Bargaintown Park

Bargaintown Park is comprised of approximately 23 acres located on Delaware Avenue between Ridge and Fernwood Avenues in Egg Harbor Township. The project includes two soccer fields, four tennis courts, two basketball courts, a tot lot, a Babe Ruth baseball field, an access roadway, parking lots, a walkway that traverses the perimeter of the park and appurtenant stormwater management facilities. The construction costs for this site were provided by the State of New Jersey Green Acres Funding in the amount of $700,000. Mott Watkins was responsible for the complete topographic survey and detailed design of the Park, including obtaining all necessary permits for the project. Mott Watkins provided construction management services to ensure all the site work is in conformance with the construction specifications.

Brandon Riggs

Since joining Mott Watkins Associates, Mr. Riggs has gained experience in numerous areas of engineering, including engineering design and construction management. Responsible for various residential and commercial projects throughout Egg Harbor Township and Somers Point. Mr. Riggs has gained experience in surveying in both the public and private sector. He has performed a variety of surveys including property, topographic, road, and construction layouts. Also, he was responsible for daily reports for a variety of project sites in Egg Harbor Township.

Hamilton Township Municipal

Mott Watkins has served as the Municipal Planner for Hamilton Township from January 2000 to December 2008. Hamilton Township is located in the western portion of Atlantic County. The Township is approximately 111 square miles and had an estimated population of 18,800 persons in 2000. The Township experienced a ninety-eight percent increase in population between 1980 and 2000. There were an estimated 7,380 housing units in the Township in 2000, an increase of approximately sixteen percent from 1990. The Township is subject to the jurisdiction of the Pinelands Commission and the N.J. Department of Environmental Protection through the Coastal Area Facilities Review Act (CAFRA) regulations. As the Municipal Planner, the firm serves both the Planning and Zoning Board of Adjustment. The firm has been responsible for the technical review of numerous site plans, major subdivisions, and development for several Planned Unit Residential Developments (PURDs). Mott Watkins has prepared several special planning studies including re-examination reports for the Master Plan as well as amendments to the Master Plan to study justifying the Township retaining a rural development area, and an analysis of the status of development approvals for several existing PURDs. The firm has prepared several ordinances for the Township including a recreational development ordinance for major subdivisions and development standards for Planned Adult Communities for age-restricted housing. The firm has also worked closely with the Pinelands Commission to monitor the level of growth in the Township and resolve growth management issues. Mott Watkins prepared an application on behalf of the Township to participate in the Pinelands Excellence Program, which is funded by a Geraldine R. Dodge Foundation Grant. The Township was one of two municipalities to be awarded the grant, which will be used to help foster development of "livable" communities in areas that are experiencing extreme growth pressures.

James A. Mott

Mr. Mott has gained extensive experience in the field of municipal engineering and planning. He has completed numerous graduate courses in urban and regional planning, traffic and transportation planning and comprehensive site planning and design. Mr. Mott is a professional engineer, professional land surveyor, professional planner and is a certified municipal engineer. He has served a number of Planning Boards and Zoning Boards of Adjustment, reviewing hundreds of site plans and subdivisions for technical compliance with local ordinances and provides expert testimony at public hearings. He has also served as a Planning Board member and has drafted comprehensive master plans and land use development regulations. Mr. Mott has performed work in complex engineering phases of field surveys, studies, designs, investigations, and construction of highways, bridges, pumping stations, wells, sewage collection systems, and water distribution systems. Other projects include the engineering design and construction management of the rehabilitation and replacement of numerous bridges, bulkheads, reconstruction and resurfacing of urban and rural roadways, traffic signals, and stormwater drainage projects including pumping stations, dams, spillways, and culverts. Mr. Mott has designed numerous subdivisions, waterfront structures, site plans, and surveys for numerous governmental and private clients throughout South Jersey. Mr. Mott presently is the municipal engineer for the Township of Egg Harbor in Atlantic County, NJ and a graduate from Drexel University.

Paul Witherel

Since joining Mott Watkins Associates, Mr. Witherel has gained experience in numerous areas of engineering, including the construction of stormwater management systems, the reconstruction of roadways and the review of various plans. Mr. Witherel is currently involved with Egg Harbor Township capital engineering projects and with the design of private landuse developments. Mr. Witherel has gained extensive experience in the engineering, and planning fields since graduating from Drexel University in 2019.

Robert A. Watkins

Mr. Watkins has gained progressive responsibility in a multitude of engineering projects since 1999, developing a broad background in all aspects of engineering, surveying, planning and construction management. Mr. Watkins has gained extensive experience in the engineering, surveying and planning fields since graduating from the Villanova University in 1999. Mr. Watkins is a professional engineer, professional planner, a certified floodplain manager and a certified municipal engineer. He has been intimately involved with the preparation of site plans and subdivisions for submission to various local agencies and is thoroughly familiar with the local approval process. Mr. Watkins has completed numerous technical engineering and planning reviews for local Planning Boards and Zoning Boards of Adjustment and regularly serves various Boards as an Engineer or Planner. Mr. Watkins currently oversees all municipal engineering work in the Township of Egg Harbor. He is responsible for all Township capital engineering projects, including the Municipal Road Program, NJDOT State Aid Projects, Park Designs and Site Plans. He is involved with the inspection and construction management of approximately $10 million/year of construction activity in numerous residential subdivisions and municipal projects. He has been responsible for the technical review of numerous site plans / subdivisions in various municipalities throughout the Atlantic County area. He provides professional engineering / planning consultation on behalf of the municipality at various governing body, planning board and zoning board meetings.

Tony Canale Park

Tony Canale Park is comprised of approximately 50 acres located on Sycamore Avenue behind the Tony Canale Fire Training Facility on English Creek Avenue. Egg Harbor Township has completed Phases I, II, III, and IV of the project which includes five soccer fields, a softball field, a tot lot, a access roadway, amphitheater, parking lots, a five mile long natural walkway that traverses the perimeter of the park and appurtenant stormwater management facilities. A portion of the construction costs for this site were provided by the State of New Jersey Green Acres Funding in the amount of $400,000. Mott Watkins was responsible for the design and construction of all four phases of the park. In the most recent phase, Mott Watkins worked closely with the Egg Harbor Township soccer club to design and construct three new soccer fields and restore two existing soccer fields. In addition, the entire sprinkler system was upgraded which required the installation of a new well pump, mater main, and backflow preventor.
