Charles M. Miller

Charles M. Miller is the principal of The Miller Law Offices, which has long been recognized by U.S. News and World Report as one of the top immigration law firms in the United States. Mr. Miller founded The Miller Law Offices in 1979 after serving as a General Attorney for the legacy U.S. Immigration and Naturalization Service (INS). He also helped to establish immigration and nationality law as a field of legal specialization in California, serving the State Bar of California's Specialty Advisory Commission both as its chairman and as a member, and has been a certified specialist in this area since 1991. He has been recognized by Best Lawyers in America in the field of immigration law from 1991 through the present, and was named one of the 2017 "Lawyers of the Year" in immigration law by Best Lawyers Business Edition. He has a Martindale-Hubbell Peer Review Rating of AV Preeminent (5.0), representing the highest level of professional excellence. He has also served on the National Board of Governors of the American Immigration Lawyers Association (AILA); as the chair of AILA's Southern California Chapter, its Visa Office Liaison Committee, and its Compliance Auditing Standards Task Force; and as the co-chair of its National Verification and Worksite Enforcement Liaison Committee. Samuel M. Miller

Miller, J.D., Ph.D. advises clients in complex business immigration matters involving the PERM labor certification process, nonimmigrant and immigrant visa petitions, and consular processing, with particular expertise in representing attorneys and law school graduates. He also leads preparation of the firm's responses to requests for evidence (RFEs) from U.S. Citizenship and Immigration Services and to PERM application audits by the U.S. Department of Labor, as well as the firm's submissions in appellate proceedings. His professional experience includes employment as an associate at Debevoise & Plimpton LLP in New York City, where he was a member of Debevoise's mergers & acquisitions practice group, as well as a federal appellate clerkship with the Honorable Thomas M. Hardiman of the U.S. Court of Appeals for the Third Circuit in Pittsburgh, Pennsylvania. He has also been recognized by Best Lawyers in America and by Super Lawyers, and has received a Martindale-Hubbell peer review rating of AV Preeminent (5.0), representing the highest level of professional excellence. Dr. Miller also has an extensive background in economics and statistics, with a particular interest in their intersection with immigration and other fields of law. He has served the American Immigration Lawyers Association (AILA) as a quantitative expert in several capacities, including serving on AILA's national Technology and Innovation Committee and on AILA's H-1B task force, where he helped successfully challenge the Department of Labor's October 2020 recalculation of the prevailing wage levels applicable to H-1B and other visa classifications and to PERM applications. He is also a member of the American Law and Economics Association and the Society for Empirical Legal Studies. He holds a J.D. from Harvard Law School, where he was a member of the championship team in the Ames Moot Court competition; served as deputy editor-in-chief of the Harvard Civil Rights-Civil Liberties Law Review and as secretary of the Harvard Immigration Project; interned with the Harvard Immigration and Refugee Clinic; and provided research assistance to Professor W. Kip Viscusi (now co-director of the Ph.D. Program in Law & Economics at Vanderbilt University). He also holds a B.A. magna cum laude in Economics from Harvard College; an M.Phil. in Economics from the University of Oxford; and a Ph.D. in Law & Economics from Vanderbilt University, where he studied immigration as a University Graduate Fellow and Law & Economics Scholar. Seth M. Miller

Miller, J.D., M.F.A. advises clients in business, entertainment, and family-related immigration matters. His areas of focus include nonimmigrant classifications - particularly H-1B specialty occupation workers, O-1 individuals of extraordinary ability or achievement, P-1 athletes, artists, and entertainers, and TN professional workers under the United States-Mexico-Canada Agreement - as well as employment- and family-based permanent residence and applications for naturalization. Mr. Miller brings a unique professional background to the practice of immigration law, including considerable experience within the entertainment industry both as a television producer and a professional actor. As a producer, he worked on programs for NBC, ESPN, MTV, Bravo, and various other networks and platforms; as an actor, he appeared as a guest star and co-star in programs for ABC, the CW, and the Disney Channel, and was also featured in several commercials. He has been a member of the Producers Guild of America since 2013 and a member of the Screen Actors Guild since 1997. He is an active member of the American Immigration Lawyers Association (AILA), including membership in its New England and Southern California chapters. Mr. Miller holds a Juris Doctor degree from Southwestern Law School, where he received the CALI Excellence for the Future Award; a Master of Fine Arts degree from Chapman University Film School, where he was a recipient of the Marion Knott Fellowship; and a Bachelor of Arts, with honors, in Media Studies from Pitzer College. Terri Senesac Miller

Prior to co-founding Miller Immigration Law LLP, she served as managing attorney of The Miller Law Offices - ranked among the top immigration law firms in the United States by U.S. News and World Report - for over thirty years. She also served the legacy U.S. Immigration and Naturalization Service (INS) at district offices in Boston, Los Angeles, and New York, at its central office in Washington, D.C., and at the U.S. Embassy in the Philippines. During her tenure with INS, she was honored with the Department of Justice's Special Achievement Award and its Outstanding Performance Award. Ms. Miller has been recognized by Best Lawyers in America in the field of immigration law for each of the last eighteen years, and was named one of the 2017 "Lawyers of the Year" in immigration law by Best Lawyers Business Edition. Together with Charles M. Miller, Ms. Miller has also received the Jack Wasserman Memorial Award from the American Immigration Lawyers Association.
