Aaron Seligman provides strategic advice and manages operations for the Vice President for Academic and Student Affairs and the Board of Regents Education Committee. He also supports initiatives in the Office of Research and Innovation, including the Prison Education Initiative. Aaron began at UW System promoting equity and innovation in K-12 schools. Previously, at UW Hillel, he managed communications, programming, and student leadership. He also helped educators become civically active at Leadership for Educational Equity, a national leadership development nonprofit. Aaron's other experience includes practicing commercial and political law at a large Wisconsin law firm, teaching Spanish with Teach For America in Washington, D.C., and developing policy and communications for a national issue campaign.

She spent more than five years as the Director of Planning at the University of Connecticut overseeing design, facilities planning, landscape, real estate, environmental policy, insurance and risk management. She previously was the Assistant Vice Chancellor for Planning and Technical Services for eleven years at the Connecticut State System and served as an architect and the Higher Education Team Leader for the State of Connecticut Department of Public Works. Angie Kellogg joined the University of Wisconsin System as a Senior Academic Planner in January 2018. In her position, she helps lead the development and execution of UW System advising and student success strategies, and she provides leadership for the 360 Advising initiative. In addition, she serves as a liaison to various UW System student success stakeholder groups. Angie has 25 years of experience working at UW System institutions. She previously worked at UW-Stevens Point, serving first as an academic advisor and then as the director of Academic and Career Advising. She also later helped launch a mentoring program for first-year students at UW-Stevens Point. Prior to that, she worked at UW-La Crosse as coordinator and assistant director in Student Activities and Centers, and as a coordinator in the Office of Multicultural Student Services. Angie also has worked at UW-Madison, where she provided career advising and programming for students and alumni in the College of Engineering. In all her roles, she strives to promote diversity and equity and to support efforts to enhance student retention, completion, and success. Anne Minssen is a Policy Advisor for the Office of Student Success with the University of Wisconsin System. She joined the Student Success team in November 2018 after serving in two prior positions with the University of Wisconsin System. In her role, Anne works closely with the Student Success team on a wide range of projects providing research and project management expertise. Previously, Anne worked as the Program Assistant for the Office of University Relations, Project Administrator for the Office of Administration for the UW Colleges and UW-Extension Restructuring Project, and as a Research Scientist for the University of New Mexico. Ben Hill Passmore is Associate Vice President for the Office of Policy Research and Analysis, joining the University of Wisconsin System Administration in April of 2018. In this role, he is charged with supporting both UW System leadership and UW campuses with data and predictive modeling to improve decision making, progress and performance. Prior to joining the UW System, Ben spent 15 years with the University System of Maryland finishing his time there as the Assistant Vice Chancellor for Administration and Finance. He has worked in institutional and policy research since 1992 with a specific focus on analytics and expanding data use, educational access, improving college attainment, trend forecasting, and organizational change in higher education. Ben holds a PhD in cultural anthropology from Southern Methodist University in Dallas, Texas. He has held faculty positions at universities and community colleges where he has taught a range of students including underrepresented minorities, non-traditionally aged students, active duty military, and traditional students. He has taught online, face-to-face, and hybrid courses. He has conducted research in educational and workplace settings on organizational transformation, risk and social capital, and policy creation in Eastern Europe, the U.S.-Mexico Borderlands, and the United States.

Daniel Younan joined the Office of Policy Analysis and Research as an Institutional Planner in February of 2017. Having previously worked as an economic and labor market researcher, Daniel brings with him a good deal of experience deriving and communicating valuable insights from large and complex data. In prior roles, Daniel has worked across a variety of datasets to produce analyses that have enhanced the ability of data to inform a broader audience. Currently, Daniel is most interested in exploring and examining trends in UW's underrepresented and remedial populations. David Blough, Policy and Planning Analyst, has worked for the UW System Administration since 2000, when he completed his Ph.D. in Geography from UW-Madison. Dr. Diane Treis Rusk provides consultation to University of Wisconsin (UW) universities in developing academic degree programs to meet current workforce and student demand and in applying UW System academic program policies and procedures. She serves as the principal system resource on matters relating to the assessment and credit award for prior learning. Since joining UW System Administration (UWSA) in 2009, she has served many cross-functional roles, leading major projects and policy development in areas of the recognition of prior learning, credit transfer including the Universal Credit Transfer Agreement (UCTA), and degree completion.
Throughout her career, her mission has been to develop, operationalize, and evaluate solutions to best serve Wisconsin students and families. Before joining UWSA she directed and managed precollege, credit outreach, and non-credit programming at UW-Richland and UW-Madison. Outside of higher education, she led and provided direct services to families, and she implemented economic and community development initiatives at the county level. She earned her Doctor of Education from Vanderbilt University, and an M.S. in Human Ecology and a B.A. in Political Science from UW-Madison.
Diane Waters, Program Associate, joined UW System's Office of Academic Affairs--now named the Office of Academic Programs and Faculty Advancement (APFA)-in September 2000. Before joining APFA, she began employment with the Wisconsin Department of Veteran's Affairs in June 1993 and worked in the records department. In her current position, she assists with travel arrangements, travel expense reports, purchasing and invoice payment, and also assists with the Regents (Academic Staff Excellence, Diversity, Teaching Excellence, and University Staff Excellence) Awards, and Alliant Energy (Erroll B. Davis, Jr. Achievement and James R. Underkofler Excellence in Teaching) Awards. In addition, she assists with planning and executing various events and meetings, including the systemwide governance meetings for the Vice President's Office, and events and meetings for the Office of Professional and Instructional Development. Diann joined UW System Administration in 2010 as the Director of Financial Reporting, and shortly thereafter was named to the position of Director of Shared Financial System (SFS) Operations, and then in 2014 moved to the Director of the HRS Service Center. Prior to coming to UW, Diann worked in the private sector for 18+ years in various roles, including leading both operational efforts and large system implementations.
Diann is a Certified Public Accountant and has extensive experience in the support and analysis of business processes. She has led multiple PeopleSoft implementations and upgrades in the areas of human resources and financials, and has had deep involvement in reporting, reconciliation and other applications.

