Adam Schofield

Adam is a chartered surveyor with over 20 years experience providing lease advisory services to both landlords and tenants. Adam provides advice across a wide range of property sectors including warehouse/logistics/trade counters, offices and retail. Adam also has significant experience dealing with specialist properties including bus stations and leasehold open land. Adam's career has specialised in the negotiation of lease terms and rents for the purposes of rent reviews, lease renewals and lease regearing. This has provided Adam with in-depth knowledge and experience in handling these discussions and in acting as an expert witness for third party dispute resolution. Adam's 20 years of specialist lease advisory experience means he is experienced in negotiating both in rising and falling property markets.

Aimee Whitehead

Aimee joined DWD in August 2022, having previously worked in both public and private sector across a wide range of projects. Aimee has an understanding of mixed-use, residential, industrial, energy and commercial schemes across the UK. Aimee has experience across the planning process, comprising preparing and managing planning applications, as well as project management and co-ordinating project teams. Aimee advises both Big Yellow and Armadillo Self Storage on planning matters across their national portfolios, and is presently working on several major applications in London. Aimee holds a degree from the University of Cardiff (BSc) in Geography and a Masters from University College London (MSc) in Housing and City Planning. She is currently working towards her APC to become a Chartered Planner.

Alan Vickery

Alan is the Head of Business Rates at DWD and has more than 30 years experience in the UK business rates industry with a rounded knowledge of all sectors and expertise in complex and high value appeals. Expert in Business Rates, Alan specialises in advising on technical and legal issues, with extensive experience of negotiating appeal settlements and taking cases to tribunal. In addition to traditional case work, Alan takes personal ownership of the business rates affairs for a number of significant clients.

Alex McCombie

Alex is a chartered town planner with 10 years' experience in Planning gained in a variety of private and public sector roles. In his most recent planning consultancy role prior to joining DWD Alex was the Project Lead on a number of Solar and Battery Energy Storage System (BESS) applications, progressing several of these schemes through to successful determination. He has worked with a number of energy developer clients to provide end to end planning services. This covered initial site appraisals and EIA Screening requests to identify sites with development potential, followed by subsequent agreement of fees and a scope of work to progress sites through pre- application and planning applications stages. The role as a lead on these projects also included the management of technical consultants to ensure technical reports were prepared in a timely and efficient manner to meet Client expectations, to support both pre application and applications submissions. Alex also has extensive experience of post determination work including the agreement of Section 106 agreements, discharge of conditions work and variation applications. In regard to Solar and BESS development Alex has led the planning on a number of projects in England and Scotland for Balance Power, Clearstone, Zenobe, Anglo Renewables and Endurance Energy. Alex also has further Client-side project experience in the mixed use, commercial residential, care home and sport facilities sectors. Beyond site appraisal, pre application, planning application and post determination stages his experience also covers the preparation of planning appeals for Clients. He has managed several appeals through to a point where the Council's original refusal has been overturned and the appeal allowed. Prior to working Client side, Alex worked for Islington and Hammersmith & Fulham Councils and the Planning Inspectorate. He subsequently has a good understanding of Council procedures and processes and the often-political nature of Council & Planning Inspectorate decision making to ensure tailored planning strategies that provide the most efficient route to successful determination of planning applications and appeals.

Alice Maker

Alice joined DWD in January 2018 after completing her degree from the University of Reading in Economics (BSc Hons) and a Masters from CASS Business School in Real Estate. She qualified as a chartered surveyor in November 2020, is an RICS Registered Valuer and an affiliate member of the Rating Surveyors' Association. Alice works on a wide range of commercial property matters, including lease advisory, valuation, business rates and compulsory purchase claims. Alice has experience working with both landlords and tenants in commercial, residential and mixed-use properties.

