Carl S. Perkins, Ed.D. was appointed by the Governor of Maryland to the Howard Community College Board of Trustees for a term extending through June 30, 2025. Dr. Perkins' Bio
Carl S. Perkins, Ed.D. was appointed by the Governor of Maryland to the Howard Community College Board of Trustees for a term extending through June 30, 2025.
A professional educator, Dr. Perkins began his career as a teacher in Baltimore City and after four years joined the Howard County Public School System. Dr. Perkins enjoyed a 39-year tenure, serving as a teacher, a new teacher recruiter, assistant principal at Wilde Lake Middle School, and principal of Oakland Mills Middle School, Folly Quarter Middle School, and Centennial High School. Dr. Perkins also served on the Advisory Council for Gifted and Talented Education for the Maryland State Department of Education.
Dr. Perkins was an adjunct faculty member at McDaniel College and is an adjunct faculty member and professional development school liaison and supervisor at the University of Maryland, Baltimore County (UMBC. He previously was an education consultant with Chesapeake Lighthouse Charter Schools and a supervisor of administrative interns at Loyola University Maryland.
A well-regarded educator, Dr. Perkins is a member of the professional organization of educators - Phi Delta Kappa International, a former nominee for the Howard County Educator of the Year Award, a past participant in the NASA Teacher in Space program, and a member of the Towson University Athletic Hall of Fame.
Dr. Perkins is a volunteer scuba diver at the National Aquarium in Baltimore for 40 years and is a lifetime member of the NAACP. He holds a bachelor of science degree from Towson University, a master's and doctorate from Morgan State University, where he is also a member of the Morgan State Alumni Association. Dr. Perkins resides in Marriottsville with his wife, Mamie.

Elizabeth Watson is the senior director of community development and operations for the college's division of continuing education and workforce development. She is responsible for providing oversight, management, and strategic leadership for the community development and operations teams, including division operations and programs for community development, personal enrichment, seniors, youth, and special populations. Since joining HCC in 2014, Elizabeth has served as senior director of community programs, program coordinator for the kids on campus program, adjunct faculty for the adult basic skills program, and instructor for childcare courses. She has over 20 years of experience in K-12 education as a private school principal and public school teacher. Elizabeth holds a master's degree in school administration from North Carolina State University, a master's degree in education from East Carolina University, and a bachelor's degree in elementary education from St. Francis University.

Kristin Navarro is the senior director of workforce development for the college's division of continuing education and workforce development. She is responsible for leadership of the workforce development team and programs, including customized training for the region's business community, occupational certifications, leadership and supervision, business and technology, program management, non-traditional apprenticeships, nursing and allied health, and childcare training. Prior to her current role at HCC, Kristin served in the division of continuing education as program coordinator of occupational licensure and certification programs, as eLearning coordinator, and as adjunct faculty. Kristin came to HCC with extensive career experience in education and nonprofit administration and entrepreneurship, serving as chief financial officer and program manager for the Child Care Resource Center of the San Fernando Valley in Los Angeles, CA, as adjunct instructor at Los Angeles Valley College, and as chief operating officer of an independent record label. She holds a master's degree in education with a specialty in curriculum design from Catholic University and a bachelor's degree in education from the University of Wisconsin.

Christopher Marasco was appointed to the Howard Community College (HCC) board of trustees in 2017 for a six-year term ending in 2023. Mr. Marasco previously served as vice chairperson of the board of trustees and chaired the board's legislative and community relations committee from July 2019 to June 2021.
Mr. Marasco is a senior vice president with Sandy Spring Bank, formerly Revere Bank. Before joining Revere Bank, he held the position of senior vice president, relationship manager from 2004 to 2018 for Howard Bank.
A distinguished alumnus of HCC, Mr. Marasco received the 2015 HCC Trustees' Award for significant service to the college. He served on the Board of Directors of the HCC Educational Foundation, Inc. holding both vice chair and chair positions on the foundation board during his 11-year term. Mr. Marasco also has served as the board of trustee's liaison to the HCC Educational Foundation, Inc.
Mr. Marasco has held many community leadership positions. He is a former board member for the Center for Adoption Support and Education (CASE), and previously served on the boards of the American Heart Association, The Baltimore Washington Chamber of Commerce, the Community Foundation of Howard County, the Maryland Science Center, The Ulman Cancer Fund for Young Adults, and Voices for Children.
Mr. Marasco earned an associate degree in business administration from HCC and later graduated Summa Cum Laude from University of Baltimore with a degree in finance.

