She educates member hospitals on 340B compliance and implementation and informs them of program developments. Additionally, Ms. Nagrotsky conducts research and prepares legal analyses and advocacy documents on various 340B issues. Prior to joining 340B Health, she worked as a legal intern at Quality Trust for Individuals with Disabilities, a nonprofit group that advocates for individuals with intellectual disabilities. Ms. Nagrotsky received her bachelor's degree with high distinction from the University of Michigan. She received her law degree with honors from the George Washington University Law School, where she was a member of the Public Contract Law Journal as well as the Moot Court and Mock Trial Boards. Ms. Nagrotsky is a member of the New York and Virginia Bars.

Amanda Smith - Chief Legal Officer

Amanda Smith is the Legal Counsel for 340B Health, a nonprofit organization of more than 1,500 hospitals and health systems participating in the federal 340B drug pricing program. Mrs. Smith works with a team of lawyers and government relations staff on regulatory, legislative, and legal matters related to the 340B program. She educates member hospitals on 340B compliance and policy issues, informs them of program developments, and prepares legal analyses and advocacy documents on various 340B issues. She also plays key roles in developing 340B Health's state level policy and advocacy resources. Before accepting her current position, Mrs. Smith served as 340B Health's Senior Manager of Grassroots Advocacy. In this role, she developed 340B Health's grassroots program, building relationships with hospital advocates across the country. She coordinated advocacy efforts between hospitals and Congress and educated lawmakers on the importance of 340B. This included creation of the 340B Impact Profile, 340B Impact Profile Guidebook, and the 340B Health Advocacy Toolkit. She also planned biannual Capitol Hill Fly-Ins and otherwise supported 340B Health's advocacy initiatives. Mrs. Smith has become a valuable resource for the 340B hospital community and an expert in effectively delivering the 340B message to Capitol Hill. Before joining 340B Health, Mrs. Smith served as a Health Care Law Clerk for the United States Senate Committee on Finance. She graduated with a B.A. in government from the University of Virginia. She received her J.D. and M.S. in government from Creighton University in Omaha, Nebraska. She is a member of the Maryland Bar. Her family lives in Omaha, Nebraska, Stafford, Virginia, and Bozeman, Montana.

Beth Feldpush

Beth Feldpush, DrPH, is Senior Vice President of Policy and Advocacy at America's Essential Hospitals (AEH). Feldpush provides strategic leadership and advocacy on behalf of hospitals and health systems that care for vulnerable people and provide vital services to communities. She directs the association's federal government affairs portfolio, policy development activities, and internal and external communications. She also manages the association's participation in and leadership of coalitions and allied organization activities, acting as a liaison to other stakeholder organizations. Feldpush previously served as a senior associate director for policy at the American Hospital Association (AHA), where she worked on health care delivery system reform and hospital quality and patient safety issues. She served as an AHA expert on value-based purchasing, hospital readmissions, accountable care organizations, and other issues. Before joining AHA, Feldpush worked at the U.S. Government Accountability Office (GAO) as a senior health care analyst. Her work focused on Medicare payment policy, end-of-life care, geographic variation in service delivery, and health care workforce adequacy. She led research teams on several high-profile published reports. Feldpush also has worked as manager of governmental affairs and public relations at the American Medical Women's Association (AMWA). In this role, she served as the association's liaison to Congress, the executive office, federal agencies, and state and local governments. In 2013, Modern Healthcare magazine recognized Feldpush as an "Up & Comer." She serves as adjunct faculty for The George Washington University (GW) Milken Institute School of Public Health Department of Health Policy. He specialized in health care regulatory issues, representing hospitals and health care providers in Medicare, Medicaid, and TRICARE reimbursement matters, Medicare compliance issues, and fraud and abuse regulations. Mr. Crosswhite received his law degree, with honors, from the University of Texas School of Law, where he was a member of the Texas Law Review and Order of the Coif. He received his Bachelor of Arts in Political Science, History, & Legal Studies, summa cum laude, from Rice University. Claudia Escue

Claudia Escue is the Research and Policy Analytics Manager at 340B Health. She conducts quantitative and qualitative research in support of 340B. Ms. Escue has an extensive background in anthropological research. As a graduate student at the College of William & Mary, she conducted independent market research in Rūrutu, in the Austral Islands of French Polynesia, using interviews and cultural observation. She also contributed significantly as a graduate research assistant at the Oceania Archaeology Lab, where she managed a project on sustainable shellfish harvesting, and oversaw data collection for a project on natural resource use for pre-contact Tahitian canoe manufacturing. Prior to her graduate studies, Ms. Escue worked as a field technician for Logan Simpson Design and SWCA Environmental Consultants, focusing on archaeological projects and cultural conservation. She documented, analyzed, and interpreted cultural data, conducted fieldwork, and contributed to data analytics, report writing, and legal compliance. She was an electronic health record "super user," led the hospital's Pharmacy & Therapeutics and Medication Safety Committees, and managed the hospital's response to COVID-19. His more than two decades of experience in Washington, D.C., includes work on Capitol Hill, in the strategic communications group at America's Health Insurance Plans, and in leadership positions with public relations firms FleishmanHillard TogoRun, and Burson Cohn & Wolfe's Direct Impact Company. His advocacy communications for organizations and corporations have included work on the Affordable Care Act, arthritis, COVID-19, diabetes, ocular health, oncology, obesity, and rare disease-related therapeutic areas. Karen L. Bowling - Chairman, EVP