Dr. Aaron Brower was appointed University of Wisconsin System Senior Associate Vice President of Academic Affairs and Executive Director for UW Extended Campus on July 1, 2018. His primary responsibility is to develop and expand educational opportunities for adult and professionally-oriented students, the largest segment of the state and nation now seeking higher education. UW Extended Campus has built a national reputation for creating award-winning innovative and student-centric programs that partner with and leverage resources across all University of Wisconsin campuses. Among the many collaborative programs within UW Extended Campus's portfolio is the UW System's UW Flexible Option, the first-in-the-country competency-based educational program. UW Flex was created under Dr. Brower's leadership when he was Provost and Vice Chancellor for UW-Extension.
From 2012-2018, Dr. Brower served as Provost and Vice Chancellor of UW-Extension and was named Interim Chancellor of UW Colleges and UW-Extension in 2014. Prior to that, he spent six years as UW-Madison's Vice Provost for Teaching & Learning, overseeing and supporting undergraduate education and professional development for teaching and learning. Dr. Brower remains a tenured professor at UW-Madison in the School of Social Work and in the departments of Integrated Liberal Studies and Educational Leadership & Policy Analysis.
Dr. Brower has written five books, more than 50 peer-reviewed articles and book chapters, and received over $18M in grants to support his work. His scholarship demonstrates the academic and social outcomes produced when colleges blend in- and out-of-class learning and experiences. Dr. Brower's expertise is in educational innovation, student learning, and outcome assessment - engaging the whole university to support "whole student" education. He has created and led many teaching and learning programs focused on integrative learning and evidence-based curricular reform. He consults widely with institutions across the country.

Dr. Barbara Bales serves as the Director of PK-20 Strategic Initiatives and Educational Innovation in the UW System Administration Office of Academic Programs and Faculty Advancement. She brings stakeholder partners together to recommend, plan, and develop strategic policies and programs to build an equitable and seamless sequence of PK-20 educational opportunities for Wisconsin students. She conducts research that examines relationships among teacher education policies, preparation programs, teacher professional development, and students' opportunities to learn, particularly among those historically underserved. The findings offer a research base from which to recommend and execute strategic initiatives and innovations to address the state's PK-20 equity gaps in educational opportunity and achievement. She also supports the development and implementation of academic programs across their lifespan on select campuses.
She also holds an Associate Professor position at the University of Wisconsin-Milwaukee in the Department of Curriculum and Instruction, where she served as Department Chair, Director of Graduate Programs, and Director of the Center for New and Professional Educators. She is active in the World Educational Research Association, American Educational Research Association, and American Association of Colleges for Teacher Education. She also served on the Editorial Boards of Urban Education and The Journal of Urban Teaching, Learning, and Research.
She earned a Ph.D. and M.S.in Curriculum and Instruction at UW-Madison, each with a minor in Educational Policy. Dr. Tracy Davidson was appointed as the interim Associate Vice President in the Office of Academic Programs and Faculty Advancement in July 2022. She previously served as the Director of STEM and Applied Research Initiatives in that office, which she joined in 2017. Her prior roles include serving as the Dean and Campus Executive Officer for the University of Wisconsin Baraboo/Sauk County starting in 2014. Following regionalization of the UW Colleges in 2016, she served as the Regional Dean for Academic Affairs for the UW Colleges campuses located in southwestern Wisconsin.
Prior to her work in administration, Davidson was tenured in the UW Colleges Department of Biological Sciences during which time she was involved in statewide and national research directed at how to best to help students understand the nature of scientific inquiry. Before becoming a faculty member, Davidson was awarded multiple post-doctoral fellowships investigating the role of cell-surface proteins in the cellular remodeling of cancer cells.
Davidson earned her B.A. in Biology and B.A. in Chemistry magna cum laude from Lawrence University in 1984 and her Ph.D. in Biochemistry from Michigan State University in 1989.

