Chris Supan

Chris Supan has over 20 years of experience in the environmental field. Most recently Chris has prepared regulatory compliance management plans for Subpart CC fenceline monitoring (including site specific monitoring plans) and for RSR flare compliance. He also has experience with compliance strategy development for NSPS Ja for flares and Boiler MACT. Chris has also completed annual emission inventories for clients. He has been with Waid Environmental since 2014. Prior to working at Waid Environmental, Chris was responsible for overall plant operations, including environmental and safety performance at Sea Lion Technology in Texas City, Texas and was both a technical and production superintendent at Occidental Chemical in Ingleside, Texas.

Dale Simpson

Dale Simpson has 15 years of experience in Environmental Compliance for Refineries, Chemical Plants, and Oil & Gas and is a regular attendee of the annual AFPM Environmental Conferences. Projects Dale has been involved with are: (1) implementing both Excel Workbook and DAHS Database calculation programs for compliance with sitewide limits and work practice standards; (2) implementing Task Management solutions for monitoring, recordkeeping, and reporting requirements; (3) implementing easy to follow checklists for the preparation of MACT and NSPS Semiannual Reports; (4) preparation of Title V Permits, Standard Permits, PSD Evaluations, Permits by Rule, Annual Emission Inventories, Estimation of Emission Rates, and Air Dispersion Modeling. Dale is an Excel Power User with 15 years of Excel experience in Environmental Compliance and 30 years of coding experience. He uses this experience to translate proprietary database code into a more comprehensible Excel format. He has an extensive knowledge base of excel functions and algorithm design for optimizing spreadsheet calculation times and he is resourceful in his use of keyboard shortcuts for rapidly building and repairing workbooks. His workbooks include robust documentation of calculations as well as guidance for how to update and utilize the spreadsheets for recordkeeping and reporting. Dale builds spreadsheets that provide sites a more clear understanding of how their DAHS operates. This provides the sites: The capability for Dahs Algorithm Ownership, Auditing, and Standardization. The rapid determination of Emission Event causes and the impact of Monitor Failures on limit calculations. A more efficient Data Quality Control and Review. For example: Excel allows for more easily visualizing data with Excel Charts. The ability to use Excel to share data between Environmental and Operation Departments when performing Root Cause Analyses.

Dustin Dean

Dustin completed a Bachelor of Science degree in Agricultural Systems Management and a Bachelor of Science degree in Agricultural Engineering at Texas A&M University in College Station in May 2006 and May 2008, respectively. Dustin joined Waid Environmental in June 2010 and has environmental engineering consulting experience for various industries (primarily oil and gas facilities) in Texas and Oklahoma. He has experience in the estimation of emission rates, preparation of permits by rule, permit renewals, standard permits, general permits, emissions inventories, and TRI reports. He also has knowledge of EPA's Title V program and associated requirements. Dustin also serves as the safety manager for field/site visits and general office safety, as well as maintaining online accounts with various contractor safety and compliance services.

James Klesel

James Klesel has 8 years of experience in the environmental field preparing applications for permits including state new source review, permit by rule registrations, permit renewals, standard permit applications and Title V operating permits revisions resulting in expeditious permit review and approval for the completion of engineering projects. James also has experience preparing emissions inventories and toxic release inventory reports as well as engineering calculations and specification of process operating parameters resulting in accurate, well defined emissions estimation. James has assisted in the on-site management and implementation of air permitting programs through evaluation and understanding of customer processes and existing equipment. Jamie joined Waid Environmental in 2012 and has experience in the estimation of emission rates, preparation of emission inventories, permits by rule, standard permit applications, permit amendments, and Title V permits. Prior to his start at Waid Environmental, Jamie received his Masters of Science in Civil Engineering from Texas Tech University in Lubbock. His previous experience includes project coordination, supervision of several construction and maintenance projects with BNSF Railway's oil and gas facilities and transportation system. Jamie was involved in all phases of Design/Bid/Build.

Jason M. Graves - President

Jason M. Graves, P.E. has over 23 years of experience in the environmental field. As part of his experiences while at Waid, Jason previously provided over six years of temporary on-site support in the environmental department for major petroleum refineries. While on-site, his responsibilities included: State and Federal permit construction and operating permit support, NSPS and MACT applicability determinations and reporting, stack testing coordination, LDAR compliance evaluations, regulatory agency inspection support, and daily support for operations and engineering. A reduced view at Jason's qualifications includes the following qualifications: Jason is a registered professional engineer in Texas, Louisiana, Hawaii, and South Carolina and has overseen projects in Alabama, Hawaii, Illinois, Kentucky, Louisiana, Montana, Nevada, New Jersey, New Mexico, Oklahoma, South Carolina, and Texas. Jason is a member of the American Fuel & Petrochemical Manufacturers' Environmental Committee and also a member of the Air and Waste Management Association. He has been with Waid Environmental since 1995.

