Andrew Way

Previously, Andrew served as Chief Executive of Alfred Health, a role he held from 2009-25. Andrew led the development of Monash Partners, Victoria's first academic health science centre and was appointed Adjunct Clinical Professor in the School of Public Health and Preventative Medicine, Faculty of Medicine Nursing and Health Sciences, Monash University in 2015. Additionally, he holds several non-executive and advisory roles both in Australia and more widely. Quality and safety in patient care, the development of academic medical organisations, patient flow and experience, and using IT as a clinical enabler are some of Andrew's key areas of professional interest.

Angela Malone

Angela commenced at HSV in March 2014 following an extensive career in human resources and industrial relations management. Angela's recruitment and consulting experience comprises senior roles across the commercial and not-for-profit sectors, including a number of management roles at Ford Australia's head office in Melbourne. Across her career, Angela has a consistent record of success in working closely with management and other stakeholders to develop and implement effective human resource solutions, focusing on inclusive, sustainable and ethical leadership strategy development. Angela's collaborative approach, strong business acumen and focus on strategic HR planning, often in complex and challenging environments, is key to organisations achieving their business objectives. Angela has qualifications in Applied Science and has completed a range of management programs and Six Sigma Green Belt accreditation.

Craig Fraser

Craig has been the Chief Executive of South West Healthcare since 2017, which includes a newly opened, purpose-built facility delivering a regional logistics and distribution service. With over 25 years' experience as an executive and senior manager in the Victorian public health sector, Craig worked in metropolitan teaching hospitals before moving into rural and regional health. Prior to these appointments, he was a prosthetist orthotist, honing his clinical skills for many years while concurrently holding management roles. Dedicated to improving the health of rural Victorians and reducing the health disparities that exist, Craig strives to provide care closer to home whilst enhancing care, safety and optimising the patient experience.

Eileen Keane

Eileen has a procurement, supply chain and quality background across a number of industries including public health, manufacturing, logistics, not-for-profit and consultancy. She has held roles as an executive and non-executive director and brings a wealth of knowledge and experience in supply strategies, procurement principles, strategic planning, project management, continuous improvement and general management. She has a passion for using data to inform decisions and has a background in quality methods and Six Sigma to assist the effective use of continuous improvement tools.

Erwin Loh

Professor Erwin Loh is President of the Royal Australasian College of Medical Administrators and National Director of Medical Services for Calvary Health Care. He was previously Chief Medical Officer at Goulburn Valley Health and Monash Health, and Group Chief Medical Officer at St Vincent's Health Australia. He has qualifications in medicine, law and management. He has adjunct professorial appointments at Monash University, University of Melbourne and Macquarie University. He received the Distinguished Fellow Award from RACMA in 2017 for "commitment to governance, research and publication".

Eugene Arocca

Eugene Arocca is an experienced leader with strong executive and governance skills. Eugene has over 40 years' experience in legal, community, commercial and membership-based organisations. After graduating with degrees in Jurisprudence and Law he started employment with Maurice Blackburn and was appointed partner at the firm in 1990. In 1996 he was appointed lawyer for the Collingwood Football Club where he also acted as a board member from 2002-2005. In late 2005, Eugene retired from both Maurice Blackburn as a senior partner and as a Collingwood Board member to become Chief Operating Officer and Corporate Counsel for the Club. In 2008 Eugene was appointed Chief Executive Officer (CEO) of the North Melbourne Football Club. In 2012 he took on the role of CEO of Motorsport Australia and retired from that position in late 2023. Eugene has extensive experience as a board member, committee chair and committee member over many years. Eugene retired as a Board member of Melbourne Health in June, 2025 following a nine year tenure. Melbourne Health is one of Australia's leading public healthcare providers. Eugene has been the Chair of the Royal Melbourne Hospital Foundation since 2019. In 2024 Eugene was appointed to the Board of the Victorian Interpreting and Translation Service, a Victorian Government Business Enterprise that provides interpreting services in over 190 languages to the community.

