief Stowers championed the move for a new fire station and is overseeing the construction of 19,500 square foot facility to replace the current fire station. Chief Stowers has written and updated the strategic plan for the Maynard Fire Department based on industry best practices. Chief Stowers was appointed Emergency Management Director for the Town of Maynard Fire Department and has since written a comprehensive emergency response plan for the community. Chief Stowers has written multiple successful grants, including a $750,000 fire apparatus grant. Chief Stowers holds a Bachelor of Science in Fire and Emergency Management from Granite State College, a Master of Science in Organizational Leadership from Southern New Hampshire University, and a Doctorate in Business Administration with a Leadership Focus from Walden University. Chief Stowers is a 2012 graduate Chief Fire Officer Management Program delivered jointly by the Massachusetts Fire Academy, and Edward J. Collins Center for Public Management at the University of Massachusetts, and a 2013 graduate of the National Fire Academy's Executive Fire Officer Program. Chief Stowers is a Massachusetts Credentialed Fire Chief and holds the Chief Fire Officer Designation through the Center for Public Safety Excellence. Chief Stowers holds multiple fire service-related certifications. Chief Stowers is an active committee member for Massachusetts Fire District 14, is a past member of the International Association of Fire Chiefs Executive Fire Officer Symposium Committee, currently serves on the International Association of Fire Chiefs Communications Committee, and is the New England Director of the Executive Fire Officer Division of the International Association of Fire Chiefs.

Charles E. Doody

Chief Charles Doody joined RPH Life Safety Consultants, LLC in January of 2022. Chief Charles Doody began his fire service career in 1995 when he was hired as firefighter/EMT in the Town of Canton, MA. He was promoted to Fire Lieutenant in 1999, serving in the Fire Prevention Division. In 2004, he was promoted to Deputy Fire Chief and oversaw the Fire Prevention, Training and EMS Divisions, in addition to managing all aspects of commercial plan review and inspections. Charles Doody was appointed the Fire Chief in 2009 and is still serving in that capacity today. Chief Doody also serves as the Emergency Management Director for the Town of Canton, MA, responsible for planning and response to both manmade and natural disasters, in addition to large scale events. He serves on several committees, including serving as the chairperson of the Substance Abuse Coalition and the Canton Helpline, which operates the town's food pantry. Chief Doody is a past president of the Norfolk County Fire Chief's Association and Massachusetts Director for the Fire Chief's Association of Massachusetts. Currently Chief Doody serves as the President of the New England Association of Fire Chief's and chairs the Constitution, By-Laws and Resolutions Committee for the International Association of Fire Chief's. Chief Doody holds a Bachelor of Arts degree and a Master of Education degree from the University of New Hampshire. He is a 2014 graduate of the Executive Fire Officer Program at the National Fire Academy in Emmitsburg, MD, a certified Fire Chief in the Commonwealth of Massachusetts and sits on the advisory board for the Fire Science degree program at Massasoit Community College. Chief Doody also holds a number of fire service and life safety certifications.

James Roger

Battalion Chief James Roger joined RPH Life Safety Consultants, LLC in April of 2022. Battalion Chief James Roger has over 30 years of experience in the municipal, and private sectors of life safety and emergency management. As a Hazmat Technician and Specialist, Confined Space Rescue Technician, Trench Rescue Technician and Incident Command Specialist, James works with several companies across the United States as a Lead Safety Training Instructor. He provides dynamic, up to date worksite safety training services to meet regulatory requirements for Hazardous Materials, Response Technical Rescue and the Incident Command System, as well as Emergency Management, Fire Management and EMS. His safety training courses are customized to fit each client's specific needs to comply with industry and state specific requirements and laws. He is an experienced Industrial Trainer with a demonstrated history of working in the management consulting industry. James began his career as a firefighter with the Londonderry, New Hampshire Fire Department where he now serves as a Battalion Chief. As a Battalion Chief, his duties include, but are not limited to, serving as the department's training officer and the town's Assistant Emergency Management Director. During his tenure with the LFD, James served as a Technician Team Leader with the Southeastern New Hampshire Hazardous Materials Mutual Aid District. He was responsible for implementing tactical decisions for the mitigation of hazardous materials and worked closely with local, state and federal agencies. James has numerous professional certifications from New Hampshire Fire Standards and Training, the National Fire Academy, the International Association of Firefighters and the US Department of Homeland Security Office of Domestic Preparedness. James attended NH Technical College in Laconia, NH and received an A.S.S. in Fire Science.

