BRUCE McKAY

BRUCE McKAY (1946 - 1997) received his early training and experience in quantity surveying in New Zealand and England. In 1974, he relocated to Canada to work for an international cost consulting firm, and in 1979 started his own quantity surveying firm. Mr. McKay moved to the US in 1986, where he became a principal in a Seattle, Washington, cost consulting company. In 1996, he formed The McKay/Moore Partnership with long-time colleague Patricia Moore.

Dennis Manfred

Dennis is a Mechanical Engineer with over 30 years of estimating, cost engineering, construction management, contract administration and engineering experience. For ten years he was the Chief Estimator and contract administrator for Ionics/RCC in Bellevue, Washington, responsible for estimating all disciplines on large desalinization (Reverse Osmosis) plants, vapor recompression water treatment plants mainly for the power industry and concentrators and evaporators for the Pulp and Paper industry. Projects were both domestic and overseas. The largest desalinization plant estimated was for Tampa Bay , Fl. ($100M), the largest vapor recompression plant estimated was $8M and the largest Pulp evaporator bid was $20M. Bid estimates were often done from a General Arrangement and Process Flow diagrams. He assembled bid packages for contractors and developed bid breakdowns for analysis. Prior to working for Ionics/RCC, Dennis worked with the Boeing Company in the capacity of design, estimating, and construction management for office buildings, light industrial buildings, hanger facilities, mechanical plants, warehouses, cafeterias, computer buildings and fuel dispensing facilities. Previous to Boeing, he managed a sheet metal department for a mechanical contractor and worked for various contractors doing estimating, construction management and field engineering. Denny has also worked on Various FAA control buildings and Radar Towers.

Ellis Wayne Kiser

John Maki has considerable experience in conceptual estimating, architectural estimating, and construction estimating, as well as in value engineering. He has taught estimating at North Seattle Community College. He is proficient in the use of several types of estimating software, including Timberline, MC2, WinEst, Microsoft Project, and Precision Cut and Fill, as well as Microsoft Word and Excel. His estimates encompass a very wide range of project types, include all divisions (site work, structural, architectural, mechanical, electrical, etc.), and have been formatted in both CSI and Uniformat Building Code Systems. Oftentimes, estimates were produced using metric quantities. John worked with McKay/Moore on a 30% estimate for architectural finishes on the Capital Hill Station of the Sound Transit Central Link Light Rail Project, and will be providing an estimate at the CD phase for Stevens Memorial Hospital's Cath Lab Remodel. Professional experience includes: Seversen Construction Company: As chief estimator, competitively bid 40 projects, including a sewer treatment plant, underground tank removals, apartments, condos, Navy housing remodels, an EPA hazmat addition located in Manchester, Washington, and a lemur exhibit at Woodland Park Zoo. C3 Management Group: Produced conceptual and schematic estimates on schools, firehouses, a West Seattle Community Center, an Oregon Coast Guard boat mooring facility, a University of Washington odor control facility, and a San Diego Zoo exhibit. BFC Frontier: Produced low bid on 5 out of 6 competitively bid projects, including the Mill Creek and Port Orchard LDS Churches and three Albertson's stores. Also prepared estimates on Ross Manor Apartments, Buchann Office Building, Quinault Casino Site Work Package, Northwest Composite Warehouse, and a Kirkland Family Fitness Center remodel. PCL Construction Services, Inc.: Prepared estimates for the TRACON Building at Hawaii Airport, Puyallup high School, Bellevue Hilton Addition, Seattle West Precinct Structural Package, Issaquah Library. Worked on estimating teams that bid Stafford Creek Correctional Center, Seattle Tacoma Airport Westin Hotel, West Lake Tower, Camlin Hotel, Seattle Convention Center, and 112th and 12th Office Building. J.A. Jones, Kansas City, MO: Produced a $290M conceptual estimate for renovation of 12 downtown city blocks. Richard G. Gregersen Total professional experience: 34 years Education: Brief summary of relevant experience: Dick Gregersen has over 34 years experience in the construction industry as a field engineer, superintendent, and cost estimator. He has been involved in projects on steel mills, hospitals, high-rise office structures, forest industry facilities, and heavy industrial jobs. Dick has extensive experience in estimating SEISMIC UPGRADES and RETROFITS. Dick worked with Wayne Kiser (see below) on seismic upgrades for five Boeing-owned GSA buildings in Auburn, WA Professional experience includes: Quality Control Manager and Superintendent at Fort Lewis (water treatment); Puget Sound Naval Shipyard (process water collection systems) and Naval Air Station, Whidbey Island (design-build slab-on-grade building). As an estimator for SDL Corporation in Bellevue, he was involved in estimating both competitively bid and negotiated commercial construction projects, including quantity survey of materials, pricing, and value engineering of final estimates. As chief estimator for McCann Construction in Tukwila, he had total responsibility for construction cost estimates of projects ranging from minor tenant improvements to major multi-storied office manufacturing complexes. Joe Irby