Jennifer Arreola

Jennifer Arreola has over five years of experience in the environmental field while working at Waid Environmental. Jennifer's experience spans a wide variety of industrial facilities, including specialty and commodity chemicals manufacturing, hazardous waste treatment, storage, and disposal, petroleum refining, and natural gas processing and distributing facilities. Jennifer received her Bachelor of Science in Chemical Engineering from The University of Texas at Austin. Jennifer has been working at Waid Environmental since 2011.

Jennifer Wang is a May 2014 graduate with a MSE degree in Environmental and Water Resources Engineering from The University of Texas at Austin and a June 2012 graduate with a BS degree in Environmental Engineering from Stanford University. Jennifer joined Waid Environmental in June 2014 and has experience in Texas and New Mexico. Experience includes air quality dispersion modeling via AERMOD, Title V SOP applications, PSD applications, GHG reporting, TRI reporting, notices of intent, general construction permits, NSR air permit applications, permit amendments and renewals, permit by rule registrations, standard permit applications, emission inventories, regulatory analysis, and cost benefit economic analyses. Jennifer has over 8 years of experience in the environmental engineering field. Her previous experience includes designing a waste-to-energy wastewater treatment system using anaerobic co-digestion with captured biogas fuel for Anam City, Nigeria with the Stanford Engineers for a Sustainable World (ESW), conducting energy efficiency retrofitting with Rebuilding Together Peninsula and solar installations with GRID Alternatives, building small-chamber and plug flow reactor designs to monitor chemical emission and degradation of formaldehyde from building materials, designing a stormwater and rainwater recycling system proposed for reuse in new campus buildings at Stanford, testing for vapor intrusion at potential brownfield sites and making remediation recommendations for the Centers for Disease Control, and quantifying human exposure to triclosan and dosage based on an assessment and survey of consumer product usage.

Justin Mechell

Justin Mechell has over 12 years of experience in the environmental field between working at Waid Environmental and his time at Texas Agrilife Extension Service. His experiences at Waid have included but are not limited to estimating emission rates; preparation of permits by rule, permit renewals and amendments, standard permit applications, emissions inventories, notices of intent, general construction, regulatory analysis, Title V permitting. While at Texas Agrilife, Justin was responsible for writing and applying for competitive grants to support supervised team of employees and student workers. Developed engineering approaches to address water quantity and quality issues associated with the management of water and infrastructure. Justin also developed various guidance documents for professionals in the onsite wastewater treatment system and rainwater harvesting industry; managed various grants and projects related to onsite sewage facilities, agricultural occupational safety, water quality and quantity, organic and commercial nutrient management, small scale solar distillation, low pressure drip irrigation and rainwater harvesting.

Liana Bowser

Liana Bowser graduated from the University of Texas at Austin in May 2018 with a degree in Chemical Engineering. Liana joined Waid Environmental in 2018. Before coming to Waid Environmental, Liana worked as an intern in the Chemical Air Permits Division at TCEQ. There, she worked towards creating a Readily Available Permit for truck washing facilities, and gained experience in the air permitting process.

Marshall Vandermeer

Marshall Vandermeer joined Waid Environmental in 2020. His work currently includes permit preparation and calculations for NSR Permit renewals and amendments, Standard Permits, and Permits by Rule. Prior to coming to Waid Environmental, Marshall interned with Team Industrial Services and gained experience in leak detection and repair and in-line inspections for pipeline integrity. Marshall graduated from Texas A&M University at College Station in May 2020 with a BS in chemical engineering.

Mary W. Latham

Mary Latham is a May 1990 graduate with a BS degree in Physics from Stephen F. Austin State University and an August 1995 graduate with a MS degree in Chemical Engineering from Texas A&M University in College Station. Previous experience includes 8 years as a process engineer and 13 years as a high school science and math teacher instructing in Physics, Chemistry, Environmental Science, and Algebra I and II. Mary has 5 years of relevant environmental experience in Annual Emissions Inventory, Standard Permit Application, Compliance, and Incident Emissions Reporting as well as direct unit support in various chemical units and utilities. Mary also participated in several Six-Sigma cost reduction projects. The latter part of those 8 years ended with a specialization in Process Safety Management after participating in two and leading three PHAs. Mary joined Waid Environmental in July 2015 and has been gaining environmental experience with estimation of emissions rates, permits by rule, and compliance.

