Aileen Miller

Aileen joined the Scottish Arbitration Centre in January 2017 as Administrator. She has previously lived in Dublin where she studied for a BA (hons) in Photography at the Dublin Institute of Technology, which she obtained in 2011. Since then she has been living and working in Edinburgh where she has most recently worked as a Waiting List Co-ordinator for NHS Lothian based in the Princess Alexandra Eye Pavilion Hospital.

Alison Ross

After graduating from Christ Church, Oxford, with a first in English, Ali studied law at City University and the Inns of Court School of Law. She practised for five years as a barrister in London, doing a mix of civil and criminal hearings and spending many hours a day on trains to far-flung courts. She joined GAR a year after it was founded, in 2007, and was delighted to replace trips to Milton Keynes county court with conferences in Rio, Singapore and Mauritius. She became Editor in 2009. She has also written for the Evening Standard.

Andrew is Co-Chair of the IBA Access to Justice and Legal Aid Committee, and sits on the IBA Presidential Task Force on Climate Change Justice and Human Rights. An Associate Member of CIArb, he also sits on the RICS Dispute Resolution Appointments Board in Scotland, is an alternate member of the ICC UK Arbitration and ADR Committee, and has a seat on the Scottish Government Digital Justice Strategy Reference Group. Andrew Mackenzie has been Chief Executive of the Scottish Arbitration Centre since its establishment in 2011. He is also Secretary General of the International Centre for Energy Arbitration. A solicitor on secondment to the Centre from the Scottish Government, Andrew previously worked as a legal adviser to that Government. He was also Secretary to Lord Cullen's Review of Fatal Accident Inquiry Legislation before becoming Head of Courts and Legal Services Reform in the Scottish Government, where he had policy responsibility for legal services, civil courts, and alternative dispute resolution, including the Government manifesto commitment to establish an international arbitration body in Scotland. Dr William George Burgess

George has recently taken up a new post in the Scottish Government, leading on EU and International Trade and Investment, with particular emphasis on the outcome of the EU referendum. Prior to this, he had been Head of the Environmental Quality Division since 2011, where his responsibilities included waste and resources, radioactive materials, the water environment, flooding and reservoirs, sponsorship of the Scottish Environment Protection Agency and better environmental regulation. Prior to this he worked in the Scottish Government on Facilities Management, Criminal Justice, Finance, Devolution and Constitutional Policy and as Private Secretary to the Deputy First Minister. George has an MA in Natural Sciences and a PhD on Electron Microscopy from the University of Cambridge.

Gillian Carmichael Lemaire

Gillian is dual-qualified as a Member of the Paris Bar and a Scottish solicitor, based in London at Carmichael Lemaire Ltd. Having started out as a litigator in Glasgow, she has spent most of her 35-year career in international arbitration and, more recently, mediation. Jan Marshall

Jan Marshall is a member of the Government Legal Service in Scotland. She is currently Head of the Civil Law and Legal System Division in the Scottish Government Justice Directorate. The Division deals with policy related to tribunals, court reform, law reform, family and property law, legal aid and access to justice. Prior to this, Jan was Legal Secretary to the Advocate General for Scotland, one of the UK's Law Officers, based in London. She has provided legal services to the Scottish Government on a range of topics including criminal justice, health and employment law. Prior to joining the civil service she was a solicitor in private practice.

Janey L Milligan

Since 1997, Janey has been Managing Director of Construction Dispute Resolution. Initially qualifying as a chartered quantity surveyor and after 15 years in private practice, Janey lectured at Glasgow Caledonian University (GCU) on professional practice and construction contracts and dispute resolution. Janey has wide experience in construction contracts specialising in providing contract advice to contractors and consultants in the construction industry, and in dispute resolution in the roles of Adjudicator and Arbitrator. Janey qualified with a Masters Degree in Construction Law from the University of Strathclyde in 1997. With her extensive and varied experience she has been appointed to provide Expert Opinion in the areas of quantum in relation to construction contract claims for extension of time and loss and expense; contract administration and professional negligence. Always actively involved with the Royal Institution of Chartered Surveyors, Janey is a Past Chairman of RICS Scotland (2007-2008) and is a Non executive member of the RICS UK World Regional Board.

Jonathan Broome

Jonathan's principal areas of practice are in construction, professional negligence and commercial disputes. Before calling to the Bar, Jonathan was a partner in a leading firm of commercial solicitors. He has a strong interest and practice in alternative dispute resolution, particularly in arbitration and adjudication. Jonathan is ranked as a Band 2 counsel in Construction, and in Professional Negligence, by Chambers UK and is ranked Band 1 in Commercial Litigation by Legal 500.
