Chris has been a Benefits Risk Manager with the Reagan Companies since 2005. He works with employer groups of 20 eligible employees and more, from a wide range of industries. In 2009 Chris earned the designation of Chartered Benefit Consultant, recognizing his expertise in the growing field of Consumer Directed Health Plans (HSA's, HRA's and FSA's). When working with a client it is Chris's goal to craft benefits solutions that meet the unique needs of that organization's culture, while recognizing the increasing cost pressures faced by all employers. Chris is experienced with all methods of plan funding, including community rated, experience rated, self-funded and captive self-funded solutions. Supported by the Client Services resources of the Reagan Companies, Chris also places strong emphasis on the mitigation of risk in the constantly evolving compliance and regulatory environments faced by our clients. Actively involved in the Upstate New York Community, Chris is a Founder and the President of Paige's Butterfly Run Inc., and volunteers with Arise Child & Family Services, Maureen's Hope Foundation and the National Center for Missing and Exploited Children. Chris graduated with honors from Siena College with a B.S. in Marketing and Management.

He joined the Reagan Companies in 2003 and holds the position of Bond Manager. Fran is a Past President of the Surety Association of Syracuse, is a Past President of the Western Onondaga Youth Soccer Association and served on the Board of Directors for the Camillus Youth Hockey Association. Fran is currently a USA Hockey referee. Fran lives in Syracuse with his wife Kathy and their three children.
