Martha L. Cardoza

Martha Cardoza serves as the Senior Campus Planner at George Mason University. In this role, her primary function is to manage capital planning studies under a framework that integrates programmatic planning with capital-related project plans and strategies in pursuit of project approval and funding in addition to ensuring alignment with the Universities' strategic goals, Master Plan and operational budgets. Prior to joining George Mason in 2021, Martha served as the Associate Director of Planning & Project Management at Northern Virginia Community College, in this role, she led planning and project management initiatives that contributed to improvements of the college's physical environments. During her 10 years at NOVA, she oversaw Master Planning, Space Management, Non-Capital Planning, Deferred Maintenance and Maintenance Reserve plans. In addition, Martha supported multiple initiatives from strategic planning to performance and process improvements - which had a great impact on the efficiency and effectiveness of the services provided by the Facilities Management Department. As an Architect, her major role and responsibility within the Department was overseeing the planning and execution of projects that improve the Colleges' aesthetic and functional objectives considering longevity, sustainability, functionality, and architectural appropriateness. Martha is a registered Architect and holds a Master of Science in Engineering Management from The George Washington University. She is currently an At-Large council member for the Society of College and University Planning (SCUP) Mid-Atlantic Region and serves as an Advisory council for The Florida International University- Business Women in Leadership program.

Silke Vrouletis is the Administrative Assistant / Analyst for UBC and Capital Strategy & Planning, where she supports the two divisions in their day-to-day operations and projects. Before joining Mason, Silke worked in higher education at Virginia Tech, where she was part of the Advancement Division and took part in an initiative working to achieve 22% alumni participation by the end of fiscal year 2022. She holds a B.A. in Psychology from City College of New York, where she focused her undergraduate research on Burnout and Depression in Austrian School Teachers. Currently she is working towards her Master's in Applied Industrial-Organizational Psychology here at Mason. In her free time Silke enjoys creating new recipes influenced by countries all around the world.

Tobi Walsh is the University's Assistant Vice President of Capital Strategy and Planning. Before joining Mason in July 2020, Tobi served as Principal Educational Facility Planner at the University of California, Irvine, where she implemented planning process improvements for the department and managed strategic priority projects for the university. Tobi spent the first decade of her career practicing as a licensed Civil Engineer in the fields of geotechnical and environmental engineering. She led projects including environmental site assessments, geotechnical soils investigations, leaking underground storage tank site remediation, Superfund/RCRA site hazardous waste remediation, and design and monitoring of impoundments for mining, landfill, and industrial waste. Tobi is an expert database programmer, who applied technology solutions to streamline and automate data collection and analyses as part of her civil and environmental engineering work. She leveraged this data-driven approach in private practice for nearly two decades consulting in the fields of civil engineering, construction, real estate development, and process improvement, which included the development of custom technology solutions relating to construction project management, job costing, accounting, customer management, and inventory control. Tobi holds a Master of Science in Construction Management & Business Administration from Arizona State University. Her Bachelor of Science Civil Engineering was also from Arizona State University, where she graduated Summa Cum Laude and was honored as the Outstanding Graduate in Civil Engineering.
