James Hofmann - CEO

James Hofmann is the Executive Director/CEO for NTTA, providing leadership to carry out policies established by the NTTA Board of Directors and to direct staff in carrying out the Authority's mission. Hofmann rejoined NTTA in 2013 as the assistant executive director of operations. In that role, he oversaw its customer service, customer care, information technology and human resources departments. Prior to rejoining NTTA, Hofmann's previous experience with NTTA included working as an IT consultant (2000 - 2005), NTTA's director of IT (2005 - 2006) and NTTA's director of business solutions (2006 - 2007). During that time, Hofmann managed the creation of an enterprise geographic information system project which was awarded the International Bridge, Tunnel and Turnpike Association (IBTTA) 2003 Toll Excellence Award in Operations. Hofmann left the NTTA in August 2007 to return to the private sector, serving as a consultant and project manager on various ventures related to the tolling and highway industry. His experience includes work with public-private partnerships, intergovernmental negotiations, large-scale technology projects, and business process improvements. Hofmann is active in the toll industry, serving as a member of the IBTTA Board of Directors, chairman of the IBTTA Emerging Technologies Committee, immediate past chair of the Central US interoperability steering committee and as a key contributor to the industry's advancement towards national interoperability through the integration of regional hubs. Additionally, Hofmann served on the OmniAir Consortium's Board of Directors from 2013-2018 with stints as both treasurer and vice chairman.​​​ He earned a bachelor's degree in science from Texas A&M University in 1995 and received a master's degree in science from the University of Utah in 1999

Jane Willard

Jane Willard was appointed to the NTTA board of directors by the Collin County Commissioners Court in October 2010. A seventh generation Texan, Willard is a native of Celina, where she worked in her family's grain elevator and fertilizer manufacturing and sales business for 42 years, until the company was sold in 2000. She also served as the chairwoman of the board of First State Bank of Celina from 1989 to 2004. Willard currently serves on several county and city boards, including the County Park Foundation Advisory Board, the Collin College Foundation's board of directors, the Celina Historic Preservation Board, and the Celina Area Heritage Association. She also serves on a committee appointed by the Collin County Commissioners Court to assess the efficiency of various departments in county government. Willard also served on the last two Collin County Bond Steering Committees, first on the transportation subcommittee and then on the facilities subcommittee. Her community involvement runs deep. Willard was instrumental in forming a Women's Chamber of Commerce in Celina that evolved into the now Greater Celina Area Chamber of Commerce. She also helped raise supplemental funds for the Collin County Youth Park that were used to buy equipment not already provided by Collin County. She also served on the Celina Main Street Board and the Collin County Historical Commission for several years. She also co-chaired the Collin County Indigent Healthcare Committee. Willard is dedicated to community service, volunteering with the Southern Baptist of Texas' disaster relief program and distributing food donations to families in need with the North Texas Food Bank.

Jeffrey S. Dailey

Jeff Dailey joined NTTA in 2021 as the Assistant Executive Director of Operations. He leads the Contact Center and Collections, Information Technology, Customer Care and Human Resources departments to provide exceptional services to NTTA's customers and staff. Dailey has more than 35 years of public and private sector executive management experience. This includes transportation and other infrastructure, such as, toll highway/managed lanes, Public/Private Partnerships, toll and facility operations/maintenance, information technology, toll collection, and innovation/emerging mobility technologies. Before joining NTTA, Dailey served on several Texas Department of Transportation statewide task forces focused on emerging technology and innovation in transportation. He currently serves as a Director on the governing Board of the International Bridge, Tunnel, and Turnpike Association (IBTTA). He also serves as Chairman of IBTTA's Innovation Sub-Committee. Over the course of his career, Dailey has delivered more than $20 billion in infrastructure improvements and has a track record of on-time and within-budget delivery. He is a licensed Professional Engineer in eight states and is the recipient of numerous industry awards. Dailey earned a bachelor's degree in Science in Civil Engineering from Ohio State University.

John Mahalik

John Mahalik was appointed to the NTTA board of directors by the Denton County Commissioners Court in September 2015. He was elected chairman in May 2019. He is chief executive officer of the Metrocrest Hospital Authority. He previously served as the chief financial officer of an oil and gas exploration firm in Las Colinas and a commercial development company in Dallas. Mahalik was a Carrollton City Council member from 2005-2011, serving as mayor pro tem in 2010. He previously served as vice chairman of the Denton County Appraisal District board of directors from 2011 to 2015. He also sits on the board of directors of Mobility Credit Union. He serves on of the membership committee for the National Association of Corporate Directors Dallas chapter. He holds a Bachelor of Science in finance and a master's degree in Business Administration. Additionally, Mahalik earned a graduate certificate from the dispute resolution and conflict management graduate program at Southern Methodist University.

Lynn Gravley - Chairman

Lynn Gravley was appointed to the NTTA board of directors by Texas Governor Greg Abbott in April 2018. He is president and CEO of the Frisco-based company, NT Logistics, a full-service, third-party logistics provider (3PL) he founded in 1999. NT Logistics emerged from Gravley's original firm, North Texas Carrier Corp, an asset-based contract carrier company he started in 1988. During its 19-year history, NT Logistics has been recognized on multiple occasions by the SMU Cox School of Business/Dallas Business Journal as one of the fastest-growing privately held companies in Dallas-Fort Worth. Gravley is a two-time finalist for the Ernst & Young Entrepreneur of the Year Award. Gravley is a private pilot who enjoys flying, hunting and raising cattle with Dianne, his wife of 30 years, on their ranch in Grayson County. They have three grown children.

