Chelle Blausey

Chelle oversees ORSI's financial reporting systems ensuring compliance with a variety of funding agency requirements. She manages all business accounts including vendor billing and tenant accounts and oversees the organizations capital improvement plan. Chelle is HUD certified by the National Center for Housing Management in TRACS, EIV, MOR and as a Certified Occupancy Specialist. She has specific training in Fair Housing. Chelle holds an Associate of Science in Business and an Associate of Applied Business in Accounting and has more than 20 years' experience in business management with the nonprofit organization.

ELAINE MUNCEY

Elaine joined ORSI in May of 2013 as their Accounting Assistant. As she has over 30+ years of accounting & bookkeeping experience. In January 2021, Elaine moved into the role of Maintenance Coordinator, with the new responsibilities of managing the completion of all maintenance requests, needs, and capital planning at ORSI and Rose Acre Manor's properties. Additionally, she oversees the supervision of the maintenance department and contractors.

Stephanie Lowe

Stephanie joined ORSI in April of 2008, bringing with her decades of leadership experience. As the Executive Director, she is responsible for the general administration of ORSI and Rose Acre Manor. Stephanie has worked in all areas of the Ottawa County housing industry from providing emergency services to homeless individuals and families to connecting residents to First Time Homebuyer programs and everything in between. Stephanie serves on the local Housing Advisory Committee, the Ottawa County Housing Authority, the Ottawa County Housing Collaborative-Continuum of Care and was on the Board of Directors for the state-wide Disability Housing Network. Stephanie is certified in Fair Housing & Landlord Tenant Law, is a Housing Development Finance Professional and is trained as a HUD Occupancy Specialist through the National Center for Housing Management.

TODD BICKLEY

Todd began his employment with ORSI in 2012, as the Housing & Leasing Manager. Todd is a 1980 graduate of The University of Dayton. Todd received a master's degree in City & Regional Planning from The Ohio State University and upon graduation, began his career with the Ottawa Regional Planning Commission. After completing thirty years, Todd retired as Director of the Commission in 2012 bringing his vast experience and knowledge to ORSI. Todd served as the Ottawa County Fair Housing Officer for 30+ years and has provided Zoning Inspection services for the City of Port Clinton, Catawba Island, and the Village of Put-In-Bay.