Andrew Deller

Andrew joined DWD in October 2017. He is a chartered town planner with 13 years of experience as a planning practitioner in the private sector, including five years in New Zealand. His experience spans all sectors of planning and has advised housebuilders, developers, landowners, local authorities, education institutions, private companies and higher net worth individuals. Andrew specialises in the co-ordination of multi-disciplinary project teams, and the preparation and negotiation of all types of planning applications with particular experience of securing permissions for residential and mixed-use developments. He is happy to lead or integrate with project teams. Andrew's approach is to combine sound land use planning evidence with good design/place-making, sustainability, and commercial/deliverability considerations as a means of informing/challenging policy and achieving value for his clients. Underpinning his approach is an appreciation of national/local political drivers and the importance of maintaining effective working relationships with planning authorities. Colindale Gardens (Former Peel Centre), Colindale: Andrew has acted for Redrow with the implementation of a hybrid planning permission for the redevelopment of a 29 hectare former Metropolitan Police Service training centre site for 2,900 homes, a neighbourhood centre (up to 10,000m 2 of commercial floorspace and a major food store), and primary school. Andrew provided strategic planning advice, led liaison with the LB Barnet and managed numerous Reserved Matters applications, minor material (s73) and non-material amendment (s96a) applications, and the phased discharge of planning conditions.

Qualifying as a Chartered Surveyor in 1985, Andrew was a founding Partner of Howes & Holden, a niche Retail Practice he ran for 25 years before merging with DWD in 2013. His work takes him throughout England & Wales, dealing with all formats of retail premises but with particular interest in the food supermarket sector, large space occupiers and Department Stores. In addition to providing advice on strategy for rent reviews, renewals, re-gears and restructuring, Andrew is also on the Panel of Arbitrators and Independent Experts appointed by the RICS for dispute resolution. In 2000 Andrew qualified as an Arbitrator on the RICS Dispute Resolution Panel and followed this by qualifying in 2002 as an Independent Expert on the same Panel of dispute resolvers.

Andrew has previously worked for Allsop & Co, Donaldsons, The Valuation Office Agency, Cushman & Wakefield Healy & Baker and Bayram Vickery Meech prior to joining DWD. During that time he has managed compulsory purchase compensation claims, commercial mortgage valuations, valuations for stock market financial results and portfolio performance, rent reviews, lease renewals and market appraisals for private and auction sale principally in London and the South East.

Andrew Pilbrow

Andrew has 26 years post qualification experience in valuation and lease advisory matters, with significant experience acting as an expert witness in property disputes having given evidence in the High Court, County Court, Tribunals and Arbitrations. His clients include leading legal practices, public and private companies, SME's and private individuals. He began his career with the Valuation Office Agency in 1993 where he undertook statutory valuation work and has, subsequently, worked in private practice since 1995 holding Director and Equity Partner positions in Thames Valley and, latterly, Central London private practices. Properties advised upon cover commercial offices, warehousing and development sites where he regularly prepares expert evidence for the Courts. In a lease advisory capacity, Andrew specialises in office and warehouse property in London & the South East where he has practiced for his entire career. He has undertaken a significant amount of work in this discipline, advising clients in Arbitrations and Independent Expert Determinations, also appearing to give evidence at the County Court in contested 1954 Act lease renewals. Qualifying as a Chartered Surveyor in 1995, Andrew was formerly a Director at Avison Young and, prior to this, an equity partner at Levy LLP. Anna Woodward

Anna Woodward is a chartered Senior Planner with over 8 years' experience. She recently joined DWD, having previously worked in both the public and private sectors. Anna has worked across a wide range of industries including railway, road, and utilities infrastructure, solar energy, commercial, residential, and mixed-use planning both in UK and in New Zealand. She has experience preparing, managing and processing a range of planning applications as well as providing general planning advice to clients and project teams. Anna has represented clients and Councils at consultations, hearings and public examinations. Anna holds an honours degree in Planning from the University of Auckland, New Zealand. She worked as an Environmental Planner in New Zealand from 2014, where she practiced both in the public and private sector, before moving to the UK in 2017. At DWD Anna specialises in renewable energy schemes and is part of a team working on a large number of major solar projects. Prior to joining DWD, Anna was working for the Government-owned company, Network Rail. Through this experience, she has gained a strong understanding of the mechanics of projects as she was integrated with project teams within the business. Barry Murphy

