In 1985 joined the Foreign Service as Third Secretary, by competitive examination and merits... After Ecuador, returned to Uruguay and from 1994 to 1996 served as Head of the Secretary of the General Directorate for Technical Administrative Affairs in Uruguay... From 1996 to 2002 served as an Alternate Representative in the Permanent Mission of Uruguay to the OAS in Washington D.C. During that period, assigned as representative of Uruguay before the Inter-American Drug Abuse Control Commission (CICAD).
