Carlos San Basilio joined the EBRD as the Managing Director for Corporate Strategy in September 2021 with overall responsibility for formulating corporate strategy, including advising the President on strategic options for the Bank and developing the Bank's core strategic documents.
He also manages relationships with other international financial institutions and leads on cross-departmental special initiatives. Mr San Basilio is a member of the Executive Committee.
Prior to this position, Mr San Basilio served as Secretary General of the Treasury and International Financing in the Spanish Ministry of Economy, in charge of financial legislation, government funding and relations with international financial institutions and the EU.
Other senior positions held by Mr San Basilio in the public sector are Financial Counsellor at the Permanent Representation of Spain to the European Union and Managing director at COFIDES -Spain's public-private venture capital specialist abroad. He also worked in the private sector, at Santander and MTS, a subsidiary of London Stock Exchange Group managing fixed income markets.

Dina Matta joined the EBRD as the Vice President and Chief Transformation Officer in October 2021. She oversees the Bank's digital transformation and the Multi-Year Investment Plan of its IT infrastructure, as well as the Bank's move to its new London Headquarters in the autumn of 2022.
Ms Matta, a Jordanian national, has extensive experience undertaking strategy-led transformation programmes aligning companies' internal capabilities and operations with their business strategies, including large scale BPR and IT implementation programmes.
She previously worked at ING Group in the Netherlands, where she served as Head of Global Transformation from 2015. Prior to this, she worked in leading positions at organisations such as BT Group and HSBC/Midland Bank. She has founded a number of companies in areas such as e-commerce and cloud application development.
Ms Matta holds a Double Honours Degree BSc/BA Hons in Mechanical & Production Engineering and Business Studies & Economics from Nottingham Trent University.

Mark Bowman is the Vice President for Policy and Partnerships at the EBRD and joined the Bank in October 2021.
Prior to arriving at the EBRD, he was Director General International Finance at the UK Treasury, with oversight of international and EU policy. He led engagement with foreign finance ministries, central banks and was the Chancellor of the Exchequer's deputy at the G7, G20 and IMF. He also had responsibility for UK policy and engagement with the MDBs, including the EBRD and AIIB (and was the UK chief negotiator in discussions establishing the bank).
Until 2019 he was the UK representative at the EU's Economic and Financial Committee and chaired the sub-committee on IMF issues. He then led the UK Treasury's work on EU exit and was a member of the UK team negotiating the Withdrawal Agreement. Mark was also a member of the Treasury's Executive Management Board.
Mark started his career as an Overseas Development Institute Fellow working in the Mozambican Ministry of Planning and Finance. He joined the UK Treasury in 1995 and held a number of jobs there, covering both domestic and international economic policy, including Principal Private Secretary to the Chancellor of the Exchequer, Director International Finance, and Director Strategy, Planning and Budget.
He also worked for two years in the Department for International Development (DFID) as Director General Humanitarian, Security and International Finance, with oversight of DFID's humanitarian programmes, its work in the Middle East region and relations with the World Bank.
Mr Bowman has an Economics degree from the University of Bristol, and a Masters degree in Development Economics from the University of Warwick.

Michael Strauss started his role as General Counsel at the European Bank for Reconstruction and Development (EBRD) in January 2020.
A U.S. citizen, Mr Strauss joined the EBRD from the Washington law firm Harris, Wiltshire and Grannis LLP, where he was a Partner.
Mr. Strauss has extensive commercial and development market experience. He began his career in 2001 in the London and Paris offices of the New York law firm Cleary Gottlieb Steen & Hamilton LLP. After five years, he joined the International Monetary Fund (IMF) as Legal Counsel. From the IMF, he went on to serve at World Bank Group's Multilateral Investment Guarantee Agency as Senior Counsel.
He became a Senior Advisor to the Assistant Secretary for International Finance at the U.S. Treasury Department in 2011 and subsequently spent five years on the Board of the Asian Development Bank in Manila, serving as the U.S. Alternate Executive Director and then as Acting Executive Director.
Mr Strauss graduated with a Bachelor's cum laude from Williams College in 1994, a Masters from the Fletcher School of Law & Diplomacy in 1999 and a JD from Stanford Law School in 2001.

Pierre Heilbronn had overall responsibility for the formulation, communication, coordination and implementation of the Bank's country and sector strategies, the Bank's policy engagement, technical cooperation assignments, and related initiatives upholding and supporting the Bank's transition mandate.
He left the EBRD in September 2021.
The Vice President is responsible of the application of the political aspects of the Bank's mandate, taking the lead on EBRD engagement with countries of operation, EU institutions and other key external organisations and stakeholders especially civil society groups. He has also overall accountability on the mobilisation and management of donor funds. The Vice President is a member of the Executive Committee and chairs the Strategy and Policy Committee.
Mr Heilbronn has 20 years of experience in policy-making in domestic, European and broader global context. Before joining the EBRD in November 2016, he was deputy chief of staff for France's Minister of Economy and Finance. For three years, he supervised the devising and implementation of the economic strategy aimed at increasing the competitiveness of companies, restoring the credibility of public finances, improving the transparency of economic life and opening up new opportunities for businesses and households. He was also directly involved in the international and European agendas especially the implementation of the Juncker plan, the development policy agenda associated with the French presidency of COP21 and also in banking and financial markets issues.
Before that, he served as the European advisor of the French Prime Minister and for six years supervised the handling of most European dossiers managing the department in charge of European coordination under the Prime Minister's authority. Notably, he coordinated the French Presidency of the European Union of 2008, led the French engagement with the G20, the European Council and the Eurogroup/ECOFIN. He extensively dealt with issues linked to the stabilisation of the euro area, the enlargement of the European Union, major multilateral and bilateral trade negotiations and played a decisive role in helping to define, develop and deliver assistance to Greece in response to the crisis.
Earlier in his career, Mr Heilbronn assisted in the definition and creation of the European External Action Service. Acting as head of Cabinet of the European Commissioner for External Relations and Management of Development Aid, he worked directly on the Neighbourhood policy and was responsible for the management of EU development aid at all stages of the programming cycle.
Pierre Heilbronn started his career in the French Ministry of Foreign Affairs (Department of European cooperation) and in the Ministry of Finance (Inspection générale des Finances and Directorate of Tax Legislation).
Mr Heilbronn graduated from the Institut d'Etudes politiques de Paris (Sciences Po) and the Ecole nationale d'administration (ENA). He holds a Master of Economics from Cambridge University and a Master of European studies from the College of Europe of Bruges. He also studied in Yale University and Georgetown University (Walsh School of Foreign Service).

Richard Porter is acting Managing Director of the Communications and Business Information Services Department. He joined the EBRD in 2017, and during that time has worked across both Internal and External communications. Before taking on his present role, he was Director of Strategic Engagement and Planning, with responsibility for media relations, digital communications and donor visibility.
Before joining the EBRD, Richard worked for many years as a journalist and executive in BBC News. He was Controller of English Services for the BBC's Global News Division, overseeing BBC World Service, BBC World News and the BBC's international website, BBC.com/news. In his role as Editorial and Digital Director for BBC Global News Ltd, he also held responsibility for the BBC's commercially-funded news services outside the UK, working with partners in the US, Europe and Asia.
Previously he had many years' experience as an Editor and leader in BBC News, including Head of News for BBC World, and Editor of Breakfast TV in the UK.
Richard trained as a journalist in local newspapers in southern England, before joining the BBC in its Bristol studios. He was a Sulzberger Fellow at Columbia Journalism School in 2009.
