Alison Cingolani

Alison is SV@Home's Policy Manager and helps to shape and support the implementation of SV@Home's policy and land use engagement, advocacy strategies, local and regional campaigns, and educational strategies. She is proud to support advocacy efforts and cities' accountability for effective housing elements throughout the county, creating robust long-range plans that will deliver abundant affordable housing and respond to the needs of marginalized communities. Before joining SV@Home, Alison worked in business leadership, housing research, and community outreach. Alison holds a Master of Public Administration and a graduate certificate in Community Development & Affordable Housing Finance from San Jose State University, and a Bachelor of Social Work from the University of Central Florida. In her free time, Alison enjoys experiencing a great local adventure with her family, taking a class, kayaking or hiking with friends, or curling up with a great book.

Amie Fishman

Amie Fishman is the Executive Director of the Non-Profit Housing Association of Northern California (NPH). Since 1979, NPH activates its membership to make the Bay Area a place where everyone has an affordable and stable home. With a membership of over 750 affordable housing developers, advocates, community leaders and businesses, NPH secures resources, promotes good policy, educates the public and supports affordable homes as the foundation for thriving individuals, families and neighborhoods. Amie joined NPH as the Executive Director in January 2015 after more than 20 years in affordable housing and community development. Amie has led NPH's strategic growth into new, groundbreaking electoral strategy; campaigns to grow public support and drive public will for affordable housing; and programs to strengthen the affordable housing industry and movement. Under her leadership and in collaboration, NPH has secured significant new resources for Bay Area affordable housing investments - winning more than $2 billion from three Bay Area County measures in November 2016 and more than $6 billion from the statewide and local measures in 2018. She grew NPH's regional partnerships and legislative policy advocacy in Sacramento, resulting in collective regional and state wins including the Historic Housing Package of 2017, the CASA compact backed by a multi-sector coalition, and the 2019 3Ps legislative package of 10 state and regional bills that promote the holistic 3Ps framework of Production, Preservation, and Tenant Protections. Under Amie's direction, NPH has grown capacity building programs for the industry and movement, including new affordable housing resident voter programs, launching the Bay Area Housing Internship Program (BAHIP,) and the development of an industry-wide Racial Equity Action Plan. Prior to NPH, as the Executive Director of East Bay Housing Organizations for almost nine years, she initiated major affordable housing advocacy campaigns, launched a resident organizing program, and grew EBHO's membership and coalition work. Amie also worked as the Director of Supportive Housing at Mission Housing Development Corporation for 10 years, directing supportive housing programs and community organizing collaborations for homeless and formerly homeless adults and families. Amie serves on the Board of Directors of Housing California, SV@Home, All Home, and on the Advisory Board of the Partnership for the Bay's Future. Amie holds an MPA in public policy analysis with a focus on affordable housing and community development from the Wagner School of Public Service at NYU.

Andrea Osgood - Treasurer

Ms. Osgood joined the Eden Housing Development team in 2008 and currently leads Eden's new construction and acquisition efforts. Since joining Eden, Ms. Osgood has developed over 300 new units and overseen the acquisition of over 1,000 existing units in six California counties - from Sonoma to San Diego County. Before her career in affordable housing, Ms. Osgood worked as a construction management consultant for Capital Projects of UC Berkeley and was involved in nearly every phase of large rehab and new construction projects - from planning and development through funding and construction. She also gained experience in construction litigation and public contracting as a lead paralegal in the construction group of the San Francisco law firm, Hanson Bridgett Marcus Vlahos & Rudy. Andrea has served on the Board of Directors of the Housing Leadership Council of San Mateo County since 2013 and is an inaugural member of the Board of Directors of SV@Home, a newly formed advocacy organization in Santa Clara County.

Antonia Gutierrez - COO

Antonia is SV@Home's Director of Operations. She oversees HR, Finance, Facilities, and Events. She is proud of her role in helping to bring together Affordable Housing Month 2023 which was a huge success. Antonia also enjoys the "behind the scenes" work she does in Operations, which allows the team to focus their attention on the work they are so passionate about! Prior to joining SV@Home, she built a 15-year career in business management and operations across the retail and hospitality industries. In her free time, Antonia enjoys riding her bike long distances and spending time exploring new places with her children as often as possible.

