ANDREW TANSLEY

Andrew is a quantity surveyor with more than 15 years' experience in public and private sector housing, education, corporate and leisure construction projects, along with substantial experience in framework set up, management and project delivery. He is Partnership Director of NPS Leeds and currently a board director for NPS Humber. Andrew works with local authorities at a strategic level, defining their priorities including sustainability, the climate change emergency, funding and efficient delivery of projects. Notable projects he has worked on include Framework Management for South and West YorConsult, East and North YorConsult, Bradford Architectural and Design Framework, City West Design Framework and Kirklees Mechanical, Electrical and Clerk of Works Framework. He also oversaw Leeds City Council's first Cost Led Procurement project for Shakespeare Primary School, valued at £10 million. Much of his focus today is on full capital delivery programmes, including new-build, residential, educational and other projects. He was involved in the Whinmoor Grange Horticultural Glasshouse project; Temple Green Park and Ride, the city's first park and ride, and Stourton Park and Ride, the country's first fully solar powered park and ride.

CESAR HOYOS FRANCO

Spanish-born Cesar holds the role of Senior Land Surveyor. He has worked as a geomatic surveyor for more than 10 years, accumulating a depth of experience through projects for a wide range of clients. He is currently a member of the land, site survey and technical support team, providing and procuring site surveying services to sections within NPS Property Consultants Ltd, as well as external public and private sector clients. He employs HDS scanning techniques to produce detailed point clouds f rom measured building surveys to obtain any output required and oversees aerial and terrestrial photogrammetry services within NPS. This led to Cesar becoming a drone pilot and managing all operations within the field, from quoting, planning and gathering data to producing the outputs and drawings required by the client. In 2018/19, the Association of Chief Estates Surveyors and Property Managers in the Public Sector (ACES) published an article in its journal The Terrier about his work with drone technology and its implementation within NPS Group. Cesar is also an expert in CAD, Setting Out, Topographic Surveys and MBS, Photogrammetry, GIS, BIM and Programming and has worked on road signage projects for Transport for London (TFL). As an experienced geomatic surveyor I have worked on an extensive array of projects and have considerable expertise in the required technologies. One of my great passions, however, is working with laser scanner and drone technology and implementing it within the NPS Group.

CHRIS JAY

Chris, who has been a member of the Chartered Institute of Building for 35 years, currently leads the Design Group for NPS South West, which includes architects, project managers and quantity surveyors. One of the three operational directors on the senior management team, he has worked in consultancy for 40 years. He gained extensive public sector and commercial sector experience working as an architectural technologist and building surveyor before taking on a management role. A selection of projects he has delivered include Exmouth Community College, an expansion project worth £3 million; Southbrook School, a modular building, where the project was valued at £500,000, and Lucombe House, an office block refurbishment worth £3.6 million. For Cornwall Council, he was backlog maintenance lead on project worth £10 million, and for Exeter City FC, worked on the 3G training pitch (£900,000) and new modular pavilion (£2.2 million). Chris also worked on the refurbishment of Exeter International Airport (£400,000), the expansion of St Andrews Primary School (£1.5 million) and the expansion of Ivybridge College (£2.3 million). He has actively supported the joint venture between Devon CC and NPS South West, delivering their strategic objectives and, as an active member of the operations board, has contributed to the formation of frameworks for Devon CC, enabling its work to be delivered more efficiently. Solution-focused and confident at finding a pathway to success, I am skilled at working with clients in delivering their aspirations. My varied skillset and wide experience enable me to lead and support my team for the benefit of my clients.

DANIELLA BARROW

Daniella is a Senior Director within the Norse Group, responsible for the strategic delivery of partnerships and leading on the strategic direction for the Group's Estates and Asset Management services for its joint venture and public sector clients. With a passion for creating better spaces for communities, Daniella has played a vital role in many major projects, working closely with partners to deliver outstanding properties and buildings. She has previously led two of Norse's joint venture partnerships as an Operations Director and understands how close collaboration is key to successful partnership working. Daniella also brings a wide range of expertise to the team, with over 15 years of experience working at a senior level across local government within asset and estate management - leading teams to deliver on all aspects of general practice surveying, valuation and the management of corporate estates. In addition to her day-to-day role, Daniella sits on the Association of Chief Estates Surveyors (ACES) Council, as the organisation's liaison officer with the Royal Institution of Chartered Surveyors (RICS), and was also formerly the national President of ACES in 2016/17. I'm passionate about transforming places and property, creating better spaces for communities. As Senior Director of Consulting, Daniella is responsible for the strategic delivery of partnerships and leads the strategic direction for Norse Group's Estates and Asset Management services.

David Eade

David started with Norse in 2012 as a building surveyor, primarily working on condition surveys of homes for elderly people and planned maintenance projects on schools. Having achieved an MSc in the Conservation of the Historic Environment at the College of Estate Management, Reading University, where he received the Robert Adam Architects Prize for best overall course performance, he soon began to project lead heritage works. This field is now his sole focus, with notable projects including the award-winning Oakwood Clock, a Grade II listed clocktower on which he was project leader and the re-roofing of Leeds Central Library and Art Gallery, a Grade II* and Grade II listed building in the centre of the city. David is currently project lead on the major, three-year re-roofing scheme taking place on Grade I listed Leeds Town Hall, one of the most iconic buildings in Leeds, and the repair and refurbishment of Kirkgate Market Blockshops, a Grade I listed building. He has also overseen a heritage condition survey programme, which included Kirkstall Abbey (Grade I and Scheduled Monument), Stank Hall and Barn (Grade I, II and Scheduled Monument), Temple Newsam House (Grade I) and Lotherton Hall (Grade II).

