Chris Oakley - CFO

Chris is Chief Financial Officer and responsible for all aspects of finance, IT and procurement A CFO with extensive UK and international experience across several sectors, Chris has a strong commercial and strategic focus and works closely with the Board to drive financial performance. He promotes a culture of effective processes and controls, builds strong teams and has led many successful business change projects. Chris qualified as a Chartered Accountant with Coopers & Lybrand in London (now part of PwC) after graduating from the University of Birmingham.

Dave Fennessy

David is an accomplished leader with over 35years experience providing a key role in directing operations and project delivery. Providing the vision, quality and leadership in telecommunications infrastructure delivery, operations and employee development. David is responsible for implementing effective policies and procedures, enhancing delivery productivity, and increasing efficiency. He has a proven track record of consistently growing revenues while reducing operating costs. He has expertise in budget management, negotiations, forecasting, sales, and customer service. Adept at penetrating new markets and establishing successful business programs. Prior to JSM David had over 22 years' experience working at various senior levels at McNicholas, within the Telecommunications and the Power sectors. Starting at a hands-on site level position, working his way up to a senior management, he has gained recognition at McNicholas for his ability to increase production and quality control resulting in an increase in customer satisfaction and client retention.

David Cheale - Chief Commercial Officer

David as the Group Commercial Director is responsible for leading all commercial activities across the Company. David ensures that our governance protocols are maintained and structured to meet customers' specific needs. With over 35 years' experience, including 10 years at JSM, David has a vast wealth of experience in the construction and civil engineering sectors covering all Utilities including Multi-Utilities, Roads, Rail, construction, and refurbishment. Working in both the public and private sectors including having worked as Head of Commercial for the multi-utility install at ion at the Olympic Park for the 2012 Olympic Games.

David Rough

Dave is responsible for leading the Power business within JSM and heads up our service building new electricity networks, in addition to the repairing and maintaining of existing networks for transmission and distribution network operators. Dave's team provides the JSM electrical engineering capability including design, project and commercial management in this highly specialised market. Drawing on over 30 years of electricity industry experience Dave started his career as an apprentice, quickly rising to Senior Manager level within London Electricity (now UK Power Networks). Knowledge and experience gained through working on very high profile major projects such as Canary Wharf and Kings Cross Dave provides the critical insight required to identify solutions and deliver our customers' needs. Dave is passionate about providing a high level of customer service and ensures that his team is equally focussed on achieving successful delivery of our projects with safety and quality paramount - ‘Your Energy delivered through our energy

Emma Dormer - CHRO

Emma is responsible for leading JSM's overall human resources strategy including, recruitment, payroll, learning and development and training. Emma joined JSM in 2013 as a Payroll Administrator and worked her way up to the position of Payroll/HR Manager - in 2021 she was appointed Group HR Director. She cites her core professional values as compassion, development and integrity. Emma is responsible for the development of corporate strategy on matters such as compensation, benefits and wellbeing. She oversees all HR initiatives, systems and tactics and monitors adherence to internal policies and legal standards. Emma's proudest achievement is building the HR team to its current position, aligned with supporting the overall company growth. The HR team now boasts five core functions: operational HR, recruitment, payroll, learning and development and training which Emma oversees and provides guidance for. Emma's principal focus is on business and people development as JSM's employee base continues to grow. Emma's ambition is to steer JSM to become the utility service employer of choice.

John Leahy - Chairman

John joined JSM in April 2021. His track record of value creation in Private Equity is particularly relevant to JSM's current stage of development. He has considerable experience of growing businesses both organically and through buy and build, scaling their operations and upgrading their capabilities to support growth across a number of industries. In his role as Chairman he plays a crucial role in supporting and guiding management on strategy, finance, business development and operations. John was the Operating Partner at Doughty Hanson for 18 years where he was responsible for value creation across the Industrials, Consumer/Brands, Services and Healthcare portfolio. He has considerable experience in the renewable energy sector, he was Chairman of LM Windpower for 12 years and is currently Chairman of GEV Windpower.

