Chris Williams - Founder

Chris is the co-founder and Director of Advance Consulting Engineers. Chris has worked in the civil and infrastructure engineering discipline for 22 years. With significant experience working on projects across the UK, he now focuses on schemes in the South West, particularly within the residential sector. His technical experience includes the design and management of residential developments, defence schemes, education, public realm, industrial, commercial, and mixed use projects. In addition to experience designing access roads, drainage, car parks, site/plot levels, statutory services and SUDS design, Chris has significant knowledge delivering upfront advice for developments relating to planning support, flood risk, drainage strategy and highway design. As a specialist in site drainage, Chris uses his expertise in infiltration/attenuation design to bring best value at the earliest stage of any development. His strong knowledge of legal agreements and planning processes relating to these types of works, in particular S38, S278. S98, S185 & S104 Agreements, enable him to successfully lead numerous schemes from conception - including pre planning input - through to completion.

Gareth Chugg

Gareth joined Advance Consulting Engineers in December 2023 as a Principal Consultant. Gareth brings over a decade of experience in the planning, supervision, delivery and reporting of ground investigation and land quality. He brings specialist geo-environmental and geotechnical knowledge to Advance and has successfully delivered many projects in residential, commercial, education and defense sectors across the UK. He is highly experienced in factual, technical and interpretative report writing and is accomplished at writing Phase 1 Desk Studies, Phase 2 Ground Investigation Reports, Remedial Method Statements, Materials Management Plans, Ground Gas Risk Assessments and Verification Reports. He has worked across the complete ‘geo' life cycle of projects including initial site due diligence, developing ground models, supervising ground investigations, assisting with construction related issues and final site verification and sign-off. His ability to clearly communicate and liaise with clients, subcontractors and regulatory bodies will help to ensure that the geo-related aspects of your projects will always progress efficiently and within budget.

Harry Skinner

Job Titles:

Harry joined Advance Consulting in July 2020 and was promoted in April 2021 to Transport Planner. Harry has 5 years' experience in the transportation and highways consultancy field. Based in Cornwall, Harry is proficient in producing a range of technical assessment documents to assist clients through the planning stage for a variety of schemes including, residential, commercial, leisure, education and mixed-use developments throughout the south-west and has assisted in a number of high profile projects throughout the South West. Following the completion of his MSc in Geographical Information Systems (GIS), Harry's talent for GIS has implemented perfectly into his work, providing high quality GIS plans to emphasise the sustainability for a range of small and large-scale projects. Harry's skillset in AutoCAD also enables a range of technical drawings, including General Arrangement and Swept Path Analysis Plans, produced as part of our transport planning documents to support our client's planning applications. Harry is also skilled in producing Section 278 & 38 Detailed Design drawings for developments throughout the South West at post-planning stage.

Ian Clarke

Ian has been working with Advance Consulting Engineers since 2020 as a Principal Engineering Geologist. Ian brings over 20 years of experience in the planning, supervision, delivery and reporting of ground investigation and geotechnics. He brings specialist geotechnical and geo-environmental knowledge to Advance and has successfully delivered many projects in residential, commercial, rail, highways, education and energy sectors across the UK. He has extensive experience in all forms of technical report writing and is accomplished at writing Phase 1 Desk Studies, Phase 2 Ground Investigation Reports, Slope Stability Analysis & Design Stabilisation, Geotechnical Design, Remedial Method Statements, Ground Gas Risk Assessments and Verification Reports. He is experienced in projects from inception through to completion, including assessment and design of ground investigations, developing ground models, supervising ground investigations, assisting with construction related issues and Engineering Geological and Geotechnical Design.

Jamie Damerell

Job Titles:
  • Senior Infrastructure Engineer
Jamie joined Advance Consulting in May 2021 as an Infrastructure Engineer with 5 years of experience in the civil and infrastructure field. Jamie was promoted to Senior Engineer in April 2023. He has worked on a variety of projects across the South West within the residential, education, military and private sectors. Jamie is keen to continue his development with Advance and is working towards becoming a Chartered Engineer with the Institution of Civil Engineers (ICE), of which he is currently a Graduate Member (GMICE). Jamie's primary technical focus has been on producing detailed planning submissions, S38/278 and S104 applications and detailed design packages. This has meant he has been able to develop key skills for highway design, plot engineering, drainage design and SuDS features; enabling him to become a well-rounded engineer. Jamie has an appetite for client management and has experience leading projects and providing sound advice pre-planning, through to construction. He also has experience using AutoCAD, PDS and MicroDrainage.