Joe Irby has extensive experience and training in design, project management, and estimating. He prepared electrical portions of McKay/Moore's revised CD estimate for the Nolan Center (visitor center and museum) in Wrangell, Alaska, on Cabrini Senior Center and Morton Hospital, and on several estimates for the GSA including the VA consolidated mail outpatient pharmacy (CMOP), Bellingham Federal Building code upgrade estimate, Nakamura Federal Courthouse budget review, new INS facility, and on FBI and USDA Tenant Improvements Estimates for the GSA in Portland, OR. Joe worked with McKay/Moore on the 1st NE King County Transfer/Recycling Station Project in Shoreline, WA, and is scheduled to provide electrical estimating support on a similar King County project in Bow Lake in 2010.

For most of his career, John has been involved with the mechanical, process equipment, and electrical portions of projects, from estimating and planning through managing the construction phase to startup and commissioning. John has been a self-employed Construction Consultant since December 1991. As such, he provides continuing project management, estimating and scheduling services to several small contracting and A/E firms in the Western United States. He has also been retained by a large aerospace firm to manage change order negotiations for a $2.6 billion expansion program and has provided cost estimating services to the State of Washington, Department of Capitol Facilities to prepare earthquake assessment costs for submission to FEMA for damages to the Capitol Campus. John has also performed change order cost estimating work for Sound Transit for the elevated portion from Boeing Access Road to Tukwila and the Airport Station for Link Light Rail. In 2010, he will also be providing change order costing for the Sound Transit Sounder Expansion between D and M Streets in Tacoma. As a project and construction manager, he has had extensive experience working on facility renovation projects, including offshore production facilities from Alaska to the Gulf of Mexico. He has completed renovation work for the US Navy in the Caribbean and at Bremerton, Washington and has also been involved with the planning, cost estimating and project management for facility renovations for several school districts and private industry. Most of these projects had intensive mechanical, process and electrical systems as a key part of the renovations. John is familiar with the LEEDS program and has been involved with waste reduction programs while a project manager with Lease Crutcher Lewis and Bechtel Corporation. Because his function on a project typically begins after design has been completed, his focus has been on recycling jobsite materials and segregating waste products to maximize recycling and/or reuse. Recently, he completed the mechanical cost estimate for the National Fisheries Laboratory renovation in Hawaii and was on the evaluation team for alternative and sustainable methods for cooling and irrigating the facility. He attended the University of Washington, majoring in Civil Engineering; he also later received a certificate of completion from the Executive Management Program (1989-1990) at the University of Washington. He has completed Value Engineering training modules I & II and is working on his CVS certification from the Society of Value Engineers of which he is a member and chapter officer. He is currently a member of the PMI (Project Management Institute) and an advisory board member of the Project Management Masters Program at City U. He has also instructed classes in principles of Project Management to numerous entities including the FAA. John worked with McKay/Moore on both Design Development and Construction Documents phases of the Skagit Valley Kidney Center project. As well, he prepared the mechanical portions of McKay/Moore's CD estimate for the Nolan Center (visitor center and museum) in Wrangell, Alaska. He has worked with us on several projects for the GSA. He was mechanical estimator for McKay/Moore's work on a GSA project for a proposed build-out of 80,000 SF of existing warehouse space for a VA Consolidated Mail Order Pharmacy. He also worked on the GSA's Nakamura Courthouse and Bellingham Federal Courthouse and Coeur d'Alene Federal Courthouse projects, all of which considered LEED points/requirements, as well as on a proposed new INS facility, and various tenant improvement projects. Over the last year, John has provided several estimates for housing projects. E.g.: Solid Ground's Sand Point Housing Community Center, Common Ground's Davis Freeman Apartment Rehabilitation on Vashon, Rainier Vista Mixed-Use building, a 9000 SF project for the Multi-Service Center in Federal Way, and Seattle Housing Authority's Rainier Vista Phase II - Block 27, all for Tonkin/Hoyne/Lokan Architects. .

Ken Rouse has proved to be a very thorough and extremely competent Quality Control Engineer. His attention to detail and his ability to work well with others has led to successful Quality Assurance and Quality Control programs. Ken is a valuable asset to any team. He worked with McKay/Moore as Document Control Specialist on King County's 1st NE King County Transfer/Recycling Station Project and is currently working on a similar King County project in Bow Lake.
