Chip Burton - COO, President

Washington native, Chip attended St. Alban's, Woodward Prep and Georgetown University, all local to the DC area Obtaining his pilot's license as a teenager, he flew for several start up commuters and charter operators. After joining the FAA, he served as a radar controller at Washington Air Route Traffic Control Center until moving to its training department as an Evaluation, Proficiency and Development Specialist (EPDS). Chip took up corporate aviation as a full-time career in 1980 but continued serving the FAA as a Designated Pilot Examiner in several large cabin corporate jet aircraft, In 1995 he started TISMA as a corporate flight department that grew into today's leading Mid-Atlantic aircraft management and international charter company.

Gene Castle

Gene has been a professional charter pilot since 1994. He joined TISMA as a Line Captain in 2005, served as TISMA's assistant to the Chief Pilot, and as Chief Pilot since 2013. He attended Frederick Community College and is ATP type rated in the Cessna Citation, Lear Jet, Hawker HS-125, Dassault Falcon 50/900, Gulfstream G-IV, and G-VSP (G550). Gene also holds Check Airman authority in TISMA's Gulfstream aircraft.

Gerry Laborce

Job Titles:
  • Director of Maintenance
Gerry holds a degree in Professional Aeronautics (Cum Laude) and Aviation/Aerospace Safety from Embry-Riddle Aeronautical University. Having served 20 years in the United States Navy as Chief Flight Engineer instructor, he joined TISMA shortly after retiring in 2004. With over 39 years of Aviation experience, Gerry holds FlightSafety International's Master Technician Certificate and has completed formal training on the Gulfstream GIV-SP, Gulfstream GV-SP (G550) and the Bombardier Global Express. He has served as TISMA's Director of Maintenance since 2009.

IS-BAO Stage II

The International Standard for Business Aircraft Operations (IS-BAO), developed by the International Business Aviation Council (IBAC) and its member associations, is a recommended code of best practices designed to help flight departments worldwide achieve high levels of safety and professionalism. IS-BAO is an industry standard built for operators, by operators that provides standards based on the ICAO Standards and Recommended Practices (SARPS). Both the FAA and CAA in Canada recognize IS-BAO as meeting the ICAO standard. The European Committee for Standardization (CEN) also recognizes IS-BAO as an industry standard for business aircraft operations.

Jeff Rubin - VP

Jeff joined TISMA as its Chief Pilot in 1998, and has been its Vice President and Corporate Secretary since 2003. He holds degrees in Aeronautical Science and Aviation Management from Embry-Riddle Aeronautical University. A professional pilot for over 46 years, Jeff has held prior positions as a Chief Pilot, Executive Vice President of a regional airline, as well as Founder and President of a computer products wholesale distribution company. He holds ATP type ratings in the Rockwell Sabreliner, Lockheed JetStar, Dassault Falcon 50/900, Gulfstream G-I, G-IV and G-VSP (G550).

Kathy Isaacs

As a flight coordinator for Columbia Gas from 1997 thru 2000 Kathy learned the full scope of management of flight operations. From Columbia Gas Kathy moved across the road to AOL where she continued her work as an operations manager for flight operations. Kathy had become an expert in organizing, scheduling and preparing planned trips in large corporate flight departments. In 2003 Kathy joined TISMA where she has continued to keep a multi-aircraft flight department and its clients organized and prepared for every type of trip contingency both domestic and international.

Suzanne Wood

Job Titles:
  • Controller
Suzanne joined TISMA as Controller in February 2005, and holds a BBA degree in Accounting from James Madison University. Prior to joining TISMA Suzanne was a licensed CPA while working for a leading Washington area commercial real estate developer.
