Dan Gordon

Dan Gordon's background brings the disciplines of urban planning, public policy, and business operations to today's affordable housing challenges. He started with FPG in 2016; assignments include transaction management for the Rental Assistance Demonstration (RAD) program and supporting the Resource Desk, RAD's online database. His most recent work was at the urban planning firm Topology in Newark, NJ, where he authored municipal affordable housing plans, developed course materials for housing authority and redevelopment professionals, and provided project management capacity for a nearby housing authority. Previous experience included time at the industrial supply company McMaster-Carr, where he managed transactions, conducted market research, and gave website support to customers. Mr. Gordon has an M.P.A. from the University of Pennsylvania's Fels Institute of Government and a B.A. in Economics from Vassar College.

Kevin McMahan

Kevin McMahan is founding partner of the Federal Practice Group (FPG). He has extensive experience in affordable housing, project management, and strategic planning. Most recent engagements for HUD's Office of Recapitalization include the Pay-For-Success program design with the Office of the Deputy Secretary of Multifamily Housing, RAD Second Component Moderate Rehabilitation application processing, and M2M Qualified Non Profit recommendations for debt relief. He recently completed an assignment of training underwriters and quality control of their work in FHA underwriting, specifically 223(f) and 223(a)7 refinance transactions. Kevin has 22 years of affordable housing experience, mostly as a contractor in HUD's multifamily programs. He has worked closely with HUD management and staff through the design and implementation of Mark to Market, M2M Green Initiative, Green Retrofit Program, and RAD. Prior to the HUD contracting role, he was a Federal government temporary employee, working for the Federal Deposit Insurance Corporation/ Resolution Trust Corporation, where he managed the disposition of a multi-billion dollar asset portfolio.

Liane Houseknecht

Since joining Federal Practice Group in April 2010, Ms. Houseknecht has applied her background in program management, process design and improvement, and client service to support various aspects of HUD's multifamily preservation programs. She has provided program and policy support to HUD's Rental Assistance Demonstration (RAD) program since its launch in 2012 by providing both design and review support on application processing, transaction-specific support for current awardees and client staff, aiding in designing and implementing the closing and post-closing processes, developing standard operating procedures, identifying and employing technology to support program needs, performing research and analysis on the existing RAD portfolio, and aiding in program-wide process design and improvement. She has also developed training content and lead both internal and external training sessions. She has previously supported various aspects of HUD's multifamily "greening" programs, Mark-to-Market's Green Initiative and the Recovery Act's Green Retrofit Program and has experience as a due diligence underwriter and closing coordinator for FHA Firm Commitment applications in HUD's Office of Healthcare Programs. Ms. Houseknecht has over ten years of experience in both the financial and real estate industries. Prior to joining Federal Practice Group, she worked for Boston Properties' Construction Management team and at The Corporate Executive Board (now Gartner, Inc.), where she performed best-practices research on financial shared services issues, analyzed process benchmarking data, participated in process improvement projects, and managed a large volume of client communications. Robert W. Robinson - CEO

Robert W. Robinson serves as the Project Director for FPG's largest client, the U.S. Department of Housing and Urban Development (HUD). This work is in support of the Financial Advisor contract for the Office of Recapitalization (Recap) as it seeks to transition 455,000 Public Housing units into the Section 8 platform; both Project Based Rental Assistance ("PBRA") and Project Based Voucher ("PBV") contracts. In this capacity, Mr. Robinson serves as in a senior capacity to Recap on all of their programs and new initiatives. In addition, Mr. Robinson provides contract management and administrative support on all FPG contracts. Mr. Robinson has over 20 years of experience working with both public and private sector clients. He provides a range of services from transaction related assistance, client relations, project management, and management consulting services. Mr. Robinson has worked on tasks from developing loan acquisition strategies for a publicly traded real estate investment trust, to assisting in the development of HUD's loan sale program, including due diligence and bidding procedures.