Marcus Knight - Chairman

Marcus Knight was appointed to the NTTA board of directors by the Dallas County Commissioners in January 2019. Knight served as the first African-American mayor of Lancaster from 2008-18. He has served on the Lancaster Economic Development Corporation Board, the Lancaster Planning and Zoning Commission and the Lancaster Chamber of Commerce Board. Knight is a past president of the Metroplex Mayors Association and was a North Central Texas Council of Governments executive board member. Knight graduated from the Dallas Independent School District's Business and Management Center Magnet school in 1992. He graduated with honors from Florida A&M University with a Bachelor of Science in Business Administration. Knight is president and chief operating officer of Knight Waste Services Ltd. He and his wife, Tengemana, have three children, Avery, Sanaa and Mia. He enjoys playing golf, spending time at the beach and spending time with his family and friends.

Mojy Haddad

Mojy Haddad was appointed to the NTTA board of directors by the Tarrant County Commissioners in January 2013. He is the president and founder of CHS Architects. He is a registered architect in Texas, Hawaii, Florida, California, New York and many other states. In addition to his local and national design experience, Haddad has designed projects in Japan, Australia, Europe, Mexico and Canada. As the principal of a medium-size firm, Haddad has managed diverse projects, including mid-rise office buildings, shopping centers, financial institutions, mixed-use developments, hospitality projects, schools and religious and municipal buildings. He started his professional career with Trammel Crow's design and development division in 1976. In addition to memberships in professional associations such as the American Institute of Architects and the International Council of Shopping Centers, Haddad has earned board certification from the National Council of Architectural Registration Board. His extensive list of civic involvements includes serving as a member of the Super Bowl Host Committee board of directors, as chairman of the Arlington Chamber of Commerce and the Chamber Foundation, and as president of the Arlington Sports Authority and many other board appointments and accomplishments. He also served seven years on the Arlington Planning and Zoning Commission, acting as its chairman for three years. Haddad graduated from The University of Texas at Arlington with a bachelor's degree in architecture. He holds two master's degrees, one in architecture and the other in city and regional planning.

Pete Kamp

Pete Kamp was appointed to the NTTA board of directors by the Denton County Commissioners in January 2019. A lifelong resident of Denton, she served as a member of the Denton City Council for 11 years, serving as mayor pro tem for eight years and as chair of the mobility committee. She was a member of the North Central Texas Council of Governments' Regional Transportation Council for 10 years, rising to the position of chair. She also served on the North America Super Corridor Coalition and the Dallas Regional Mobility Coalition. Kamp graduated from Denton High School and the University of North Texas. She is a partner in Premier Sales Group Inc., and a partner in 3GT Holdings. She and her husband, David Gosdin, live in Denton, where she is on the board of directors of the Salvation Army. She is also active in the Denton Benefit League, the Denton Chamber of Commerce, Keep Denton Beautiful, Greater Denton Arts Council, Denton Animal Shelter and North Texas Exes.

Scott D. Levine

Scott D. Levine was appointed to the NTTA board of directors by the Collin County Commissioners Court in October 2019. He is a founding member of the law firm of Banowsky & Levine, P.C. He has litigated cases across Texas in various state and federal courts for the past 25 years. Levine served as a member of the City of Parker city council from 2008-2018. He was also the city's Mayor Pro-Tem. Levine received a bachelor's degree from the University of Arizona and received his Juris Doctorate from the Boalt Hall School of Law in 1992. A long-time Collin County resident, he and his wife, Dana, have three children, Macy, Griffin and Eli.

Tex Quesada

George "Tex" Quesada was appointed to the NTTA board of directors by Dallas County Commissioners in September 2011. An attorney, Quesada grew up in Fort Worth, Laredo and the Rio Grande Valley. He has tried civil cases from one end of Texas to the other, and he practices law in New Mexico as well. He is a Baylor University graduate who worked for the Supreme Court of Texas. A past president of the Texas Trial Lawyers Association and Dallas Trial Lawyers Association, Quesada has served on a number of state bar committees, including the local grievance committee, and he regularly makes presentations at legal seminars across the state. He is listed in "The Best Lawyers in America," teaches Sunday school and is a long-time supporter of local charities such as the Wilkinson Center, which provides assistance to families in need.

Tim Carter was appointed to the NTTA board of directors by the Tarrant County Commissioners in May 2019. Carter is a retired bank executive. He was mayor of the city of Bellaire in Harris County from 1988 to 1992. He previously served two years as a city council member. He was also chairman of the Bellaire Economic Development Council. Carter is chairman of the Board of Trustees for Texas Wesleyan University. He also serves as a board member for Southside Bank, headquartered in Tyler. He retired as president, North Texas region, of Southside Bank. ​In addition to his distinguished career, he previously served as president and CEO of United Way of Metropolitan Tarrant County and the Harris Methodist Health Foundation. He also served as chairman of the Fort Worth Chamber of Com merce.. Carter serves on a number of area boards including, the Federal Home Loan Bank of Dallas, Fort Worth Public Library Foundation, North Texas Leaders and Executives Advocating Diversity (LEAD), Lena Pope, the Fort Worth Promotion and Development Fund and the Safe City Commission. Carter was previously on the boards of the William Mann Jr. Community Development Corporation, Downtown Fort Worth Inc., Metropolitan Black Chamber of Commerce, National Conference for Community and Justice, and the Fort Worth American Heart Association​. Carter earned a Bachelor of Business Administration in Finance from the University of Texas at Austin.