Barry has over 17 years' experience in planning and development consultancy, advising a wide range of clients including national housebuilders, developers, landowners, religious institutions and education providers. Barry qualified as a Chartered Town Planner in 2007 and is a Member of the Royal Town Planning Institute. With experience in all areas of planning, Barry's recent projects include large Greenfield Urban Extensions, Garden Community Masterplanning, high-density mixed-use developments, smaller urban development sites and new and extended schools and places of worship. From project inception to completion, Barry provides clients with comprehensive advice on the planning and development viability of sites, advising and coordinating the full design team to ensure a successful outcome. Ben Shaw

Most recently, Ben has been working on a couple of large DCO solar farms, as well as some smaller applications. This includes assisting in policy research, working on documents to accompany applications and drafting statements. Before joining DWD, Ben earned his integrated masters degree in Urban Studies and Planning at the University of Sheffield. Ben also has experience working in a planning consultancy within Surrey. Within this previous position, Ben advised on projects across the south, ranging from small residential projects to large filming projects.

Prior to working at DWD, Callum worked in a local authority, in a customer facing role supporting the planning team with validation and delivery- related tasks. Callum works within the Energy and Infrastructure team supporting on a range of projects.

Charlie Merry

Charlie joined DWD in September 2020 and has previously worked for multidisciplinary property consultancies within London and provides tailored consultancy advice for diverse range of clients, including landowners, funds and developers, on a number of complex schemes requiring innovative planning strategies to deliver client aspirations and timeframes. Currently, Charlie is a key part of the team providing consultancy advice to a market leading e-commence company on their existing real estate portfolio and advising on their to national roll out across the United Kingdom. This includes involvement throughout the project lifecycle, from undertaking forensic planning due diligence, to managing the application process and advising on the discharge of planning conditions to enable PC and the lawful operation of the site. Over time he has developed a personable approach to preparing, managing and negotiating the planning application process, building strong working relationships with project teams and local authorities. Charlie has experience across a range of sectors and scales, from the promotion of strategic land for allocation within the Local Plan, to obtaining consent for replacement dwellings in the Green Belt. Charlie's interest also extend into engaging with discussions around the implementation and utilisation of Plan-tech and Smart Cities functions, and has past experience advising on the roll-out of the drones and rapid urban electric vehicle charging, in addition to mentoring junior members of staff through their chartership.

Chris Baker

Chris has previously worked at CBRE, JLL and Barker Storey Matthews before joining DWD. He qualified as a Chartered Surveyor in 1998 and has since been a General Practice Surveyor, for the past circa 10 years specializing in Business Rates and Landlord and Tenant work. In terms of business rates, he has taken cases to Valuation Tribunal as an Expert Witness, in particular achieving notable success at VT at Somerset House, The Strand, London which resulted in the tone at this iconic property being reduced. He has completed appeals in all sector types including retail, office and industrial and also Specialist assessments for Pubs, Hotels and Private Members Clubs. He is a member of the Rating Surveyors Association. Colin Turnbull

Colin is a chartered town planner with 19 years' experience in the private sector. He leads collaborative teams and works closely with legal professionals to achieve robustness, exceed project requirements and timescales, and secure consents that support investment decisions. Colin is also a member of the National Infrastructure Planning Association. He has worked on Nationally Significant Infrastructure Projects (NSIPs), which require a DCO under the Planning Act 2008, continuously since 2010. Roles have included options appraisal, application preparation, peer review and examination management on numerous projects, along with leading the consenting of three DCO projects end to end, including for SSE Thermal (Keadby 3 - the first carbon capture power station DCO) and EP UK Investments (South Humber Bank Energy Centre). He is currently leading a solar DCO application along with a pioneering sustainable aviation fuel manufacturing plant DCO application. Colin is particularly experienced in obtaining planning permissions for Battery Energy Storage System (BESS) projects, with over 2GW consented to date, half of which obtained capacity market contracts, and a further 3GW in preparation. Connor joined DWD in August 2021, having gained experience in the private sector working for multidisciplinary property consultants within London. At DWD he has worked on a number of projects across various sectors, with a particular focus on commercial planning where he has worked on tasks including appraising sites and managing the submission of planning applications. Ellie McGrath

Ellie joined DWD as a PA to the Planning team in 2020, as well as the Partners and Surveying team. Her role in DWD allows the both Planning and Surveying Teams to operate effectively by providing support on a range of day-to-day functions within the business, including invoicing, document production, diary and meeting management.