Kevin P. Partridge

Chief Kevin P. Partridge joined RPH Life Safety Consultants, LLC in January of 2022. Chief Partridge retired in May of 2021 from the Town of Easton, MA after 38 years in the fire service and practiced in the area of Fire & Life Safety, Emergency Management, and Emergency Medical Services (EMS) delivery and operations throughout his career. His expertise includes budgeting, capital programming, communications, emergency management and preparedness, and crisis leadership. His experience includes 38 years in the Fire and EMS service, with 21 years as a Fire Chief for the Massachusetts towns of Berkley, Avon, and Easton. Chief Partridge instituted progressive changes to modernize the departments he served. Modernization efforts included equipment, facilities, personnel, training, and the regionalization of emergency dispatch operations for the four-town SEMRECC. Chief Partridge has had the opportunity to work in different communities, as well as the Commonwealth of Massachusetts, as a Senior Manager in the Department of Fire Services (DFS). His experience in working in different types of fire departments, and the State gained him significant knowledge and experience. He was responsible for oversight of various divisions at DFS including the Fire Safety Division, Fire Training, Special Operations and Hazardous Materials Response. His responsibilities at DFS also included representing the State Fire Marshal on various Board and Commissions including the Board of Fire Prevention Regulations, Fire Training Council, and the Hazardous Materials Mitigation Emergency Response Board. In his final year of service as Emergency Management Director and Chief to the Town of Easton, Chief Partridge was recognized by the Massachusetts Interlocal Insurance Agency / MMA for Excellence in Risk Management for his role in comprehensive community safety communications and robust employee safety protocols throughout the COVID-19 pandemic. Chief Partridge has an Associates degree in Fire Science from Bristol Community College and is a graduate of the Chief Fire Officer Management Program delivered jointly by the Massachusetts Fire Academy, and Edward J. Collins Center for Public Management at the University of Massachusetts. Chief Partridge served on the Southeast Homeland Security Council prior to his retirement. He currently serves on the Region Emergency Medical Services Council; Board of Directors and is a member of the Fire Science Advisory Board at Bristol Community College and is a Past President of the Fire Chiefs Association of MA, and the Bristol County Fire Chiefs. Chief Partridge continues to serve as an On-Call Assistant Chief for the Berkley Fire & Rescue Department.

Roger P. Hatfield

Fire Chief Roger Hatfield has over 40 years of private, municipal, state and federal experience in life safety and emergency management. He started his fire service career in 1978. He worked part-time in a non-firefighting role for the City of Nashua, NH Fire Department. In 1984, the City of Nashua Fire Department hired him as a full-time firefighter. Chief Hatfield worked his way through the ranks and was subsequently promoted to Assistant Superintendent of the Training Division in 1990, to Superintendent of Training in 1992, Assistant Chief of the Department in 2001 and to Chief in June 2004. He retired as Chief from the City of Nashua, NH in 2007. During his time with the City of Nashua Fire Department, Chief Hatfield became involved with NASCAR and large events facility operations at the New Hampshire International Speedway in Loudon, NH. He functioned as a planning and operations liaison for the New Hampshire International Speedway to the Loudon Fire Department from 1989-2002. Chief Hatfield also served the State of New Hampshire as a District Coordinator for Fire Standards and Training as well as a State Fire Commissioner for two terms. He was appointed to sit on Governor Jeanne Shaheen's Anti-Terrorism Task Force and served as Co-Director of Emergency Management for the City of Nashua from 1999 to 2007. After retirement in 2007, Chief Hatfield worked as an emergency management consultant for Homeland Security through Dartmouth College. He traveled throughout New England, working with local hospitals reviewing emergency preparedness and plans. In 2009, Chief Hatfield was hired as Fire Chief and Emergency Management Director for the Town of Foxborough, MA where he was responsible for public safety of Gillette Stadium, home of the New England Patriots, New England Revolution, concerts, festivals, and other large events. Chief Hatfield retired from Town of Foxborough, MA Fire Department in 2019. Following retirement, Chief Hatfield picked up a few consulting engagements for some medium to large scale construction projects in the New England area. From those engagements, Chief Hatfield realized that he provided real value to his clients and to the communities involved with the projects. In response to the successes, he formed RPH Life Safety Consultants, LLC in 2020. As business expanded, Chief Hatfield engaged additional Fire Department Chiefs to meet demand. Chief Hatfield holds a Bachelor of Science degree from the University of New Hampshire and graduated from the Executive Fire Officer Program from the National Fire Academy in Emmitsburg, MD. He also holds the following certifications: Certified Fire Chief in MA, Company Officer Instructor, Fire Instructor IV, Firefighter III, Haz-Mat Technician Instructor, and Master Instructor for the International Association of Fire Fighters. He is certified by the Commonwealth of Massachusetts Public Purchasing Officer.

Sergeant Shawn McCollem

Sergeant Shawn McCollem joined RPH Life Safety Consultants, LLC in October of 2022. Sergeant McCollem has over 34 years of police service beginning as a part-time officer before being hired by the Abington Police Department in 1995. During his time with the Abington Police Department Sergeant McCollem instructed for the Massachusetts Police Training Committee for 10 years, including classes in Incident Command and Legal Issues. Sergeant McCollem has worked for several years with the Massachusetts Police Accreditation Commission as an assessor and Accreditation Manager for the Abington Police Department. During his time at the Abington Police Department, Sergeant McCollem worked closely with other command staff to develop a coordinated active shooter response to the Abington Public Schools. He also filled the roles of 911 Coordinator for the Town of Abington and Evidence Control Officer. Prior to becoming a police officer, Sergeant McCollem worked as a security supervisor in a hospital environment. Sergeant McCollem participated in several large scale critical incident / mass casualty training scenarios at the John Hancock Mutual Life Insurance Company towers, Brockton Hospital and with the Massachusetts Bay Transportation Authority. Sergeant McCollem has numerous professional certifications from the Massachusetts Police Training Committee, the Institute for Police Technology and Management, the FBI - New England Law Enforcement Executive Development Seminar, and Roger Williams University. Sergeant McCollem holds an Associates degree in Law Enforcement, a Bachelors degree in Sociology, a Masters degree in Criminal Justice Administration and is the process of completing his Ph.D. in Criminal Justice and Emergency Management from Walden University.