Aubrey Merriman

Aubrey Merriman, CEO of LifeMoves, has a vision for ending homelessness in Silicon Valley. And the track record to do it. He knows how to inspire people-whether in government agencies or private businesses, whether clients or staff-to work together. Under his leadership, LifeMoves has dramatically increased opportunities for those who are unhoused and become a powerhouse for change. An ardent proponent of diversity, equity, inclusion, and belonging, Aubrey puts his passion into practice by building inclusive cultures and conversations that foster collaboration - both inside and outside the organization. For decades, he has been improving the lives of people throughout Northern California. As CEO of the Boys & Girls Clubs of North San Mateo County, he led the agency through a period of unprecedented growth. He was also Executive Director of Camp Fire USA, Santa Clara and Santa Cruz Counties, the founding Silicon Valley Regional VP for Special Olympics Northern California & Nevada, and Executive Director of Summer Search Silicon Valley. His leadership has been recognized by the South San Francisco Rotary Club, which honored him with the Paul Harris Fellows Award, and by Boys & Girls Club of America which honored him with the League of EAGLES Gold Award.* Aubrey was one of 15 researchers nationwide selected to attend the prestigious Community Fellows Program at the Massachusetts Institute of Technology. He is also a graduate of the Executive Program for Nonprofit Leaders at Stanford University School of Business and is a Senior Fellow with the American Leadership Forum of Silicon Valley. Bob Brownstein

Bob Brownstein joined Working Partnerships USA in February 1999. He currently works on health policy issues and is the designer of our signature health care achievement - the Children's Health Initiative - which made Santa Clara County the first of the nation's more than 3,000 counties to ensure health coverage to virtually every child. Has directed research culminating in strategic issue briefs that provide timely analysis of problems and present a range of possible and serious solutions. With his support, many of these policies have been adopted and enacted by the South Bay Labor Council, the San Jose City Council, the County Board of Supervisors, and the Santa Clara Valley Water District. Previously, Brownstein served as the Budget and Policy Director of the City of San Jose for eight years under Mayor Susan Hammer. He was instrumental in developing the Living Wage ordinance, Greenline policies, and crafting the annual city budget. He previously served as the Chief of Staff to Santa Clara County Supervisor Suzanne Wilson. He has an undergraduate degree from Princeton, a Masters in Political Science from Stanford, and a Masters in Environmental Studies from San Jose State University.

Candice Gonzalez - Managing Director

Candice Gonzalez is the Chief Housing Officer and a Managing Director of Sand Hill Property Company. She oversees the company's residential developments, including mixed-use, mixed-income, and 100% affordable housing, as SHP pivots towards developing, building, and managing housing for all income levels. Prior to joining SHP in September of 2018, Candice was CEO & President of Palo Alto Housing Corporation for over 10 years. PAHC is an affordable housing developer, builder, and manager in Silicon Valley. Candice led PAHC's significant organizational expansion, housing thousands of individuals and families. Before joining PAHC, Candice worked as a real estate attorney and broker for 10 years, primarily working with low-to-moderate income customers. As a first-generation immigrant from the Philippines, Candice knows firsthand what it means to be housing insecure and what housing stability can do for a family. As a beneficiary of affordable housing in their early years in the United States, it allowed Candice and her three sisters to focus on hard work and education. Candice currently serves on the board of SV@Home, the Housing Trust Silicon Valley and the Palo Alto Chamber of Commerce. She has been honored with several awards, including the 2017 Women of Influence Award by the Silicon Valley Business Journal and the 2016 Athena Emerging Professional Award by the Palo Alto Chamber of Commerce. Candice received her BA from U.C. Berkeley and her J.D. from UCLA School of Law. She resides in Palo Alto with her husband and three little kids.