Emma Penson

Emma has over 11 years' experience in planning and development consultancy. Emma qualified as a Chartered member of the Royal Institution of Charted Surveyors in 2014 and as a Chartered member of the Royal Town Planning Institute in 2015. Emma is a member of the Compulsory Purchase Association and a RICS Registered Valuer. Emma specialises in advising on planning feasibility, the planning application process, development viability, site acquisition and assembly and compulsory purchase. Emma advises national and individual clients in both the private and public sector, advising on residential, education, commercial and mixed use properties and development sites, primarily in London Boroughs and the South East. Emma enjoys advising on complex projects that require a detailed understanding of planning and valuation. Projects range from individual properties to estate regeneration schemes. Emma advises clients throughout a project, from the site acquisition stage, working with clients to unlock sites through to scheme delivery. Both working with and leading project teams on complex planning and valuation matters to overcome development constraints. Emma-Jane Hayward

Emma-Jane has been a member of a large project team with a wide range of consultants, particularly for Nationally Significant Infrastructure Projects. Emma-Jane has worked in many areas of planning including railway, road, and utilities infrastructure, commercial, residential and mixed-use planning both here in UK and in New Zealand. Emma-Jane is part of the team advising on a new solar farm DCO known as Mallard Pass on behalf of Windel Energy and Canadian Solar. Emma-Jane is providing advice to Renewable Connections in relation to various sites for solar development within the UK. She also was a senior member of the planning team on the Lower Thames Crossing, a major new National Highways Road linking the M25 in Essex to the A2 in Kent. Emma-Jane was the lead for all the Special Category Land impact and approach for the entire scheme, as well as part-authoring the planning statement, managing the Green Study Infrastructure and input in the scheme.

Gabriel Cooper

Gabriel joined DWD in 2023, having previously spent a year working for a private multidisciplinary practice. Here, he co-managed the Cottam Solar Project (600MW DCO) and provided support with the West Burton Solar Project (480MW DCO) from a planning and project management perspective. Gabriel saw the Cottam Solar Project through from the Pre-application, Pre-examination and Examination stage (up to Deadline 1). Having studied Urban Planning, Design and Management at UCL, Gabriel graduated in 2022 with a first-class RICS & RTPI accredited degree. As a current affiliate member of the RTPI, Gabriel is working towards becoming an Associate member. Outside of work, Gabriel enjoys road cycling, football, and all things food.

Geoff Bullock

Geoff is a town planner and Member of the Royal Town Planning Institute and has worked in planning consultancy for over 25 years. He advises clients across a range of sectors but has particular expertise in relation to nationally significant infrastructure projects and major industrial, warehousing and logistics developments. Geoff regularly acts as lead planning advisor on nationally significant infrastructure projects, particularly within the energy sector, including thermal power projects, pipelines, carbon capture, utilisation and storage, energy from waste and solar developments, amongst others. He leads an infrastructure planning focused team at DWD and is experienced in delivering consents under a number of regimes, including the Planning Act 2008 (applications for development consent), the Electricity Act 1989 (Section 36 and 37 applications) and the Town and Country Planning Act 1990. Geoff's role on projects typically involves co-ordinating multi-disciplinary teams, advising on planning strategy and consultation requirements, leading on the preparation of key application documents, providing representation for clients at hearings and leading negotiations with local authorities and other statutory bodies and stakeholders.

Hannah Thomas-Davies

Hannah has over 11 years experience advising on UK planning matters with knowledge of a range of sectors including; large-scale warehouses, urban extensions and energy infrastructure projects. She joined DWD in January 2017 having previously worked within private consultancies in London and Bristol. Hannah has experience managing the process to make applications for Nationally Significant Infrastructure Projects through Development Consent Orders and varying applications under S36C of the Electricity Act. She coordinates with technical specialists the delivery of Environmental Statements to comply with the Environmental Impact Assessment Regulations. She has experience managing applications promoting new technologies such as electric vehicle charging hubs. Hannah is involved in all aspects of the planning process from the provision of commercially focused initial planning advice and undertaking planning appraisals, preparing and submitting planning applications and negotiating with Local Planning Authorities post-submission to secure the best results for her clients. Hannah is also experienced at preparing retail impact assessments to support applications for retail development. She has previously advised on planning matters for a new terminal at Heathrow Airport, where she assisted with the consultation and DCO application process.