Melissa Latterell is a December 2015 graduate of the University of Texas at Austin with a BS degree in Chemical Engineering. Melissa joined Waid Environmental in June 2016 and has experience in emission rate estimation, permit by rule applications, standard permit applications, and New Source Review (NSR) renewal applications. Prior to coming to Waid Environmental, Melissa did two summer internships with the Dow Chemical Company. She gained experience in production engineering at a reverse osmosis water filter manufacturing site and in environmental support at a petrochemical plant.

Nina Salta

At the University of Texas, Nina conducted research regarding carbon dioxide capture using aqueous amine solutions to aid in minimizing carbon dioxide release into the atmosphere. Nina joined Waid Environmental in June 2014 and has experience in regulatory analysis, permits by rule, standard permit applications, permit amendment applications, and permit renewals. She has also composed multiple Title V applications, and supplied on-site assistance.

Pat Murin

Pat has more than 40 years' experience in diverse chemical and environmental engineering assignments, primarily focusing on the air quality field. He is a licensed P.E. in Texas, and has dual B.S. degrees in Chemical Engineering, and Engineering and Public Policy, granted with Honors from Carnegie-Mellon University. Pat has extensive experience in regulatory analysis, development of compliance strategies and programs, preparation of environmental permit applications, emissions estimation and specification of stack parameters, technical and on-site evaluation of emission controls, and analysis of Best Available Control Technology (BACT). Pat is also experienced in the development of environmental engineering computer programs, testimony as an expert witness, development of standards for engineering calculations and atmospheric dispersion modeling, computer modeling of the atmospheric dispersion of air pollutants, process analysis and selection, conceptual process design and modeling, cost estimating and economic analysis, pilot plant operation, field testing, test program design, and data analysis. Pat has also taught courses on air pollution regulations, emphasizing the areas of non-attainment, new source review, hazardous air pollutants, and operating permits. He contributed to the Texas Natural Resource Conservation Commission's permitting process improvement and authored or co-authored nine technical papers presented at professional meetings He also prepared numerous other reports describing atmospheric dispersion modeling, case-specific analyses of BACT or emission control evaluations, analysis of regulations and compliance strategies, design and costing of air pollution control systems, multimedia environmental assessments of advanced energy technologies, and the development of computer models. His work has included projects in the petrochemical and petroleum refining industries, fuel combustion/conversion and power generation, natural gas processing, petroleum and natural gas production, hazardous waste management, coating operations, and other industries. Pat contributed to the U.S. EPA's Control Techniques for Volatile Organic Emissions from Stationary Sources and to the Compilation of Air Pollutant Emission Factors.

Roger Martin

Roger Martin has over 29 years of experience in the environmental field including preparation and review of SPCC plans, renewal of municipal wastewater permits, preparation of permit by rule registrations, and preparation of standard permit applications. Before joining Waid Environmental in 2013, Roger worked at E-Tech Environmental and Safety from 2009 to 2013, and at Flint Hills Resources starting in 1987. At E-Tech, Roger gained experience in developing storm water and solid waste regulatory compliance program for a local polypropylene plant. This involved developing the site's environmental procedures, setting up the storm water sampling and reporting plan, organizing the filing system, classifying hazardous waste streams and units, populating the notice of registration, etc. He also was responsible for reviewing and sealing SPCC plans for oil and gas, transportation, and bulk oil facilities. At FHR, Roger managed the environmental training program for all Odessa site employees. He also managed compliance programs in solid and hazardous waste, process wastewater, storm water, SPCC, and UIC; negotiated the original Part B permit and Compliance Plan for the facility; and was Project Manager for soil and groundwater studies required under the RCRA corrective action process and managed the remediation and closure of 71 solid and hazardous waste sites.

Sara A. Hutson, P.E. has over 40 years of environmental experience in the petrochemical and oil refining industries as well as in environmental consulting. She has been with Waid Environmental since 1990. Sara works with industry in air pollution control, solid and hazardous waste management, and storm water management. As a member of the executive leadership at Waid Environmental, Sara participates in the preparation of air permit applications, amendments, and exemptions, negotiates permit conditions with the TCEQ, and NMED, participates in agency inspections, supervises or prepares Emissions Inventories, and provides regulatory analyses and compliance assistance for fuel and chemical terminals, refineries, and crude gathering stations.

Sarah Thom