Cesia Rangel Espinosa

Cesia is SV@Home's Administrative Associate; she does a bit of everything around the office including scheduling, assisting with events, and ensuring the office runs smoothly. As a newcomer to the affordable housing space, she is very proud of having assisted with Affordable Housing Month 2023 planning. This year's event was extremely successful. She was especially proud to see folks introduced to affordable housing advocacy through AHM. This is Cesia's first full-time job out of college! She is eager to continue to learn from her colleagues as she goes. Cesia earned a BA in Political Science and Spanish from UC Davis. Cesia bikes to work every day! In this way, she is staying true to her Aggie roots.

Chris Neale

As Vice President of The Core Companies, Chris has specialized in development and construction of for-sale homes, affordable rental housing and workforce housing throughout the South Bay Area. Over the last decade, Chris has led the team to successfully entitle, finance, construct and lease over 1200 affordable rental homes for Low, Very Low and Extremely Low Income Households in the Bay Area, as well as developed more than 400 single family homes, townhomes and condominiums. Through the creative application of local, state and federal housing programs and with strict compliance to Fair Housing practices; he has provided affordable rental homes targeting artists, teachers, educators, seniors, those with special needs and the formerly homeless. In the pursuit of developing affordable housing, Chris has accumulated a range of skills and expertise including but not limited to site acquisition, feasibility analysis, complex financing, entitlements, design development, construction management, asset management and customer service. He has established key partnerships with some of affordable housing's leading contributors including institutional debt and equity providers such as PNC, Citibank and JP Morgan Chase as well as some of California's leading agencies such as CDLAC, TCAC, CalHFA, FHLB, ABAG, CSCDA and HUD. Chris is active in local and regional associations, serving as President Board of the San Jose Downtown Association and Reach Institute for School Leadership. Chris has earned a Bachelors' degree in Physics from UCLA and a Master's Degree in Business from UC Berkeley.

Cory Wolbach

As the Civic Engagement Senior Associate for SV@Home and the SV@Home Action Fund (our affiliated 501(c)4), Cory coordinates our state legislative advocacy, spearheads the Civic Leadership Program, and organizes voter education events and campaigns. He is proud of his work mentoring aspiring housing leaders and empowering them to take on more direct roles in local government - from serving on boards and commissions to running for city council seats in their communities. Prior to joining SV@Home, Cory served on the Palo Alto City Council, worked for the state legislature, and advised numerous campaigns. Cory earned his BA in Political Science - International Relations from UC San Diego. An avid climber, Cory is excited to climb more boulders and cliffs outdoors and apply what he's learned at Silicon Valley's local climbing gyms.

Emily Ann Ramos

As the Preservation and Protection Associate, Emily assists in implementing SV@Home's approach to tenant protections, affordable housing preservation, and comprehensive anti-displacement policy solutions, all undertaken in an equity framework. She is proud of supporting educational efforts and making resources accessible for families to stay safe and stable in their homes during the pandemic. Before joining SV@Home, Emily worked at a political consulting firm, where she had the opportunity to work on campaigns for Congresswoman Anna Eshoo and Close the Gap California, an initiative to recruit progressive women to the State Legislature. Emily earned a BS in Mechanical Engineering at the California Maritime Academy and currently serves as a Councilmember for the City of Mountain View. In her free time, Emily competes in social justice or civic tech-themed hackathons.

Fatima Burgos Henriquez

Fatima is the Communications Manager at SV@Home; she leads strategic communications to advance the organization's policy, advocacy, and educational efforts to create a more equitable Silicon Valley. She is proud to have supported the efforts surrounding preserving Measure E for affordable housing, which involved a great deal of community advocacy and organizing and ultimately resulted in a big win for our community. Before joining SV@Home, she worked at Downtown Streets Team, creating a vibrant and dynamic digital presence to support the organization's mission to end homelessness. Fatima earned a BA in Psychology and Race & Ethnic Studies from Barnard College, Columbia University. In her free time, you can find her exploring all there is to see in California and spending time with her family, especially her baby nieces.

