Mr. Mills has an extensive background working on complex and challenging construction projects. His field experience includes custom homes, commercial tenant improvements and providing oversite at large scale repair projects in California and Hawaii. He provides estimating services, bid solicitation and evaluations, contract negotiation, project administration, defective construction investigations and reporting, as-built compliance reviews and contractor standard of care opinions. His expertise extends to reviews of change orders, forensic construction accounting, construction standards, and delay claim analysis.
Educational History
Antony studied Architecture at the College of San Mateo, is a licensed General Contractor in the state of California, has his OSHA 30 Hour Certification, as well as Procore Certified Project Manager. In addition, he is proficient with Excel, Sage Estimating, On-Center Takeoff, Primavera, and MS Project scheduling software.

Antony is affiliated with Westcon (Western Construction Consultants Association; Past President).
Areas of Expertise
Mr. Mills works with our litigation team providing forensic investigations and analysis, development of scopes of repair and cost estimating for a variety of commercial and residential projects. He also supports our design team managing projects and providing construction expertise including consulting of construction standards including material and workmanship standards.

Richard Avelar has retired from Reconstruction Services and a new generation of experienced construction professionals have joined Duff Broeker and Tim Stokes to form a management structure to assure the continued and ongoing growth and vitality of the company.
Richard Avelar, Tim Stokes and Duff Broeker initially founded Reconstruction Services in 2000 as a company affiliated with Richard Avelar & Associates, a leading construction forensics consulting firm. Reconstruction Services was formed in recognition of the imperative to provide fully integrated design and repair services to streamline the resolution of construction defect litigation and to improve the efficient implementation of post litigation repairs.