John Scanlon - COO

John as co-founder and Operations Director of JSM is responsible for implementation of the company's strategy and all matters relating to the operational performance of the business. With decades of experience his in-depth knowledge of programming, planning and monitoring work programmes, he provides proactive solutions to engineering challenges, ensuring safety and quality are paramount. The Operations team are at the very core of the overall JSM service offering and under John's leadership they are able to provide a highly efficient central support to the entire business. John is passionate about the development of our own direct employees, the opening of the JSM Training Centre is testament to this.

Mick Barrett

Job Titles:
  • Group SHEQ Director
Mick joined the JSM team in 2009 and brought over 30 years' experience in all matters relating to Health, Safety, Quality and Environment within the utilities sector. Mick cites his core professional values as integrity, awareness and accountability, the values which drive JSM's safety ethos. Previously SHEQ Manager at McNicholas, Mick brought his experience in developing and implementing a company wide Integrated Management System (IMS) to JSM. The IMS is now at the very core of our organisation which has enabled JSM to gain and retain registration to all relevant industry safety and quality standards. Mick is particularly proud that JSM have been awarded the British Safety Council's International Safety Award 5 years in a row, the RoSPA Gold Award 6 years in a row and the environmental Green Apple Award 2 years in a row. Mick is passionate about staff development, supporting new and existing employees to achieve both their own career goals and a company-wide vision of upskilling which is integral to the success of JSM. Under Mick's guidance the new JSM Training School now offers industry relevant courses internally to JSM employees and externally to all utility service providers. Mick and his team are committed to JSM's ESG targets to become a more sustainable and environmentally friendly organisation by reducing our carbon footprint ahead of Government objectives. His ambition for the future is to continue building on the current JSM SHEQ ethos whilst always keeping his professional values at the very heart of what he does.

Neale Oliver

Neale joined the JSM team in 2022 as New Business Director supporting the continued growth and strategic expansion of the Comm's division. Having held senior positions in the contracting and client organisations across both fibre and mobile infrastructure sectors Neale provides a wealth of experience in the operational practices required to deliver safe, quality, and scalable value driven solutions to our telecoms clients in the UK.

Stephen Bradley

Steve provides a crucial role in the growth of JSM into new markets within the Power industry, extremely important as the UK continues to develop its infrastructure to accommodate large power connections for data centres, transport and logistics, energy storage (BESS) and distributed generation including renewables. With over 30 years experience in the electricity industry Steve held the position as Head of Major Connections at UK Power Networks for 10 years from 2011, a period which saw the greatest level of change in the profile of connections to the electricity distribution network ever seen - from hyperscale data centre connections to skyscrapers changing the London skyline; from TBM's driving tunnels for major infrastructure to grid scale solar farms and battery storage. Given his industry knowledge and experience Steve is able to provide our customers with valuable insight into getting connected to the electricity network, this insight is supported by JSM's in-house electrical and civil engineering teams providing a full end to end turnkey operation.

Stuart Wiltshire - CEO

Stuart as co-founder and CEO of JSM Group leads the strategic direction and the operational management of the Company. Stuart is a highly experienced CEO with comprehensive business knowledge, management and budgetary skills. A creative thinker with sound leadership ability and a proven aptitude in commercial and strategic planning. Within the JSM team he has embedded a service culture to meet and ideally exceed client expectations, focusing on performance, quality, customer service and legislative compliance. Above all Stuart has a proven track record in leading significant sustainable growth for JSM since it's creation in 1998.

Zoe Wiltshire

Job Titles:
  • Group Legal Director
Zoe proactively manages contractual matters from the inception of a project, and provides focused, practical advice with the sole aim of getting the transaction delivered on time, and in line with the client's requirements. Zoe joined JSM in 2008 and in her role as Legal Director, she ensures that the business is protected through her ability to identify and mitigate any legal risks that the company may be exposed to. Zoe has extensive experience in negotiating and drafting construction and engineering contracts and ancillary documentation based on industry standard forms and bespoke agreements.