GRANT BREWER

Now approaching 30 years of post-qualified experience in general practice surveying, Grant specialises in compulsory purchase and compensation cases, as well as asset valuations for financial account purposes. He has been with Norse f rom its inception and currently heads up a team providing valuation and compulsory acquisition services to a range of clients. As lead valuer, he is responsible for organising and delivering asset valuations to Norfolk County Council and other clients. Among his greatest achievements has been his leading role on all land and property matters relating to the £200 million Norwich Northern Distributor Road scheme (now known as Broadland Northway). Grant took this through the application and examination of the Development Consent Order to the acquisition of the land required, either by agreement or CPO. He undertook a similar role on the £120 million Great Yarmouth Third River Crossing, on which construction began in 2021 and is currently involved in the proposed £200 million Norwich Western Link scheme, together with other highway schemes across Norfolk.

MELVYN STONE

Melvyn has more than 30 years of experience in property estate asset management and has developed, sold and managed a broad variety of properties for clients. He joined Norse in 2004 and is currently Operations Director of Estates and Advisory. As such, he provides senior leadership to the team as well as developing new business, including joint ventures, portfolio reduction programmes and facilitating housing developments. In addition to heading up Estates, he has undertaken the client lead for the Group on a number of joint venture housing projects with local authorities, the latest being a joint venture development company Broadland Growth Ltd. He has taken projects from concept to delivery navigating the partnerships through a business case and risk-based decision-making processes to ensure the right outcomes are delivered to drive projects forward. His experience within Norse also includes the provision of client representatives, financial appraisals, valuation, disposals, landlord and tenant, portfolio management, asset strategy and regeneration strategies. I am passionate about encouraging colleagues in their leadership development and have the same regard for them as I have for all our clients. Equally, I like to treat clients as colleagues, enjoying the opportunity to work alongside them on their projects. PAUL COCKADAY

With over 25 years' experience in the construction, civil engineering and property industry, Paul has a strong background in quality, environmental compliance and sustainability. He has been involved in a number of industry-wide initiatives, including acting as a technical author for the Construction Industry Training Board and as Deputy Chair for the Carbon sub-group of the Strategic Forum for Construction supporting the government's Sustainable Construction Strategy. Since joining the Norse Group, Paul has had a key, group-wide role in promoting, developing and delivering the group's energy, carbon and climate change services. He also provides support to group customers and internal teams on all environmental and energy-related issues including compliance. He currently leads a range of challenging energy reduction projects across the UK, including the operational management of Norse Energy, the group's in-house special purpose vehicle, holding more than 2,200 solar and biomass assets. Prior to joining Norse, he was responsible for the leadership of Laing O'Rourke's European environmental sustainability strategy covering Performance and Improvement, Waste Management and Resource Efficiency, Climate Change Impact, Design for Off-Site Manufacturing, and Biodiversity. I am passionate about ensuring we deliver exceptional value, quality and sustainable solutions that provide a positive impact to the communities in which we serve and work.

Peter has a wealth of experience of practice management, project management and contract administration in schools, healthcare and residential building. RACHEL FLOYD

Rachel's background is in sales, operations, contract management, project and programme management, account management and facilities management. Her role within Norse is managing financial and commercial aspects for property estates and strategic asset management services including reporting and forecasting, income, and cost reconciliation. She is currently acting as Commissioning Manager at Norse Evolve and provides support on commissioning, procurement, stakeholder management and supply chain management. Rachel has taken on the additional role of PFI contract management for three schools in Peterborough and one in Cambridgeshire, plus PFI capital budget management for Peterborough's PFI Schools. Rachel is also involved in different operational matters across the Group, for example policy and contract reviews, change management, project set up, file structures, dashboards, compliance procedures, marketing, best practice groups, H&S and ISO audits. Before joining Norse, Rachel was UK Head of Operations for a world leading flexible workspace provider and Sales and Marketing Director for a leading provider of commercial property for SME's within the UK. I am a friendly, organised, hardworking professional who really listens to what the client wants.

Richard is an accomplished, professionally qualified chartered surveyor with over 30 years of experience in the property industry. He has been involved in all aspects of the built environment during his career, working in both private practice and in the public sector. Over the past nine years he has been with Norse, he has worked closely with clients, providing the strategic client interface and conduit into the group's delivery teams. His key experience includes having executive leadership and authority to deliver the group's business development activities, strategic design and implementation of its revenue generation strategies. He has full budget responsibility for business development and strategic commercial relationship management. Richard has a UK-wide remit developing new business and managing key geographic territories. He cultivates B2B relationships, builds successful pipeline opportunities and creates new revenue streams and conditions for growth. In addition, he leads on the formation of the group's housing development partnerships, and is executive director of Broadland Growth Limited, Babergh Growth Limited, Mid Suffolk Growth Limited and NPS Humber Limited. I am a keen advocate of low carbon sustainable design, the connection between people and communities and placing sustainability at the very heart of what we do as a group.