Jason Chapman

Jason joined Advance Consulting in September 2020 and has over 14 years' experience within the civil and infrastructure engineering field. Jason was promoted to Principal Engineer in April 2023. Based in Cornwall, throughout his career Jason has worked in various size companies, working for a diverse range of clients from multi-national companies to single dwelling developers. Jason now works predominantly in the South West on residential developments. Working primarily as a Civil Engineer, Jason has experience with all aspects of water design from clean water to drainage designs, as well as other aspects of civils regarding external works. Jason's background has predominantly been involved with a wide scale of developments both residential and commercial from pre-planning stage to as-built, involving the full range of civils based designs working in close collaboration other disciplines to ensure strongly co-ordinated developments providing added benefits to the client. Jason has a strong knowledge of civils & flood risk at the planning feasibility/planning stage, as well as, detailed design and legal agreements (S104, S38).

Marc Jones

Marc is a Principal Transport Planner & Highways Consultant having joined Advance Consulting in July 2020 as a Senior Transport Planner. Marc was promoted to Principal in April 2023. Based in Cornwall, Marc has ten years' experience in providing professional transport consultancy services to a broad range of public and private sector clients mainly within the South West of the UK. Marc provides specialist transport advice to clients and is experienced in managing and delivering projects, including co-ordinating multi-disciplinary teams and commissioning sub-contractors. Marc has a first-class BA (hons) Geography degree from the University of Plymouth (2013) and is a Chartered Member of the Institute of Logistics and Transport (CMILT) and a member of the Chartered Institute of Highways and Transportation (MCIHT). Marc's key skills and experience is held in projects for both the public and private sectors, predominantly associated with the transport implications of new developments. Marc is accomplished at writing Transport Statements, Transport Assessments, Travel Plans, Technical Notes, Construction Traffic Management Plans and other associated aspects including project management and transport modelling, for a wide range of development and transport planning projects. Marc is proficient in AutoCAD producing a range of transportation drawings, including general arrangement and swept path analysis as well as drawings for S278 applications. He is also an expert in operating as a Travel Plan Coordinator for residential sites being responsible for all matters relating to the promotion of sustainable travel as well as the implementation and operation of Travel Plans. He is proficient in the use of Adobe InDesign and is capable of producing high quality Travel Information Packs providing sustainable travel information aimed at promoting the benefits of sustainable transport.

Mark Rowe - Founder

Mark is the co-founder and Director of Advance Consulting Engineers. He is a Chartered Transport Planner & Highways Consultant with 22 years' experience. Based in Cornwall, he leads the Advance transportation team on projects throughout the South West with particular emphasis on Cornwall and Devon based projects. Mark is highly skilled in managing and delivering projects across all forms of development including large scale mixed-use schemes, retail, residential and educational sites. Mark advises clients in both the public and private sectors, predominantly on the transport implications of new development and his experience includes the preparation of transport assessments and travel plans in support of planning applications. Mark has a keen interest in micro-simulation modelling, which supports the latest strategic transport planning initiatives through the use of state-of-the-art software, Vissim and Viswalk. He also advises clients on current transport and planning policies, as well as Section 38 and 278 works, highway design and public transport schemes. Mark has represented clients at meetings with local highway and planning authorities at all levels, attended public consultations and has prepared evidence at planning hearings and inquiries.

Matt Eagle

Matt has 17 years' experience and joined Advance Consulting in June 2020. He has worked on a wide range of civil engineering projects, including education, industrial, medical, military, private sector, residential and retail clients. He combines sound design experience with excellent project management, communication and problem-solving qualities, to provide quality project input from pre-planning advice through to completion. Matt has experience in most aspects of detailed infrastructure design with particular focus on drainage strategy, flood risk, private and adoptable drainage network design (S104), SuDS design and pumping stations. He also has a strong working knowledge of off-site access roads (S278), on-site access roads (S38), road junctions, car parks, concrete hard standings, site/plot levels and statutory services. He is also an experienced AutoCAD user and is also proficient with other engineering design software, such as MicroDrainage, PDS and AutoTrack.

Oliver Williams

Oliver is an Infrastructure Engineer with over 20 years' experience and joined Advance Consulting in June 2020. Oliver has worked on a wide variety of projects across the UK, has focused on delivering projects within the South West of England particularly in Devon, Cornwall, Somerset and Dorset. During Oliver's career he has given advice to both clients and Architects to help develop masterplans, preparing detailed design and groundworks packages along with the preparation of Section 38/278 and 104 technical approval packages for residential, retail, commercial and public realm projects. Oliver has also spent periods of his career on-site performing resident engineer and quality monitoring roles during the construction phase. His specialism is focused on highway design, plot engineering, bulk earthworks design and cut and fill volumetric calculations and is an advanced user of PDS and his extensive experience and knowledge in the civil engineering field has successfully enabled the delivery of many developments that he has been involved with from inception stage through to completion.
