15.2 Associate Members shall have the right to attend and to speak at the meetings of the General Assembly, but shall have no voting rights at the General Assembly. In case an Associate Member representative cannot attend the General Assembly, the Associate Member may give a proxy to a representative of another Associate Member... In particular, the Governing Board may grant specific powers to represent the Association towards the EU Commission for example for the signature of the HEurope PPP Contract to any person or persons its deems appropriate. When representing the Association in high level events for example for the signature of the HEurope PPP Contract, this person will be authorized to carry the title of "President of the Association".
