Angela Clayton - President

Angela Clayton is the President, Project Delivery with Infrastructure Ontario where she is responsible for overseeing the strategy, planning, and implementation of infrastructure projects across Ontario. Angela is a Chartered Professional Accountant with a bachelor's degree in commerce and several professional designations including Project Management Professional, Facilities Management Administrator, and Real Property Administrator. She is a passionate advocate for women in the infrastructure sector and is actively involved in the Women's Infrastructure Network. She is currently a director on the boards of the YW Kitchener-Waterloo and Ronald McDonald House Charities Toronto.

Colin Flock - SVP

Colin Flock is the Senior Vice President of EllisDon Facilities Services, honing his expertise in infrastructure and asset maintenance, operations, and management. Flock's leadership in this space provides EllisDon with the highest standards of facility management while remaining sustainability-conscious and guaranteeing a better-built environment. From the East to West Coast, Flock brings 25 years of experience in facilities services and has successfully positioned the EllisDon team as industry leaders within the facility management. He started his career in the industrial sector with Redpath Sugar in Toronto, Ontario optimizing equipment and processes to reduce energy and maximize throughput. Moving through various engineering positions ultimately to become the Plant Manager, in which he was responsible for the operation and maintenance of the facilities, equipment and systems. Colin then moved to Vancouver and worked in the public sector for the University of British Columbia as head of the trades in the Building Operations group. Back in Ontario, he assumed the role of Director of Facilities and Planning for the Royal Canadian Yacht Club responsible for reducing the deferred maintenance, stablishing long term capital and real estate plans. The lure of the Public, Private Partnership model brought Colin to Oakville Trafalgar Memorial Hospital where he was the Facility General Manager for the EllisDon/Carillion partnership on the site. He now oversees the entire operations from coast to coast of the EllisDon Facilities Services team. With over fourteen active P3 projects, the team he leads leverages knowledge and expertise during construction through to operations to provide the projects with the highest standard of facility management while remaining sustainability conscious optimizing the long-term life of the assets. Colin has been featured in CTV New Northern Ontario, SustainableBiz.ca, and OnSite magazine as a leading expert on facilities management.

Jensen Clarke

Jensen Clarke is a senior member of the Fengate Infrastructure investment team and is responsible for P3 partnering and project development across Canada and the US. As the firm's business development and teaming lead, Jensen is focused on a strategic roster of high-profile P3 pursuits across North America. His most recent resume includes the LAX Consolidated Rent-a-Car Facility, Macdonald Block Reconstruction project, Prince George's County Public Schools project, and Gander and Grand Falls-Windsor Long-Term Care Homes project. Prior to joining Fengate in 2013, Jensen was a senior member of the transaction finance group at Infrastructure Ontario, a Crown agency with a mandate to build and modernize vital public infrastructure and maximize the value of government-owned buildings and land. Jensen holds an MBA from the Schulich School of Business at York University and a Bachelor of Business Administration from Wilfrid Laurier University.

John Gorman - CEO, President

John Gorman is President & CEO of Canadian Nuclear Association and past President & CEO of the Canadian Solar Industries Association (CanSIA). John served as Canada's Designate to the International Energy Agency's Executive Committee (PVPS) and was a Founder of the Canadian Council on Renewable Electricity (CanCORE). He's using this experience to secure a leading role for nuclear energy at the heart of Canada's energy transition. Before joining CanSIA, he was the Senior Vice President of Empower Energies, an innovative, global integrator of energy systems. He has served as a director on the boards of numerous community and corporate organizations, including one of the nation's largest electric utilities. John has been recognized as one of Canada's CLEAN50 and was awarded the designation of Climate Project Ambassador by Nobel Laureate Al Gore in 2008.

Lawren Green - SVP

Lawren Green is Senior Vice President at Kiewit Development Company. Based in Los Angeles, Lawren's responsibilities include origination, project development, financing, and asset management for Kiewit's investment and alternative procurement pursuits across North America in both the infrastructure and energy markets. Lawren also oversees the financial and operational performance of several of Kiewit's project investments, which includes serving on the Board of Directors for those project companies. Lawren has over 15 years of project finance and development experience delivering projects across a variety of asset classes in the United States and Canada, including education, higher education, district utilities, healthcare, road, rail, and social housing. Lawren joined Kiewit in 2014, and prior to Kiewit he was an investment professional for Concert Infrastructure Ltd., a leading, pension fund owned, private equity investor focused on developing infrastructure projects across Canada. He started his career at Infrastructure Ontario where his work included developing the P3 framework for affordable housing, delivering almost 400 units of affordable housing. Lawren holds an MBA from the Schulich School of Business, and an Honours Bachelor of Business Administration from Wilfrid Laurier University.

Michael Lindsay - CEO

Michael Lindsay is President and CEO of Infrastructure Ontario (IO). He was appointed CEO in November 2020. In this role, he works closely with his Executive team and with partners in both the public and private sectors to build, manage, finance and enhance the value of the Province's assets. As the Global Director of Infrastructure Planning & Advisory at Hatch, Michael helped governments create public private partnerships ("P3s"), and helped private investors effectively negotiate the terms and scope of those partnerships.