Edward Murphy became the Associate Vice President and Chief Information Security Officer for the University of Wisconsin System on March 27, 2022. He is responsible for leading the development and updating of the UW System information security program. This will guide the work of UW System Administration and UW System institutions with respect to information security.
Edward has extensive experience in executive engagements, information security strategy, and policy development, security operations and enterprise IT. He has been instrumental in establishing the UW System's first enterprise security solution which provides a platform for increased visibility, protection, and common security operations across the UW System.
Prior to coming to the University of Wisconsin System Administration, Edward was the Deputy Chief Information Officer and Chief Information Security Officer for the University of Wisconsin Colleges and University of Wisconsin-Extension. Before coming to Wisconsin, he held a variety of technical and leadership positions at the University of Arizona.

James Langdon joined the University of Wisconsin System as Interim Vice President for Administration in November 2020 and was named to the position on a permanent basis in August 2021. As UW System's chief operating officer, he oversees facilities planning, information technology, human resources, and other areas. He works with chief business officers at all UW System institutions and serves as an advisor to the UW System President and the Board of Regents. Previously, he served as the Administrator for the Division of Enterprise Operations at the state Department of Administration (DOA), a position he began in July 2015. Langdon previously served as Administrator of the DOA Division of Administrative Services and Chief Operating Officer at the Wisconsin Housing and Economic Development Authority (WHEDA). Johannes Britz began serving as interim Senior Vice President for Academic and Student Affairs for the UW System in June 2022. Britz had been Provost and Senior Vice Chancellor for Academic Affairs at UW-Milwaukee, where he also is a professor in the School of Information Studies. Prior to becoming UW-Milwaukee's interim Provost (2010) and permanent Provost (2012), he served as Dean of the School of Information Studies from 2005 to 2010. He held a concurrent appointment as interim Dean of the College of Health Sciences from 2008 to 2009.
He holds two doctoral degrees from the University of Pretoria in South Africa. He serves on the editorial board of multiple academic journals. He is a member of national and international committees in higher education. He also is a member of the South African Academy for Science and Art.
Britz has broad international experience both as a researcher and consultant. He has a specific interest in social justice and information poverty and works primarily in Africa on these topics. He is the author and co-author of more than 100 scholarly publications. He has acted as a consultant for a number of African governments as well as private sector firms. In recognition of his work developing information ethics in Africa, the World Technology Forum named him one of five finalists for its Ethics Award in 2009.

John Achter serves as Interim Associate Vice President for Student Success (effective September 17, 2021). He joined the Office of Student Success in August 2020 as the University of Wisconsin System's first Student Behavioral Health Coordinator. Currently, he is serving in both capacities.
John supports student behavioral health initiatives and accessibility services, working with counseling, health, and disability services professionals at all of the UW System's campuses. He is a licensed psychologist with over 20 years of experience in higher education as a behavioral health practitioner, counseling center director, and student affairs administrator. He was a staff psychologist for 5 years in the Counseling Center at Concordia College-Moorhead before serving for 13 years as Counseling Center director at UW-Stout. Just prior to joining UW System, he served for 5 years as Associate Dean of Students at UW-Stout, where he chaired the behavior intervention team, was a Title IX investigator, and had supervisory oversight of counseling, health, and TRIO programs. John is passionate about serving students from all backgrounds and draws on positive psychology and trauma-informed approaches in his work.

Sandra Kallio joined the University of Wisconsin System Office of Academic and Student Affairs in September 2017. She provides strategic communications support for various initiatives led through that office. These initiatives have included 360 Advising, the Navigate student success management system implementation, and the Math Initiative. Prior roles with UW System institutions include university relations positions with the former UW Colleges and UW-Extension to support the work of the Chancellor and Provosts. She also was a senior writer for a Lumina Foundation grant to chronicle the development of the UW Flexible Option. She started her professional career in K-12 education and subsequently worked for more than 20 years as a newspaper reporter and assistant features editor for the Wisconsin State Journal in Madison. She is a graduate of UW-Madison with a B.S. in education and an M.A. in journalism.

Stacey Rolston joined UW-Shared Services as Interim Executive Director in September 2020. She was later appointed Senior Associate Vice President. Stacey has two decades of experience in organizational and personnel management, serving most recently as deputy administrator of the Division of Personnel Management with the State of Wisconsin. Stacey previously led implementation efforts of shared services throughout the Wisconsin Department of Administration and also served as administrator for the Division of Management Services at the Department of Corrections, where she developed and managed its $1.3 billion annual budget.