Javier Gonzalez

Javier leads Google's government relations and public affairs efforts for Silicon Valley. He has a wealth of experience and knowledge in government, campaigns, and legislation in the San Francisco Bay Area/Silicon Valley and Sacramento regions. Previously, Javier served on the United States Commission on Civil Rights' California State Advisory Committee. Last year, Governor Brown recommended Javier to serve as a member of the Selective Service System local board. A native of Santa Clara Valley, Javier attended local schools including Santa Clara University. On weekends, Javier enjoys volunteering, Crossfit, running and spending time with family and friends.

Josh Ishimatsu

Josh is new to his role at SV@Home and is excited to join the team! He brings over 25 years of experience working in the community development/affordable housing field, including for the City of San Jose, as Deputy Director for National CAPACD, and as Real Estate Development Director at the Little Tokyo Service Center in Los Angeles. Josh has a joint degree (MA/JD) in Urban Planning and Law from UCLA. He is the father of 2 teenagers, so is deserving of much sympathy and understanding.

Kenneth Javier-Rosales

Kenneth (he/him) has been a grassroots organizer and an environmental planner for the past 14 years in the South Bay. He worked with the City of San José for just over five years implementing environmental compliance programs with the Planning Division and the Environmental Services Department, including environmental clearance of development projects under the California Environmental Quality Act and municipal-regional green stormwater infrastructure regulations for new and redevelopment projects. Before the City of San José, Kenneth worked with the Sierra Club, Loma Prieta Chapter for over two years to support volunteer leaders on several environmental campaigns, such as (but not limited to) sustainable land use and anti-fracking advocacy efforts. Kenneth has also been an active member in his community since moving to Ohlone Muwekma/Tamien lands in 2007 - he has been involved in local environmental issues, progressive politics, and coalition-building efforts across a large diversity of social justice organizations. Kenneth is a child of Nicaraguan immigrant parents. He was born in San Francisco but was raised in Daly City until he left the nest to earn his BS Environmental Studies major/Political Science minor and master's in Urban and Regional Planning degrees at San José State University. He is a sci-fi and fan fiction nerd; he loves to skateboard and hike; and he is a big "music-head" who enjoys collecting vinyl records and learning to DJ and play the bass guitar.

Manuel Salazar

Before joining SV@Home, Manuel worked at Mercy Housing where he aided the Real Estate Development department in the acquisition, production, and financing of affordable housing projects. Manuel earned a BS in Community and Regional Development from the University of California Davis. Manuel loves to travel and visits his parent's home state of Jalisco, Mexico every year.

Mathew Reed

Mathew is SV@Home's Director of Policy and leads the policy team at SV@Home, working across Santa Clara County for stable and affordable housing for all. He is proud of his work with community leaders across the county to create local plans and tools to support affordable housing and community stability. Mathew has a decades-long commitment to affordable housing development, preservation, and policy. Beginning as a tenant organizer in New Jersey in the 1990s, he has worked to bring community interests to housing policy discussions and to ensure that affordable housing is a part of our understanding of inequality and our movements for social justice. He has been at SV@Home for six years and worked as a community organizer with Sacred Heart Community Services before that. Mathew holds a degree in Political Science from Wesleyan University and a Ph.D. in Sociology from Northwestern University.

Pilar Lorenzana

Pilar oversees the design and implementation of Silicon Valley Community Foundation's (SVCF) community grantmaking, strategic initiatives in housing, early learning, financial security, and community partnerships. She leads SVCF's policy agenda on housing, early learning, and financial security to fulfill SVCF's strategic goal of reducing systemic disparities. Prior to joining SVCF, Pilar worked in Google's Global Real Estate team to create healthier, more sustainable, more equitable communities. In that role, she focused on developing land use policies, strategies, and an affordable housing implementation program. Before that, she served as the Assistant Director of Housing and Local Planning for the Metropolitan Transportation Commission, serving the nine-county San Francisco Bay Area. Pilar also served as Deputy Director of SV@Home, where she oversaw the organization's external portfolio of work, from public policy, partnerships, and outreach to education and capacity-building across cities in Santa Clara County.

