Formerly she served as local counsel and MWBE Consultant for the New Memphis Arena Public Building Authority whereby she delivered the largest minority participation ratios ever achieved on a public funded project in the City of Memphis.

The President/Executive Director of Bluff City Community Development Corporation is Carl Mabry. Carl has over 25 years of experience in the affordable housing industry which includes over 23 years of experience in property management, and over 18 years of experience in affordable housing development. Carl previously served as Director of Compliance Services for LEDIC Management Group, Inc. which is a regional 100% fee-based Management Company headquartered in Memphis, TN. He was responsible for maintaining tax credit and tax-exempt bond compliance for all of LEDIC's affordable housing communities, which at one time was over 25,000 units. Carl also served in other capacities at LEDIC Management Group, Inc. performing such roles as asset management and Senior Operational Auditor. Carl also was formerly with Memphis Housing Authority in which he was responsible for conducting operational and compliance audits of the Section 8 and Conventional Housing programs, and monitoring the housing authority's Public Housing Management Assessment Program's (PHMAP) scores that were used by HUD to assess management efficiency and effectiveness.
