Clay is a successful entrepreneur with verifiable year-after-year growth in revenue, profit, and business objectives within start-up, turnaround, and rapid-change environments. Clay has significant experience in mergers, acquisitions and strategic alliances. Clay has a track record of cultivating healthy cultures and developing successful key executives through fast growth and multiple transitions.

David Enterline has over fifteen years legal consulting, business development, executive management and administration experience in greater China. He is a licensed U.S. lawyer with U.S. diplomas in International Relations (B.A), Law (J.D.) and International Business Law (LL.M.).
While David is professional career has been predominately working as an international lawyer in Taiwan, Hong Kong and China, David has held several other positions, including serving as the Representative for the Oklahoma International Marketing Office in Taiwan representing the State of Oklahoma Department of Commerce concurrent with his legal practice in Taiwan, and as a Hong Kong Director of a multinational company with offices in Japan, Taiwan and Hong Kong.
David practice focuses on inbound and outbound regional investment matters (corporate registrations, regional business development, employment and investment immigration), international commercial and business matters (miscellaneous commercial agreements), and international dispute resolution issues and U.S. immigration matters, focusing on investment and EB-5 immigrant investors.
Some of David¡¦s more notable accomplishments have been achieving the Advanced Communicator award in Toastmasters International, and having been selected for An International Who¡¦s Who of Corporate Immigration Lawyers published by Law Business Research. He is fan of new technology, Oklahoma athletics, and all water sports, especially surfing and diving.

Eric Zhang has over five year hands-on experience in managing EB-5 related business, from project development to recruitment of investors, with 100% success.
Eric is involved in project development and in charge of investors relations. With over 20 year international management and investment consulting experiences, Eric is able to provide critical input on business structure design and business plan development. He is the only one among our main team members who fully understands the Chinese culture and the needs of Chinese investors.
Eric is the CEO of Global Capital Fund LLC, a Black Gold Group company that's specialized in international investment consulting and services. From 2007 2010, he served as the Chief Representative of the FDI Office of the State of Oklahoma in China. He has also helped many Fortune 500 companies, including Wal-Mart, GE, Microsoft and Apple do business with or in China since 1994.
Eric Zhang native to Beijing, China and migrated to the United States in 2000. He received Master's degree in mechanical engineering.
Todd Hudgins - CEO, Chief Legal Officer

As General Counsel, Todd helps set up the regional center's guidelines for operation and project selection. He is responsible for developing the legal structure and documents for all EB-5 projects and helps to ensure each project is in compliance with applicable laws. He also provides immigration and non-immigration related legal services and advice to EB-5 investors.
In addition Todd is the managing member of Horizon Attorneys & Counselors at Law PLC, in Tulsa, Oklahoma. Todd is also an owner of Horizon Certified Public Accountants and Consultants PLC. He is responsible for assisting clients in understanding and solving complicated legal and tax issues relating to their businesses, helps them protect their assets from creditors, and designs and implements plans to transition their business and assets to the persons of their choosing while minimizing the tax consequences of these transfers.
Warren E. Ross, DBIA, LEED AP BD+C, CCE, MRICS, PMP, is President and CEO of the Ross Group. As President/CEO, Mr. Ross manages the daily operations and long-term planning of The Ross Group and its affiliates, Ross Engineering, Ross Group Design-Build and Westmoreland Builders. Mr. Ross works with stakeholders throughout the project lifecycle to ensure that the customer's goals for the project are delivered in accordance with cost; health, safety and environmental; quality and schedule requirements. With this business practice in mind, Mr. Ross has guided The Ross Group and its affiliates in developing ongoing customer relationships throughout the nation by utilizing conventional and alternative procurement methods, so that our customer's project specific needs and long term goals are attained. During his 23 years working with The Ross Group, Mr. Ross has been involved with and directed the completion of over $1 billion in construction contracts.
Mr. Ross received his Bachelor of Science degree in Mechanical Engineering from Massachusetts Institute of Technology (MIT) in 1995 and his Masters of Business Administration from the University of Tulsa in 2002. Mr. Ross holds the license for the company in all states requiring contractor licensure and is certified as a DBIA, CCP, DBIA, LEED AP BD+C, MRICS and PMP.
Mr. Ross currently participates in the following civic and charitable organizations: Leadership Oklahoma (Director), Ross Charitable Foundation (Director), University of Oklahoma (Advisory Board for Construction Science) and University of Tulsa (Trustee). He previously has served as a Director for Cherokee Nation Industries and Advisory Board Member of Bishop Kelley High School.
