Abdul Haseeb Basit - CFO

Abdul is a Board Member and CFO of Global Digital Finance (GDF), a not-for-profit membership association that promotes fair and transparent markets for crypto and digital assets. He is also a Co-Founder and Principal of Elipses, an advisory and investment firm focused on digital disruption in the finance sector. He is the former CFO of Innovate Finance, a not-for-profit FinTech members association that played a key role in establishing the UK as the premier FinTech Hub globally. He also previously served as Chair of Yielders, an Islamic FinTech marketplace for alternative asset classes. Prior to this, Abdul spent a decade working for tier 1 banks, including Credit Suisse and ​​BNY Mellon. He is a qualified management accountant and holds an MBA (with distinction) from Imperial College Business School. Abdul was selected as a top 100 BAME leader in UK Tech 2018.

Andrew Smith

Andrew is the Government and Regulatory Affairs Director - Americas at GDF. Previously, Andrew was appointed to senior leadership roles at the U.S. Departments of Treasury, Justice and International Trade Administration where he worked on a variety of domestic and international finance, blockchain and digital asset topics. Prior to his public service, Andrew worked as a commodities analyst and broker with an international investment bank and interdealer brokerage firm.

Dawn Stump

Dawn Stump is a Non-Executive Director and Chair of the Regulator Forum at Global Digital Finance (GDF) She is a regulatory expert, widely respected for her leadership, bipartisanship, and consensus building among senior government officials, senior regulatory ministry officials, corporate, and academic leaders worldwide. Dawn recently served on the Commodity Futures Trading Commission (CFTC). As one of five Commissioners, she helped to shape the CFTC's regulatory priorities. She additionally represented the agency externally in various international forums, including the International Organization of Securities Commissions. Among her personal priorities at the CFTC, Commissioner Stump sought to educated and clearly communicate regulatory expectations to the public, including the agency's role in overseeing digital assets. She also championed new agency-wide data protection procedures for the consistent handling of data intake and strengthening of responses to potential cyber intrusions. Prior to serving as a Commissioner at the CFTC, Mrs. Stump was Senior Vice President of the Futures Industry Association and concurrently Executive Director of its Americas Advisory Board, where she advised its President and global Board of Directors. She also was Vice President at NYSE Euronext where she helped develop regulatory compliance policies alongside her international counterparts to ensure adherence across jurisdictions. During her early career in public service, Dawn served as senior professional staff for the U.S. Senate Committee on Agriculture, Nutrition & Forestry where she was actively involved in negotiating reform of derivatives market regulations contained in the Dodd-Frank Act. She was also responsibility for oversight of commodity and financial derivatives, under the jurisdiction of the CFTC.

Elise Soucie

Elise is the Director of Global Policy & Regulatory Affairs for Global Digital Finance. Elise was formerly an Associate Director at the Association for Financial Markets in Europe (AFME) where she lead the division's Digital Assets and Data Strategy work, with a focus on emerging regulation such as the Market in Crypto Assets (MiCA) legislation and the European Commission's targeted consultation on open finance and data sharing in the financial sector. Furthermore, she also worked closely with global standard setters, driving and guiding engagement between the capital markets industry and bodies such as the FSB and IOSCO. Prior to her work at AFME, Elise was in the public sector, working at the Financial Conduct Authority (FCA) in both their Technology, Resilience and Cyber Division and International Division. Notably she pioneered the FCA's International Digital Assets strategy in 2022 and led technical policy dialogue on DLT, Consumer Risks, Central Bank Digital Currencies (CBDC's), and Decentralised Finance (DeFi), among other topics. Elise was named ‘Next Generation Leader of the Year' at the 2022 Women in Finance Awards UK. Elise's experience with both the public and private sector enables her to support members in their engagement with policy makers around the globe. She has experience in both drafting and advocating for regulatory outcomes that will support the development of the digital assets ecosystem, and her technical understanding of the industry makes her well suited to represent the membership of Global Digital Finance.

Evelynn Law

Evelynn is an Analyst at GBBC Digital Finance (GDF) and a penultimate year Bachelor of Laws student at the London School of Economics and Political Science. Her interests lie in the intersection between technology and the law, particularly surrounding regulations and standard-setting in digital finance. Evelynn works closely with GDF working groups on the institutional adoption of digital assets and the growth of digital financial market infrastructure.

Greg Medcraft

Greg Medcraft is Co-Chair and Board Member at Global Digital Finance (GDF). Greg Medcraft is the former Director of the OECD Directorate for Financial and Enterprise Affairs and was responsible for contributing guidance, strategy and support for the Directorate's policy and standard-setting work in a number of areas including Blockchain and Distributed Ledger Technology (DLT); digital assets, tokenization, and securitization: and, ESG reporting. Greg was responsible for the creation of the OECD's Blockchain Policy Forum, the preeminent global policy maker forum for blockchain policy and governments." Greg has extensive financial markets experience in both the private and public sectors. Medcraft began his career with accounting firm KPMG before moving to Société Générale where he became Deputy Global Head of Financial Engineering, finishing his tenure as Managing Director and Global Head of Securitisation. Greg was also CEO of the Australian Securitisation Forum and co-founded the American Securitization Forum where he was Chairman for several years. From 2009 to 2017 Greg served first as Commissioner and then as Chairman of the Australian Securities and Investments Commission (ASIC), Australia's corporate, markets, financial services and credit regulator. He was the Chair of the International Organization of Securities Commissions (IOSCO) Board and a member of the Financial Stability Board from 2013 to 2016. IOSCO is the leading international policy forum and global standard setter for securities regulation.

Lavan Thasarathakumar

Lavan is a Non-Executive Director of Global Digital Finance (GDF). He leads our efforts in representing the view of the industry to policy makers and regulators and distilling and disseminating information that has come out of them back to the industry. A thought leader in the field, Lavan has spoken at a number of public events including the World Government Summit, EuroFi, Digital Assets Week, London FinTech Week and many more. Lavan was a former UK advisor at the European Parliament with a focus on Economic and Monetary Affairs within which he specialised in emerging technologies advising on a number of FinTech, Cryptoasset and DLT files. Most notably, he advised the rapporteur of the EU Crowdfunding Service Providers Regulation and the Comprehensive European Industrial Policy on Artificial Intelligence and Robotics. Lavan is a director at Thasa Consulting, which he advises firms, trade associations and supranational organisations on matters pertaining to emerging tech policy. Notably he authored the Commonwealth Secretariat Regulatory Guidance on Virtual Currencies in 2019 and the UK FinTech Strategic Review in 2021. Lavan is also a Consultant at Hogan Lovells, where he works within the Digital Assets and Blockchain Practice.