Stefan Fletcher serves as Director, Administrative Policies, Projects, and Academic Fellowships. In this role Fletcher oversees UW System's operational policy development and management processes, supervises the UW System Project Management Office that helps to coordinate several major systemwide initiatives, and fulfils other requests from UW System leadership. He is proud to work with a great team to support UW System's strategic priorities.
Fletcher earned a Bachelor of Science degree in communication arts and sociology from UW-Superior (Go, Yellowjackets!). He also holds a doctorate in higher education administration from Michigan State University (MSU) and a Juris Doctorate from the MSU College of Law. As a British ex-pat, he still insists on calling soccer "football."

Steven D. Hopper became the Associate Vice President for Information Technology and Chief Information Officer for the University of Wisconsin System on July 9, 2018. Steven has extensive experience in streamlining IT operations and establishing a common strategic IT vision. He has been instrumental in carrying out UW System's Commitment to Operational Reform and Excellence (CORE) project.
Previously, Steven was Interim Vice President and Chief Information Officer for the University of North Carolina (UNC) System, where he served for 19 years at both the campus and system level. He also held positions as Associate Chief Information Officer for Application Services and Director of Online Services, both at UNC. He was twice nominated for the Governor's Awards for Excellence in North Carolina.
Steven earned his Master of Science and Bachelor of Science degrees, both in Computer Science, from the University of North Carolina at Chapel Hill.
Sue Buth is the Director for Policy Analysis and Research. She has been with the University of Wisconsin System Administration since 1996. Sue's responsibilities have included education attainment strategies, enrollment management and strategic planning, student success initiatives, instructional costs, faculty workload analysis, as well as, student financial aid. Prior to joining the UW System office, Sue worked at the University of Wisconsin-Milwaukee. While at the Institute for Survey and Policy Research, Sue was responsible for economic forecasting and conducting time series analysis. In the office of Budgets and Institutional Research, she conducted a variety of studies including faculty salary equity, student success with emphasis on underrepresented populations and the impact of remedial education, as well as, access to gateway courses. Sue has a variety of professional interests and responsibilities along with a breadth and depth of knowledge in the technical, analytical, and policy aspects of higher education at both the institution and system level. Sue serves as the IPEDS State Coordinator for the University of Wisconsin System institutions (the UW System office generates all survey data for the UW institutions). She was a member of the IPEDS Redesign initiative and has served on many National Center for Educational Statistics (NCES) Technical Review Panels. She also served on the Association for Institutional Research (AIR) Strategic Planning Committee and was a member of the Higher Education Data Policy Committee (HEDPC) for six years. Sue's educational background includes a master's degree in Economics/ Econometrics from UW-Milwaukee.

Todd Bailey, a member of UW System Administration since 2000, joined the Office of Policy Analysis and Research in 2004. Todd currently focuses on student financial aid data and policy issues. Past roles include coordination of UW System and UW Institutional accountability reporting, Project Coordinator of the Transfer Information System, and analysis and reporting of degrees conferred by UW Institutions. Todd served as an elected member of the Academic Staff Committee (2002 to 2018), including as Chair from 2007 to 2009 and 2009 to 2017. Todd has presented during the national Association for Institutional Research (AIR) annual forum, to the Association for Institutional Research in the Upper Midwest (AIRUM), to the UW System President's Diversity Council, and at various UW System-wide meetings. His international experience includes attending the 2007 Southeast Asian Association for Institutional Research (SEAAIR) conference in Bangkok, Thailand, and residing in the Lao PDR (Laos) during 2009 while his wife conducted research as a US Fulbright Scholar. Todd holds a Master of Science in Educational Leadership and Policy Analysis and a Bachelor of Arts in Social Welfare, both from UW-Madison. Todd is the 2012 recipient of the Eugene Craven Memorial Award, in recognition of outstanding performance, personal interaction, initiative and creativity, and outstanding achievement.

Vanessa Moran joined the Office of Academic & Student Affairs in November 2020 as Director for the Office of Educational Opportunity. Most recently, Vanessa served as the Principal of Little Chute Elementary School, located in the Fox Valley. Other administrative positions previously held include Associate Principal and Dean of Students. Vanessa taught elementary education for a decade, during which time, she was awarded the Golden Apple Award by the Green Bay Area Chamber of Commerce and was also named a Herb Kohl Fellowship State Finalist.
Vanessa received her B.A. from the University of Wisconsin-Green Bay and her M.A. from the University of Wisconsin-Oshkosh. She holds a duel licensure as both a Principal and Director of Curriculum and Instruction.
Additionally, Vanessa serves on the School Board for the Howard-Suamico School District, where she resides with her husband and two young children.