Janet Young

Janet Young is a Chartered Accountant with over 30 years' experience in professional service firms (legal, accounting, consulting). In her current role with Russell Kennedy, and in recent roles as COO/CFO for leading law firms Herbert Smith Freehills and MinterEllison, Janet has responsibility for finance, information technology, people and development, business development, strategy and transformation. Ms Young is a member of the Institute of Chartered Accountants, the Governance Institute and the Australian Institute of Company Directors. She has previous board experience with not-for-profit boards and committees including NIDA, The Song Company and Playworks. She is currently a mentor with the Financial Executives Institute.

John Delinaoum

John commenced at HSV in March 2015. With over 20 years' experience in the health sector, John has held senior finance leadership roles within public, private and aged care services. John's most recent role prior to joining HSV was as Director Finance Services at Northern Health. John has extensive experience in business planning, enterprise risk management, corporate services and systems technology design and implementation, while developing high-performing teams during periods of significant growth and transformation. Since 2017, John has been a member of the Finance and Risk Committee of the Australian College of Optometry (ACO), providing governance and risk management support. Prior to that, for five years he was a Board member and Treasurer of the Healthcare Financial Management Association (HFMA), the peak body for health finance professionals providing value through education, research and networking activities across Australia.

Lisa Williams

Lisa Williams is the Executive Director, Strategic Procurement and Operations at Deakin University. Lisa is an accomplished C-suite executive and senior corporate services leader, with over 25 years' international experience across commercial and operations. Lisa's experience spans both the private and public sector industries, including higher education, transport, management consulting, energy, health, banking and financial services and information technology. She has previously held three significant Chief Procurement Officer roles across the Victorian Government with Public Transport Victoria, The Department of Economic Development, Jobs, Transport and Resources (DEDJTR) and the Department of Transport. Lisa was also Executive Director, Corporate Services at V/Line and has held commercial roles at AGL, ANZ Bank and IBM UK. Lisa brings to the HSV Board in-depth experience in strategic sourcing, complex major projects and tenders, negotiation strategy, supplier, risk and supply chain management. Lisa is also driven to maximise the impact of every dollar spent to implement measurable, continuous improvement across the expanding health care sector. Lisa's qualifications include an MBA, Masters degree in Management Studies and a Business Studies degree. Lisa is also a Graduate Member of the Australian Institute of Company Directors, as well as the Chartered Institute of Purchasing and Supply.

Naomi Bromley

Naomi Bromley is Deputy Secretary of the Hospitals and Health Services Division at the Victorian Department of Health. She provides leadership across Victoria's public hospitals, ambulance and emergency care, and planned care reform, with a focus on collaboration, accountability, and improved patient outcomes. Naomi has held senior roles in the Department including leading the COVID-19 Vaccination Program, Planned Surgery Recovery and Reform, and the $1.5 billion COVID Catch-Up Plan. She brings over 20 years' experience across frontline service delivery, management consulting, and government, beginning her career as a paramedic.

Raph Even-Chaim - CIO

Raph joined HSV in May 2021 and brings more than 20 years' experience in managing technology strategy and operations in SME and large enterprise across logistics and retail industries. Most recently Raph has managed IT strategy and operations in the mining, logistics and industrial sector. Over his career, Raph has managed information security, governance and risk, while working with internal and external stakeholders to deliver solutions across finance, supply chain and information systems. In addition to a number of industry certifications, Raph has a Masters of Management (Information Technology) and an MBA, and is a graduate of the Australian Institute of Company Directors (AICD). Raph was a Board member of Neighbourhood Watch Victoria for over eight years, providing advice on Information Technology and governance

Robert Abboud

Robert Abboud is a Department of Treasury and Finance senior executive with over 30 years' experience in the public sector. As a public service executive, Robert has worked extensively in the transport, procurement, major projects, asset management and assurance portfolios. Russell Harrison

Professor Russell Harrison moved from the NHS in England to join Western Health as the Executive Director of Operations in February 2013 before being appointed as the CEO in October 2017. Professor Harrison has a strong interest in improvements to patient care and the health system to support patients accessing care in the best way for them.