Frank S. Turner was appointed by the governor to serve a six-year term, ending June 2024.
Mr. Turner is retired from the Maryland House of Delegates, having served from 1995 to 2019. During his tenure as delegate, he held many leadership roles including vice chair of the Ways and Means Committee, chair of the Howard County Delegation, vice chair of the Education and Economic Development Subcommittee of the Appropriations Committee, and House Chair of the Joint Committee on Gaming Oversight. Most recently, Mr. Turner developed and successfully proposed legislation that established the Maryland Promise Scholarship to provide tuition for students entering community colleges within two years of receiving their high school diploma, which was initially appropriated at $15 million.
In addition to serving Maryland as an elected official, Mr. Turner has had an impressive career in the field of higher education. For over 40 years, Mr. Turner taught courses in business law, real estate, and income tax accounting to students at Morgan State University's School of Business and Management. He also held the position of chair of the Department of Business Administration. He currently holds the title of professor emeritus.
Mr. Turner has won several awards for his dedication to Maryland, including the Distinguished Public Service Award from Governor Larry Hogan and the Legislative Service Award from the Legislative Black Caucus of Maryland. In November 2018, the college recognized Mr. Turner for his legacy of service to the people of Maryland. Mr. Turner currently serves as a member of the Sport Wagering Application Review Commission, created by House Bill 940 during the 2021 legislative session.
Mr. Turner holds a bachelor's degree from North Carolina Central University and a J.D. from the University of North Carolina School of Law and North Carolina Central University. Mr. Turner and his wife reside in Columbia, Maryland.

Mr. Keller is a Consultant with Peloton Strategies Group, where he works with small and mid-sized organizations to develop and implement strategies to enhance organizational value through innovative and creative approaches to traditional business challenges. He is a retired U.S. Air Force Reserve Intelligence Officer.
Mr. Keller's other business experience includes his role as founder and president of N-M Holdings, a UPS Store franchisee. The business operates multiple retail centers and is one of the largest franchise operators in central Florida. He was also cofounder, president, and CEO of Sage Management, a professional services firm serving the U.S. intelligence and national security communities.
Active in his community, Mr. Keller formerly served on the board of directors for the Howard Community College Educational Foundation and the Howard Community College Commission on the Future. He also serves as a Trustee for the Baltimore Basilica Historic Trust. In 2013, he was ordained a Deacon of the Catholic Church by His Excellency, Archbishop William Lori, STD, and was assigned ministerial duties at the Basilica.
Mr. Keller earned his bachelor's degree in government and politics from the University of Maryland, College Park, and his master's degree in information and telecommunication systems for business from the Johns Hopkins University. He lives in Clarksville with his wife, Sheri, a retired Howard County school teacher.

Previously, Ms. Solá-Carter served as the board's chairperson and chair of the board's audit and finance committee from July 2019 through June 2021 and board vice chairperson and chair of the board's legislative and community relations committee from July 2018 through June 2019.
Ms. Solá-Carter established FelÃcita Solá-Carter Consulting in 2009. She is a consultant, coach, and trainer on leadership, employee development, and diversity strategies. She is a Senior Advisor to Government Leaders with the Partnership for Public Service and other nonprofit organizations.
Previously, Ms. Solá-Carter enjoyed a stellar career with the Social Security Administration (SSA). From 1971 through 2009, she advanced from her first position as a Claims Representative in the Washington Heights neighborhood of New York City to attain the position of Assistant Deputy Commissioner for Human Resources. In this role, Ms. Solá-Carter provided leadership of human resources areas including training; personnel; civil rights and equal opportunity; labor, management, and employee relations; human capital planning; and executive services support.
In addition, Ms. Solá-Carter is an active community leader. Her service to the community includes president of Conexiones, Horizon Foundation trustee, a member of various Howard County councils and advisory councils and committees, graduate of Leadership Howard County Premier (2011), Howard County General Plan Task Force member, founding board member of the Bright Minds Foundation, and a member of the Howard County Library System's Choose Civility Campaign.

Ms. Ziegler is the owner and manager of Carroll Mill Farm, a 360-acre feed grain farm. Additionally, she holds the role of co-owner and managing partner of Commonwealth Imports, LLC/Natalie Ziegler Designs, a wholesale jewelry manufacturing company. Before starting Commonwealth Imports, she worked as a booker and segment producer at CNN.
Engaged in the community, Ms. Ziegler serves on the NAACP Education Committee and is active with the Howard County Farm Bureau and Inspire Young Voters, a multi-organization effort to encourage young people to vote. Formerly, she served on the boards of the Howard County Economic Development Authority and the Homewood House Museum at Johns Hopkins University.
