Fred Greene is Founder and President/CEO of FLGA, LLC. As a former Planning Director and Cabinet member of the Marion Barry Administration for Washington DC from 1982-1992, Mr. Greene managed growth and development for the City, and was responsible for many of the initiatives in place today designed to facilitate mixed-use urban environments in downtown and throughout the City, including the 14th/U Street Corridor, NOMA(North of Massachusetts Avenue), and the Capitol Riverfront District, home of the new Nationals Ballpark. He was responsible for the change to the zoning regulations to allow housing as a public benefit in Planned Unit Developments (PUD). Additionally, he instituted the SHOP District, a zoning initiative that forced more retail, housing and art space in new downtown developments. Mr. Greene stressed balanced growth within the city and accomplished it through innovative planning and development by a pro-active inclusionary policy. Mr. Greene co-chaired the Mayor's Interactive Downtown Task Force with Herbert Miller of the Western Development Corporation. Their involvement with the Task Force led to the collective development of Gallery Place, a destination center cited as a major catalyst for East End Washington DC economic development in the 2000s. Mr. Greene has served on such boards and commissions as the Pennsylvania Avenue Development Corporation, the National Capital Planning Commission, the Fine Arts Commission, and the Federal City Council. He is also formerly the Director of Planning and Development for the City of Annapolis and Director of Development for Montgomery County Maryland. His private sector experience includes Vice President of First American Title Insurance Company, one of America's largest real estate title and insurance companies, and an economic development consultant with Morton Hoffman Company, a Baltimore-based urban and economic consulting firm. Mr. Greene holds his BS in Political Science from Tuskegee Institute(University), and a MCP in Urban and Community Planning from the University of Maryland-Baltimore City Professional Campus. Mr. Greene is a native Washingtonian with almost 20 years of commercial real estate development and investment experience. As a Principal with FLGA, since 2014, Fred Greene has successfully secured and currently oversees the development of over 2 Million square feet within FLGA's portfolio, including the 500,000 square foot Howard East Towers Redevelopment in partnership with Lowe Enterprises and USAA Real Estate in addition to the 1.5M square foot Howard East Campus Masterplan Redevelopment.
