June 1980, classes began, 235 students enrolled in the first and second year classes with five (5) teachers to handle them with Mrs. Marilou Z. Dael as the principal with the assistance of the District Supervisor, the late Mr. Jose E. Vidal. The teachers were paid by the local government at the rate of 290.00 pesos per month and 120.00 honorarium of the assistant principal out of the tuition fee of 100.00 that each student paid... In 1987, secondary education was now given attention by the Department of Education, Culture and Sports, giving it a separate and bigger funding. This time salaries of teachers in the public schools were shouldered 100% by the national government. In 1988, RA 6655 otherwise known as the Free Secondary Education was passed and the paying of tuition fee in the public school ended. Secondary education was given free. Because of the enrolment increase, there was a need for more classrooms and probably to have a new site for Pamplona Municipal High School (PMHS)...