Sarah Bryant

Sarah joined HSV in March 2025 as Chief Procurement Officer, leading a team of procurement professionals partnering with Victoria's public health services and suppliers to deliver goods and services to support better value. She has over 25 years' experience in the procurement of fast-moving consumer goods and services, plus a decade working in retail. Her core competencies include change management, complex negotiation, project management, risk mitigation and category sourcing strategy development. Sarah has a proven track record of balancing strategic imperatives and delivering results, effectively facing challenges to quickly assess situations and implement action plans that drive profitable financial performance. She has global expertise in procurement, working in complex domestic and offshore corporations. Sarah's mission is to drive HSV's procurement strategy and vision to support our health service partners, leveraging her end-to-end procurement expertise to deliver better patient outcomes. In addition to Diploma and Bachelor studies from Massey University and an Executive Education at Harvard Business School, Sarah is a graduate of the Australian Institute of Company Directors (AICD).

Sue Kirsa

Sue Kirsa is the Director of Pharmacy at Monash Health, Victoria's largest healthcare system. She is a member of the Board of the Australian Pharmacy Council, the Australian National body responsible for Pharmacy accreditation and examinations where she was the Chair for 6 years up until May 2024. She holds an adjunct position at the faculty of Pharmacy and Pharmaceutical Sciences at Monash University, where she Chairs the Stakeholder Reference Group for the Vertically Integrated Master of Pharmacy degree. In 2024, she has joined the Board of Health Share Victoria. Prior to joining Monash Health in 2015, Sue was the Director of Pharmacy at the Peter Mac Callum Cancer Centre. She has many years of experience as a Hospital and Community Pharmacist, with research interests in Antimicrobial Stewardship, Infection Prevention, Quality Use of Medicines, Oncology and Pharmacy Practice improvement. Sue has been a member of a range of professional and government organisations and committees. She was President of the Society of Hospital Pharmacists of Australia (SHPA) from 2010 to 2012. Sue was the recipient of the Fred J Boyd award in 2015 and was awarded a Monash University Distinguished Alumna award in 2015. Sue's research interests include quality use of medicines, antimicrobial stewardship and pharmacy practice. She actively supports the development of emerging researchers. Sue graduated from the Victorian College of Pharmacy (now called Monash University Faculty of Pharmacy and Pharmaceutical Sciences) in 1983 and has been a practicing pharmacist since. She is married to David, and has two adult children, Jeremy and Jessica.

Supriya Blakey

Supriya brings to HSV more than 20 years' experience in logistics and supply chain strategy, spanning pharmaceuticals, clinical trials, fast-moving consumer goods and retail. She has a strong record of leading large-scale transformation across distribution centres, transport networks and digital logistics systems - with a focus on delivering value, service reliability and community impact. Prior to joining HSV, Supriya held national leadership roles with Wesfarmers Health, API, Sigma Healthcare, Linfox and DHL Express, where she led critical supply chain programs including health logistics automation, last-mile fulfilment optimisation and clinical trial distribution. Her experience includes overseeing logistics operations for up to seven distribution centres, managing multi-million-dollar budgets, and driving measurable uplift in delivery performance, inventory accuracy and customer satisfaction. Supriya's leadership approach is grounded in collaboration, operational discipline, and data-informed decision-making. She is passionate about supply chain innovation that strengthens healthcare access and equity across all of Victoria.

Susan Delroi - CEO

Susan Delroi commenced as HSV's Chief Executive in July 2025, having previously been Deputy Secretary, Corporate and Regulatory Services at Victoria Police. Susan has a comprehensive set of skills and experience gained across a career spanning some 25 years. Her prior roles include senior positions at NZ Treasury, Queensland Health - where she was Deputy Director-General of Corporate Services Division and Chief Executive of HSV counterpart Health Support Queensland - and Victoria's Department of Premier and Cabinet as Executive Director of Corporate Services. Susan is accomplished in delivering exceptional corporate services in complex, ambiguous and multi-faceted settings and is considered an expert in corporate governance. Susan has also held senior executive positions in the not-for-profit and state government sectors, driving change and transformation in high performing organisations. As a Certified Practising Accountant, Susan has extensive financial and business experience. With experience across a range of industries from utilities to economic development in health, Susan has demonstrated her strategic and people-focused leadership approach definitely benefits the organisations with which she works. In 2018, Susan was recognised as one of the Top 50 Women in the Victorian Public Sector.