Harriet Swale

Harriet is a chartered member of the Royal Town Planning Institute and has over 6 years' experience, gained in both the public and private sector. She has been instrumental in securing planning permission for a number of complex schemes on sensitive sites, including a new primary school in Lambeth, temporary events in Kensington and Chelsea, major residential developments in the South East and industrial developments across the UK. Jonathan Harris

Jonathan recently joined the team at DWD and has over 18 years' planning experience. For the last 10 years, he has been seconded to major infrastructure projects, working on their preparation, submission, examination and delivery. Jonathan started his career as a planning officer in local government before moving into private practice in 2008 where he worked on a range of projects, including Crossrail and a number of residential and industrial schemes as well as drafting of Local Plan policy on behalf of a local borough council. In 2011 Jonathan was seconded to Thames Tideway Tunnel and spent the next 10 years on major infrastructure programmes in the waste water, aviation and highway sectors. He has been involved in all stages of the DCO process and specialises in formulating effective planning strategies, managing stakeholder relationships and articulating robust needs cases in response to challenging policy requirements. Jonathan excels in building collaborative working relationships both in-house and across the spectrum of stakeholders and has an intimate understanding of the consenting regimes in both the Town and Country Planning Act (1990) and the Planning Act (2008). More recently Jonathan has been working on a number of solar and renewable energy schemes across the UK, delivering feasibility studies, preparing applications and negotiating with local authorities.

Jordan joined DWD in August 2018, having previously worked in the public sector where he specialised in Enforcement, Appeals and Development Management. At DWD he has worked on a range of projects throughout the UK across various sectors, with a particular focus on energy and infrastructure planning, where has worked on tasks including appraising sites, running community consultations and managing planning applications. Jordan also has extensive experience working within and managing multi-disciplinary project teams when assisting on Development Consent Orders under the Planning Act 2008, and other planning applications. Jordan is a Chartered Member of the Royal Town Planning Institute and also a member of the National Infrastructure Planning Association. Jordan holds a degree in City and Regional Planning from Cardiff University (BSc Hons).

Laura Tinker

Laura is a chartered town planner with over nine years' experience. She joined DWD in 2021, having previously worked in the public and private sectors. Laura has experience across both the Town and Country Planning Act (1990) and the Planning Act (2008), preparing and managing a range of planning applications. For the past five years Laura has had a particular focus on nationally significant infrastructure projects, and has worked on their preparation, submission, examination and delivery. Laura has been involved in drafting Planning Statements and Needs Cases for DCO applications as well as the project management of multi-disciplinary teams during the submission, pre-examination, and examination stages.

Leo Cunningham-Baily

Leo has developed his professional knowledge in both public and private sectors, benefiting from practical experience across a wide range of planning disciplines. He led consultant teams on residential, industrial, utilities and renewable energy projects. Leo has experience of working across consenting routes, including traditional planning applications, Transport and Work Act Orders and Development Consent Orders. Leo has also benefitted from a secondment to Transport for London, working as a consents advisor on the Rotherhithe to Canary Wharf crossing. Leo also worked as part of the specialist team assembled at the Department for Levelling Up, Housing and Communities to deliver the Government's ambitious National Infrastructure Planning Reform Programme. This has provided him with a good understanding of the internal workings of Government, and a holistic view of the Planning Act 2008 process and the proposed reform programme.

Most recently, Lindsay has been working on two large DCO solar farms. This includes assisting in site selection, policy research and application documents. Before moving to the UK, Lindsay earned an honours degree in Urban Studies and Political Science from the University of Toronto. After moving from Canada in 2021, Lindsay attended the University of Westminster, where she earned her MA in International Planning and Sustainable Development. Lindsay has earned experience working at a boutique architecture firm as a planning consultant. In her previous position, Lindsay advised on residential and commercial projects in London and across the UK.