Randy Tsuda

Randy was named Chief Executive Officer of Alta Housing in 2018. He is responsible for the overall strategic leadership of the non-profit affordable housing organization, including real estate development, property management, and resident services. His career includes experience in the non-profit, private, and public sectors and spans real estate, city planning, affordable housing, and economic development. Before Alta Housing, Randy served as the Director of Community Development for the City of Mountain View for over ten years, the Director of Corporate Real Estate for a technology company, and the Assistant Community Development Director for the Town of Los Gatos. He is a Board member of the Nonprofit Housing Association and Silicon Valley @Home.

Regina Celestin Williams

Regina is SV@Home's Executive Director; she leverages the expertise of and inspires confidence and trust in SV@Home's staff in the execution of the organization's mission and vision. In her role, she is proud of developing the organization's culture to better center inclusion and justice internally and in its public policy and advocacy work. Prior to joining SV@Home, she most recently served as Director of Housing Development at First Community Housing, a San José-based affordable housing developer. Regina has spent 15 years structuring financing for affordable housing and community development, including nine years on the East Coast with the National Development Council and the National Housing Trust. Regina earned a BA in Urban Studies from Stanford University and a Master's in City Planning from the University of Pennsylvania.

Revathi Konduru

Revathi is the Policy and Research Associate at SV@Home; she supports the team with policy research and analysis of affordable housing programs. Prior to moving to the Bay Area, she gained valuable experience working on affordable housing research projects in India, Thailand, and the Netherlands. Additionally, she has legislative research experience from her time working with a Senator in India. Revathi has studied in India, the Netherlands, and the United States. She holds an MSc. in Urban Management and Development from Erasmus University in the Netherlands and completed a certificate program in Affordable Housing and Community Development Finance from San Jose State University. She loves to travel and explore cities and varied landscapes. On a quiet weekend, you can often find her enjoying some quality time playing board games with family and friends.

Sergio Lopez

Sergio is the Director of Development at SV@Home, where he oversees the strategy for grants revenue, membership, and donations while serving as part of the organization's Executive Team. In this capacity, he has helped increase revenue for Affordable Housing Month and helped support SV@Home's long-term fiscal sustainability. He has a depth of policy and advocacy experience at all levels of government and campaigns, from local to state and federal, and is a noted author with publications in TIME, America, Sojourners, and more. He also serves as a Councilmember for the City of Campbell and a Director for VTA and the Bay Area Air Quality Management District. Sergio has earned degrees from Yale University and Duke Divinity School and attends the Haas School of Business at UC Berkeley.

Shiloh Ballard - Chairman

Shiloh Ballard is a co-founder of SV@Home and has over two decades of experience in land use, transportation, and housing policy and advocacy. Most recently, she served as the Executive Director of Silicon Valley Bicycle Coalition, growing the organization from a staff of 8 to 18, all in service to safe, walkable/bikeable communities. Prior to the Bike Coalition, Shiloh spent 14 years at the Silicon Valley Leadership Group as Senior Vice President of Housing and Community Development. In her role with the Leadership Group, Shiloh worked with industry, civic, and community leaders to develop innovative solutions to the region's growth challenges. She was at the center of several significant policy wins including the adoption of uniform green building policies in Santa Clara County, the passage of strong affordable housing policies in Silicon Valley Cities, and several State and local affordable housing bonds. She was recognized by the Silicon Valley Business Journal as a 2010 "40 under 40" as well as a YWCA "Woman in Leadership" in 2012 and the 2015 Housing Hero by the leading Statewide Housing organization, California Housing Consortium. Shiloh is a proud slug, having earned a bachelor's degree in environmental studies from UC Santa Cruz. In her spare time, Shiloh enjoys reading, cooking, growing vegetables, and mountain biking. She lives with her long-time partner, and their cats, Peenut and Butter.

Steven Yang