Karen L. Bowling currently serves as Executive Vice President Government Affairs for West Virginia University Health System (WVU Medicine) and as the President and CEO for Princeton Community Hospital. Until just recently she was the President and CEO for both Summersville Regional Medical Center and Braxton County Memorial Hospital. Prior to these positions, Karen was Cabinet Secretary of the West Virginia Department of Health and Human Resources (DHHR) under Governor Earl Ray Tomblin from 2013 until January of 2017. Before taking the helm of DHHR, Bowling held a variety of direct care and leadership positions in the health care and education arena. Her career started as an emergency room nurse in a small rural hospital in Wyoming County. She continued to work in acute care and hospital supervision until 1983, when she joined the Wyoming County Board of Education to develop the School Health Program. Bowling served in a number of management capacities in both the hospital setting and higher education until 1990 when she began working in hospital administration. In 2001, Bowling became the CEO of Raleigh General Hospital in Beckley, West Virginia. She has served in various leadership roles at the West Virginia Hospital Association, including Chairperson. She was a board member of many not-for-profit organizations, which included the Raleigh County Community Action Association, YMCA of Beckley, and the Beckley Healthright Clinic. She also served as the Chairperson of the Raleigh County Chamber of Commerce. A native of Mullens, West Virginia, Bowling graduated from Bluefield State College with an Associate Degree in Nursing. Ms. Testoni is a national expert on all aspects of the 340B program, a frequent speaker at national conferences, and an author of numerous publications. Previously, she served in several leadership roles at 340B Health, most recently as the Senior Vice President and General Counsel overseeing the Legal, Policy, and Government Affairs Divisions, where she worked to influence law and policy regarding the 340B program. Ms. Testoni is a leader in the efforts to protect the 340B program and ensure transparency and accountability for drug manufacturers participating in the program. She works with Congress and the Executive Branch to provide expert counsel on matters related to 340B. In 2018, Modern Healthcare named her as one of the "100 Most Influential People in Healthcare." Ms. Testoni has been representing health care providers in law firms, in trade associations, and on Capitol Hill for almost 30 years, providing legal, policy, and advocacy counsel. Ms. Testoni spent several years as a health care advisor on Capitol Hill, working for a senior U.S. Senator and a member of the House of Representatives. While in private legal practice, Ms. Testoni represented hospitals and other providers regarding compliance with Medicare and Medicaid reimbursement and fraud and abuse laws, and HIPAA. Mike Loftus has been a Pharmacist with Mercy Health System (based out of St. Louis Missouri) for 30 years. Patrick McGary

Patrick McGary is the Senior Vice President of Operations for 340B Health, a nonprofit organization of more than 1,500 hospitals and health systems participating in the federal 340B drug pricing program. Mr. McGary oversees the business and general operations of 340B Health, including membership, corporate partner initiatives, conference operations, information technology, and non-dues revenue generation. Mr. McGary has extensive experience in health care associations. Before joining 340B Health, he held management roles at both nonprofit and for-profit organizations, most recently as vice president, membership development at the National Retail Federation. Prior to that he held roles as chief operating officer at the Heart Failure Society of America and The American Society for Parenteral and Enteral Nutrition. As COO, he was responsible for membership, marketing, human resources, operations, strategic growth, and finance. Mr. McGary received his B.S. in Hotel Management from the University of Massachusetts, an advanced certificate in strategic human resources from Cornell University, and the Certified Association Executive designation from the American Society of Association Executives.

Paul Mollo

Paul Mollo is the National Director for Medication Outcomes Disparity for Ascension. He oversees the 340B program and the Patient Medication Assistance Program at the National level, is the liaison to the ministry of the Dispensary of Hope and spends most of his time working on programs to help make medications more affordable for patients. Previously, Paul spent 16 years as the Director of Pharmacy for Our Lady of Lourdes Memorial Hospital in Binghamton, NY where he helped create and lead many programs to sustain the poor and vulnerable in that community. He holds a BS in Pharmacy from the University of Buffalo, and a Doctor of Pharmacy degree from the University of Florida. Paul has been a speaker for the Island Peer Review Organization (IPRO) as well as for the Institute for Healthcare Improvement (IHI). He has co-authorized a chapter for The Joint Commission on The Nurse's Role in Medication Reconciliation as well as co-authored an article for The Joint Commission on Eliminating Adverse Drug Events. Paul is an active member of the 340B Health Board of Directors as well as the 340B Health Pharmacy Services Committee in addition to his memberships with ASHP and The Southern Tier Society of Health Systems Pharmacy.