Niilo Edwards - CEO

Niilo Edwards is the Chief Executive Officer of the First Nations Major Project Coalition. He is also the Chief Executive Officer of the FNMPC Advisory Centre, the revenue generating arm of FNMPC. At FNMPC, Niilo is responsible for operational strategy which includes business capacity services to First Nations on project portfolio worth over $40 billion in capital cost. Niilo's interests lie in business strategy, catalyzing business opportunity, and risk mitigation. His strengths include dealing with unique, complex, and challenging projects. Niilo has spent the last 15 + years working with organizations to advance Indigenous business capacity and participation in major project development. Niilo has served as an advisor to national organizations including the First Nations Financial Management Board and the Standing Senate Committee on Aboriginal Peoples in the Senate of Canada. Niilo is a board member of the Canadian Council for Public-Private Partnerships and a corporate trustee for a First Nations-owned corporation. He also serves on various advisory councils including the Sustainable Finance Action Council's Net Zero Capital Allocation Working Group, Electrifying Canada, and the University of Ottawa's Positive Energy Initiative. Niilo is a kidney transplant recipient and an advocate for organ donation.

Pat Dalzell

Pat Dalzell is the Executive Director of Corporate Affairs at Bruce Power, a role primarily focused on the development and growth of the corporate identity through government and stakeholder engagement; corporate and community communications; and promoting areas of energy innovation and the use of nuclear isotopes in the fight against cancer. Previous to this, he held the role of Director of Government and Stakeholder relations coordinating partnerships with all levels of government along with key member associations, economic development groups, the electricity system operator and labour representatives. Pat started his career at Bruce Power in 2011 as a Senior Financial Trader where he worked on the Geographic Diversification Initiative to develop new trading strategies and optimize regional diversification. In 2015, he embarked on a new position with Bruce Power working alongside the Chief Investment Officer helping to oversee the investment and risk management of Bruce Power's defined benefit pension plan. Prior to working for Bruce Power, Patrick worked as a hedge fund derivatives trader at Aquilon Power. Pat holds a Bachelor of Commerce Degree in Finance from Concordia University and currently serves on the board of directors of the Canadian Nuclear Association and is the Chair of the Association of Power Producers of Ontario (APPrO). He is a charter holder of the Chartered Financial Analyst (CFA) program and completed the Enhanced Plant Operational Awareness (EPOA) technical training certification and the Leading the Business Program at the IVEY Academy at Western University.

The Honourable Lisa Raitt

The Honourable Lisa Raitt joined CIBC Capital Markets in January 2020, having previously worked in both the public and private sectors. Ms. Raitt's current focus is on senior client coverage and business development with clients in the energy, infrastructure and industrial sectors, which align closely with her deep expertise. Prior to her current role, Ms. Raitt was the President and CEO of the Toronto Port Authority. She was elected into the House of Commons in 2008, where she went on to hold three senior portfolios serving as Minister of Natural Resources, Minister of Labour, and Minister of Transport. Most recently, Ms. Raitt was the Deputy Leader of the Official Opposition and the Conservative Party of Canada. Ms. Raitt holds a Bachelor of Science degree from St. Francis Xavier University and a master's degree in Chemistry from the University of Guelph. She possesses an LL.B from Osgoode Hall Law School and was called to the Ontario bar in 1998. In 2020 Ms. Raitt was named a Woodrow Wilson Center Global Fellow of the Canada Institute.

The Honourable Sean Fraser

The Honourable Sean Fraser was first elected as the Member of Parliament for Central Nova in 2015. He now serves as the Minister of Minister of Housing, Infrastructure and Communities. He has previously served as Minister of Immigration, Refugees and Citizenship, as Parliamentary Secretary to the Minister of Finance and to the Minister of Middle Class Prosperity and Associate Minister of Finance, and as Parliamentary Secretary to the Minister of Environment and Climate Change. In 2021, he also served concurrently as Parliamentary Secretary to the Deputy Prime Minister. Prior to entering politics, Sean built a successful legal practice as a commercial litigator with one of Canada's top-ranked law firms, and studied international law under a Judge of the International Court of Justice and a Former Secretary-General of NATO as part of his Master's Program in The Hague in the Netherlands. He also spent time working as a human rights lawyer for marginalized groups and individuals in Johannesburg, South Africa. Minister Fraser grew up in Pictou County Nova Scotia, where he and his wife, Sarah, are raising their young family.

Tim Murphy - CEO

Tim Murphy has served as Managing Partner and CEO of McMillan LLP since January 2022, after serving 6 years on the firm's Executive Committee. He is also a Managing Director of McMillan Vantage Policy Group, an innovative government relations and communications affiliate of the firm. He is a recognized leader in public-private partnerships and in project financing major infrastructure assets across Canada and was previously a litigator. He is author of the leading text "Public-Private Partnerships in Canada: Law, Policy and Value for Money", the author/editor of the textbook "Construction Law in Canada" and an adjunct professor at the University of Toronto Faculty of Law. Tim was previously Chief of Staff to the Prime Minister of Canada and Canada's Finance Minister, as well as an elected member of the Ontario Legislature. He is currently Chair of the board of the public agency building the Gordie Howe Bridge in Detroit and Windsor. He serves on the Board of Directors of Morguard REIT, one of Canada's leading real estate companies and was Chair of the Board of the Toronto Community Housing Corporation, the City's housing agency with more than 111,000 tenants. He has a Master of Laws from Osgoode Hall Law School.
