Andy Scate - CEO

Andy is the Director General for Infrastructure, Housing and Environment at the Government of Jersey, leading a department covering all aspects of Natural Environment, Regulation, Sport, Government Property and Waste, Water, Highways and Public infrastructure

Anna Terry

Anna, formerly a charity consultant, assisted in the establishment of the Board in 2019. Now, as CEO of the Jersey Community Foundation, she remains connected to the Board working together on common interests.

Carl Mavity

Job Titles:
  • Chartered Member of the Chartered Institute of Housing
Carl is the Executive lead for Digital and Strategy at Andium homes. Carl is a Chartered Member of the Chartered Institute of Housing with over 25 years' experience in the social housing sector in Jersey. Prior to joining Andium Homes, Carl was the Director of Strategy for the States of Jersey Housing Department, where he had a particular focus on Housing Policy, an interest he maintains in his current role.

Emilie Begley

Job Titles:
  • Senior Administrator for Ocorian
Emilie works as a Senior Administrator for Ocorian. She was invited to join the Homelessness Jersey Strategic Board because of her experience and passion for the sector. Emilie was homeless at 19 years old, crashing around friends' houses and eventually living at one of the Islands' units of emergency accommodation. From that experience, she is driven to offer support and help to reintegrate individuals into society and fulfil their potentials.

Guy Le Maistre

Guy is the Vice Chair of The Shelter Trust, Jersey and has been actively involved in developing, extending and improving the range of services and support available to at-risk and homeless islanders for over ten years. An experienced PR, marketing and communications consultant and event/project manager, he has worked with businesses across a range of industry sectors including start-ups, SMEs and international and world-leading brands across multiple jurisdictions. A third sector specialist, Guy has provided advice and support to a host of local charities and community organisations. He has served as the homelessness sector's representative on the Strategic Homelessness Board since its inception and served as a member of the Steering Group for the Housing and Homelessness Project.

John Refault

John is a former member of the Government of Jersey who retired as the Connétable of St Peter in 2018. He is an Independent NED, Chairman of Headway Jersey and Chairman of Abbeyfield Jersey Charities. John volunteers in an ambassador role for Homelessness Jersey using his wealth of contacts.

Patrick Lynch

Job Titles:
  • Chief Executive Officer of Caritas Jersey
Patrick is the Chief Executive Officer of Caritas Jersey having taken over the role from John Scally in September 2019 and joined the Homelessness Strategy Board at the same time. Patrick had a long career with IBM, both in the UK and Ireland, before returning to Jersey just over five years ago. Whilst working in the corporate world Patrick volunteered for many charities including a regular soup run in central London. This fostered an understanding of the challenges faced by so many and when returning to Jersey was shocked to see the same issues were prevalent here which encouraged him to get involved in the work of Caritas.

Paul McGinnety

Job Titles:
  • Government of Jersey As the Director of Local Services
Paul works for the Government of Jersey as the Director of Local Services and is the current Chairman of the Homelessness Cluster. His current portfolio includes, Library Services, The Office of the Superintendent Registrar, The Crematorium, Lottery Distribution, Closer to Home, Connect Me, The Disability Strategy, managing several contractual arrangements with civil society organisation, supporting a number of thematic clusters as well as projects such as Howard Davies Hall. Prior to arriving in Jersey in 2018 Paul was the Assistant Chief Secretary for the St Helena Government as well as the first Public Guardian for St Helena and Ascension Island.
